Educational Requirements:
∎ Masters Degree in Finance, or related field is essential. Professional qualification as CFA/CPA/ACA/FCA is desirable.

Job Context:
∎ Role Overview: Oversee the financial activities of the programme; carry out the various accounting functions required in order to provide accurate and timely information to donors, partners, GSO (Global Support Office), in-country management and the project/support teams on the financial status of the programme. This involves organizing and further developing the financial processes required for the projects to function effectively as well as managing the finance team, providing coaching and training as required.
∎ Location/work station: Court Bazar, Ukhia, Cox`s Bazar, Bangladesh.
∎ Contract Length:1 year renewable

Job Responsibilities:
∎ 1. Finance and Accounting

∎ In charge of field accounting management: ensuring that proper documentation supports each payment; process payments in a timely fashion; oversee expense batches weekly/monthly to ensure precision of GL coding and grant allocation; coordinate the preparation of monthly csv file; ensure that finance team is properly trained; ensure that organization's Finance Procedures are upheld and strengthened
∎ Reconcile/verify bank and cash amounts on a regular basis; prepare the monthly cash needs forecast for the programme to send to the Global Support Office and In-Country Partners and update it weekly; ensure that money is transferred between locations in a timely manner and that daily cash needs are met; ensure that security money and operating buffer is monitored and updated regularly to meet program's needs.
∎ Work with Management staff in the preparation and development of budgets for projects and shared costs.
∎ Contribute to the financial management of signed donor grants.

∎ 2. Administration

∎ Meet the finance related administrative requirements of Medair, donors, local legislation, suppliers, contractors and any other stakeholders, so that the financial aspects of the programme function efficiently, effectively and with integrity.
∎ Work with HR to ensure the preparation of monthly payroll list, payment and record-keeping of staff salaries / allowances is done in a timely manner and in accordance with local employment regulations.
∎ Support in reporting to donors, providing relevant documents and narrative explanations.
∎ Organise the processes required for the financial aspects of the programme to function effectively.
∎ Ensure that records are kept in an orderly fashion and that the filing (archive) system is in line with the organisation's internal archiving policies and meet donor requirements.
∎ 3. Grant Management:
∎ Work with the Global Support Office on finance-related changes, including implementation of new systems, policies and procedures.
∎ Monitoring project spending on a monthly basis, communicating about any under/over spend and working to agree appropriate actions in order to bring spending in line with approved budgets.
∎ Contribute to the financial management of signed donor grants.
∎ Prepare for financial audits, providing all information required by local legislation, donors.
∎ 4. Staff Management:
∎ Manage the finance staff including recruitment, day-to-day management, development, appraisal, etc.

∎ 5. Security and Fraud Prevention:
∎ Control and manage the security of in-country cash when held on site and when being transferred.
∎ Conduct regular internal audits and report immediately any possible fraud or theft.
∎ Conduct trainings with staff and advise on improvements to financial security and fraud prevention.

∎ 6. Communication:
∎ Provide training, advice, mentoring and coaching as required to all relevant staff on financial management, procedures, internal controls and financial requirements of donors.
∎ Liaise with local banks and programme partners as financial focal point.
∎ Participate in meetings with donors and partners regarding project financial performance.

Additional Requirements:
∎ Experience: 7+ years' experience in a Financial Management position in the International Humanitarian/Development/NGO sector.
∎ Intercultural experience: Previous experience working with other cultures
∎ IT experience: Excellent MS Excel competency, Experience using Financial Software
∎ Languages: Excellent level of written and spoken English and Bengali, Spoken level of Chittagonian
∎ Competency:
∎ Strong capacity building, training, coaching and mentoring skills
∎ Must be organized, works well under pressure
∎ Experience in a team management role
∎ Strong analytical skills and time management skills;
∎ Experience in staff management;
∎ Strong problem solving skills and able to quickly identify needs/gaps and work towards solutions;
∎ Excellent interpersonal skills and able to work with a diverse group of people;
∎ Strong ethics and maintain confidentiality for managing sensitive information
∎ Strong stress management skills as evidenced by resiliency and ability to work under pressure and meet tight deadlines;
∎ Strong communication skills, oral and written, as evidenced by quality of meetings, interactions and reports;

Salary:
∎ Negotiable depending on Education and experience of the candidate
