Job Context:
∎ Role Overview: The Programme Liaison Manager is responsible for supporting project staff and management to interface with external stakeholders, including community groups, NGO coordination platforms, local authorities, suppliers, contractors and in-country partners; as well as supporting programme quality and management. The role holder will have extensive experience in programme management in an NGO context, and have a developed understanding of the humanitarian system and context.In this cross-functional position, the role-holder will be strong inter-personal and organisational skills, as well as be able to work independently.
∎ Location/work station: Court Bazar, Ukhia, Cox`s Bazar, Bangladesh.
∎ Contract Length:1 year renewable

Job Responsibilities:
∎ 1. Representation:

∎ Develop and maintain relationships with relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs) and represent the organisation at relevant meetings (eg. camp, local government, NGO and sector-coordination) in order to facilitate and ensure cooperation and partnerships.
∎ Seek out and actively participate in relevant local networks or task groups on specific humanitarian aid issues

∎ 2. Operations Management:

∎ Ensure all in-country legal requirements are met including registration, reporting, insurance, work permits, contracts, etc., liaising as necessary with government departments and other official bodies.
∎ Ensure that records are kept in an orderly fashion, readily available, and that the filing (archive) system is in line with the organisation's internal archiving policies and meet donor requirements.
∎ Prepare official documentation and explanations as required by local authorities
∎ Advise the organisation on local laws and practices
∎ Train and coach staff members in the organisation's policies and procedures, and local regulations.

∎ 3. Coordination:

∎ Working alongside the programme team to ensure projects are coordinated well with stakeholders, building strong relationships at different levels.
∎ Build collaborative relationships with NGO partners, being both proactive and a good listener.

∎ 4. Quality Management:

∎ In conjunction with relevant managers, review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud. Carry-out regular inspections and spot-checks, both on systems and on-going work, to ensure the best use of the organisation's assets and resources.
∎ Review projects to ensure they are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. CHS, Sphere and HAP standards, WHO recommendations, etc. Follow the direction of the relevant advisors at HQ regarding quality, strategy and technical guidelines
∎ Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.

∎ 5. Programme Management:

∎ Assisting the Country Director and working with the senior management team with the identification and design of future projects.
∎ Conduct needs assessments, working with advisors, coordinators and project managers where necessary.
∎ Support in reporting to donors, providing relevant documents and narrative explanations.
∎ Support project managers and the sector advisors in project design, including context and stakeholder analysis, liaising with key stakeholders/authorities and assisting with proposal narrative writing (including logframe, monitoring and evaluation plan, procurement plan, risk analysis, stakeholder mapping).

∎ 6. Capacity Building:
∎ Through a consultative leadership style and a transparent, honest and supportive communication structure, assist the CD with the development and building of an effective team.
∎ Provide training, advice, mentoring and coaching to staff as required

Additional Requirements:
∎ Age 35 to 55 years
∎ Experience: 7+ years' experience in a Project/Programme management or liaison role in the Humanitarian/Development/NGO sector. Experience working with an International NGO
∎ Intercultural experience: Previous experience working with other cultures
∎ Programme Management and Reporting: Programme Management experience, including stakeholder engagement and negotiation. Expertise in reporting, including narrative and logframes.
∎ IT experience: Excellent MS Excel competency, Experience using Financial Software
∎ Languages: Excellent level of written and spoken English and Bengali, Spoken level of Chittagonianand/or Rohingya.
∎ Competency:
∎ Motivator: Organised, Works well under pressure, good at time management, prioritisation, self-starter.
∎ Communicator: Relational in approach, can interpret programme information and communicate in a clear and relevant way to different stakeholders. Can work cross-functionally and communicate well with junior and senior staff.
∎ Adaptability: Flexible to manage assigned tasks and work varied hours from time to time.
∎ Can work well in a cross-functional role and manage competing priorities.

∎ Strong stress management skills as evidenced by resiliency and ability to work under pressure and meet tight deadlines;

Salary:
∎ Negotiable depending on Education and experience of the candidate
