∎ Excellent knowledge on tally or similar accounting software.
∎ Competency in integrated software-based accounting system with excellent knowledge in MS Excel, MS PowerPoint, MS Word.
∎ Excellent written, spoken communication skill in English is essential.
Responsibilities & Context:
∎ Preparation of program budget and work plan in compliance with the Global Fund guideline.
∎ Regular updating of available program budget, activities to be performed quarterly, reprogramming needs, and savings.
∎ Preparation of different proposal/report/review/management action under the Global Fund grant;
∎ Reviewing and validating the chart of accounts/cash register, salary allocation, and monthly adjustment
∎ Preparation of fund requisition along with necessary supporting documents and support the management of the fund transfer from designated bank accounts of assigned projects bank accounts.
∎ Reviewing financial reports and budget with necessary statements as per contract/agreement/ MOU.
∎ Preparation of progress update, final closure report, disbursement request and Pulse Check report using GF template;
∎ Collaborating/coordinating with auditors in finalizing annual/periodic or any other audits of the project and submit supporting documents;
∎ Preparation of all financial statements and reports using accounting software (Tally or others) ensuring the Global Fund rules and requirements;
∎ Preparation of bank reconciliation statement and cash flow statement; review and timely submission as per guideline.
∎ Analyze the main functions, roles, responsibilities, and capacity of the team, by reviewing its operations and identifying its main challenges. Then, formulate practical and actionable recommendations (reorientation, training/resizing and restructuring). The focus should be on the capacity building of the overall financial management of the PR’s finance team and supporting it to understand grant financial management requirements.
∎ Analyze the extent of usage of existing accounting software (Tally) functionalities, review challenges, and support the team to use the infrastructure effectively. Propose actionable recommendations to improve the automation of accounting records, extraction of reports/list of transactions, trial balance etc. Review how finance and PSM team collaborate and harmonize their functions.
∎ Develop capacity of the team in generating timely financial management reports; minimum quarterly, with detail analysis on the variations.
∎ The development of quarterly Work plans and budget (health/ non health related activities) derived from the current approved yearly work plan.
∎ Conduct orientations on the Govt PRs Financial SOP, GF grant management regulations, financial delegation of authority, 5th HPNSP financial regulation/ rules, and any other topic identified on need basis.
∎ The development of Risk Registers and PR dashboards (financial expenditure) Provide support for the customization or update of tally software for all PRs, based on the finding of the analysis done for National Malaria Elimination Programme (NMEP).
∎ Support the PRs’ collaboration, communication and coordination with the Global Fund and Local Funding Agent (LFA) regarding financial issues, as well as internal co-ordination with all concerned staff including National Program Coordinator, Program Operations Advisor, and other relevant staff (procurement, training, M&E, Lab, etc.)
∎ Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
