∎ POSITION SUMMARY:The Government Liaison (GL) cum Safety and Security Advisor (SSA) ensures compliance to the Government of Bangladesh (GoB) INGO registration requirements and secures timely project approvals from NGO Affairs Bureau (NGOAB) to ensure program implementation without disruption or delays. The GL will build strong relationships with GOB / NGOAB officials at all necessary levels while communicating and exemplifying World Concern`s Core Values, Code of Ethics, Fraud Prevention, and other organizational policies that build our Christian identity. The SSA role will be proactively networked, aware of, and communicating all Safety and security (S&S) situations to maximize staff and partner ability to operate with minimized risks. The SSA will be fluent in SS risk assessments, analysis, and contingency planning. The GL-SSA will report directly to the Country Director (CD), supporting the Senior Leadership Team (SLT) as an extended member and will be assigned other duties from time to time as determined by the CD.
∎ ESSENTIAL FUNCTIONS: (General overview and may not include all details of responsibilities)

Job Responsibilities:
∎ Government Liaison (approximately 50% level of effort)
∎ Provide strong and clear leadership in articulating and championing World Concern's Christian Identity to all stakeholders, including GoB officials at all levels.
∎ Responsible for quick turnaround of ALL government approvals such as but not limited to FD-6, FD-7, FD-4, FC-1,and FD-2 fund release, audit,and completion certificates.
∎ Facilitate meetings with INGOAB and relevant ministries to strengthen relationships and secure timely approvals.
∎ Collaborate with WCB project leadership to ensure timely and accurate reporting of organizational activities to government ministries.
∎ Assist in writing NGOAB project applications for approvals from GoB.
∎ Support Administration required for INGO operational permits and registrations, visa processing, work permits and other government requirements for the organization, foreign staff, and visitors.
∎ Support administration, finance, and procurement as and when required with deep understanding, commitment and diplomacy representing World Concern's Code of Conduct and Fraud Prevention Policies.
∎ Safety & Security Advisor (approximately 50% level of effort)
∎ Ensure the Bangladesh Country/Program Safety and Security Plans are reviewed periodically and up to date.
∎ Collaborates regularly with the Global Safety and Security Advisor (GSSA) and S&S counterparts in other WC Country Missions.
∎ Initiate and facilitate Country/Program Risk Assessments as needed in urgent or slow-setcrises.
∎ Monitor the civil, political, military, religious, and physical situation in each of our operational areas.
∎ Analyze information noting trends and patterns and advise the CD when situations deteriorate or improve.
∎ Ensure that the Duty Officer(s) and Project level Security Focal Points are properly briefed, trained, and are carrying out their responsibilities.
∎ Establish and monitor compliance of security & safety policies and guidelines for WCB offices, programs, and visitors.
∎ Network with other NGO's, INGO's, Inter-agency security meetings, UNDSS agencies, and gov't agencies to develop a broad information exchange network.
∎ Advise the Incident Management Team (IMT) and Crisis Management Team (CMT) during times of increased security risks.
∎ With GSSA and CD, facilitate emergency procedures including evacuation, hibernation, or relocation as necessary. Train other staff members on emergency procedures.
∎ With support from the GSSA, develop security assessment and analysis tools for use by the staff at all field offices and partner communities.
∎ Travel to field locations to conduct physical security assessments, gather information or provide training to field staff.
∎ Advise management on the use of appropriate communications equipment/technology.
∎ Prepare and give security briefings to new staff and visitors to offices/programs.
∎ In close coordination with HR, CD and GSSA, evaluate and recommend appropriate security training or capacity-building opportunities for staff. Ensure that staff takes advantage of safety and security training, real-time and online, appropriate to their positions and functions.
∎ Debrief security incidents with CD, GSSA and Asia Area Director all staff involved; ensure incident report forms and procedures are completed speedily and fully and make recommendations as appropriate.

∎ Openly and unashamedly professes Christian identity and models Christian lifestyle and decision-making at work, home, and all aspects of life.
∎ Articulates and exemplifies World Concern's Vision, Mission, Values and Culture with stakeholders.
∎ Leads with Uncompromising integrity and does not yield to stakeholder pressure of fraud, corruption, or any policy violations; Has no history of fraud or corruption in former roles.
∎ Has excellent relationship, negotiation skills, and solution-focused problem-solving history; maintains an even disposition in difficult situations.
∎ Fluent in oral and written Bangla and English; ability to translate policy, government agreements and other role-related communications from Bangla to English and English to Bangla as needed.

Additional Requirements:
∎ At least 5 years of experience with INGO in successfully managing NGOAB relationships related to INGO approvals
∎ 3 years of Safety and Security experience for INGO and/or Multinational Organizations in Bangladesh or comparable context.
∎ Proven ability to collaborate with SLT, Program and Project Leadership, Finance, Administration, and Compliance as part of a key role within cross-functional teams; leading through influence, successfully collaborating, and partnering across an organization.
∎ Deeply understands the NGOAB systems and procedures for approval processing for, but not limited to: Project agreements (FD-6, FD-7, FD-4, FD-2, FC-1,etc.), Fund release, Audit, and Project Completion Certificates as well as a coaching staff at project levels to successful secure UNO level approvals through relational excellence.
∎ Maintains current knowledge of changing technology as NGOAB systems evolved (e.g., online FD submissions, etc.).
∎ Has strong familiarity with NBR (National Board of Revenue)regarding relevant INGO tax laws and the interplay of taxation and NGOAB relationships.
∎ Demonstrated ability to set clear performance goals with CD, identify obstacles and develop compliant and innovative strategies to overcome obstacles and achieve desired goals; is a strong and strategic advisor and communicator to the CD, SLT and the Global Safety and Security Advisor (GSSA).
∎ Is confident in developing and updating Country and Field Level Safety and Security plans, risk assessments, and business continuity plans in collaboration with the CD and GSSA; Demonstrates ability to anticipate risks and identify contingency plans and processes to prevent disruptions when risks occur.
∎ Proven history of ability as servant leader team member; leads, follows, and coaches to challenge and encourage in positive manager which reflects WC Core ethos and values; Brings a demonstrated ability to work effectively within internal and external teams and be assertive, yet humble, in driving work plans to achieve WCB Country Strategies.
∎ Able to build constructive and effective relationships through INGO and S&S networks which he/she attendsregularly as directed by the CD.
∎ Contributes to the design and development of programmers and projects to ensure GoBcompliance and S&S risks are considered and S&S resources are included in budgets (staff, equipment, training, etc.).
∎ Knowledge of Microsoft Office Suite applications (Word, Excel, PowerPoint, and SharePoint)
∎ Knowledge of email and internet-based communications
∎ Secure communication systems, such as SIGNAL
∎ Must be committed to spending significant time at the NGOAB and related government officesto develop and manage relationships to secure timely operational approvals while avoiding fraud, corruption and other practices that compromise our Christian identity and relevant policies.
∎ Up to 25% field travel to support project teams and local UNO and other GoB relationships as well as S & S support at the project level.
∎ Other travel or responsibilities as agreed with CD.
∎ As part of the extended support to the SLT, available to travel within the Asia Region for various events, as approved by the CD
