Relevant master's degree in the field of: Governance and Public Policy, Public Administration, Procurement and Supply Chain Management, Public and Private Financial Management or Economics and or Public Finance Management (PFM)
Consultants will be technically assessed on the following qualifications:
Experience
Advanced working knowledge of economic-focused government entities, e.g. the Export Promotion Bureau (EPB), Ministry of Commerce or Bangladesh Investment Development Authority (BIDA), National Board of Revenue (NBR), Bangladesh Foreign Trade Institute (BFTI)
Advanced knowledge of economic governance, including overall government effectiveness and integrity, fiscal management (sustainable public finances, domestic resource mobilization, and debt management), regulatory efficiency that supports open markets, and the rule of law (enforcing property rights, commercial law, and judicial integrity)
Recent and significant experience in the technical field of governance reforms, public administration or public sector reforms in Bangladesh
Recent experience working with government or non-government organizations, multilateral institutions, or international donors
Recent experience in research and strategic analysis, writing reports, briefing notes and presentations, and providing recommendations and advice related to international assistance programs/projects in the field of governance
Recent experience in building and maintaining stakeholder relationships, including preparing and conducting meetings with key internal and external contacts
Basic experience in planning and conducting field visits/ field work to monitor, evaluate or implement international assistance projects, or conduct research.

Advanced fluency in English (oral and written)
Advanced report writing skills (English)
Knowledge
Advanced knowledge of the public administration system in Bangladesh
Advanced knowledge of the law in Bangladesh
Basic knowledge of key stakeholders involved in international assistance in Bangladesh (including governmental and non-governmental organizations, international organizations, the private sector, and donors).

The Field Support Services Project (FSSP) in Bangladesh is an initiative designed to support Global Affairs Canada’s (GAC) international assistance program in Bangladesh by providing essential support in Bangladesh to assist in the planning, delivery and monitoring of Canada’s international development assistance to that country. As part of this role, the FSSP manages a pool of Technical Specialists, who are instrumental in providing support for GAC’s priority themes, sectors and initiatives. The FSSP is implemented by Frannan International Limited, based in the UK and is funded by Global Affairs Canada.
The FSSP is seeking to establish a pool of Technical Specialists with the capacity to support GAC’s programming in the GOVERNANCE sector. Selected specialists may be contacted at a later date.
RESPONSIBILITIES
Leverage, maintain and expand a network of contacts within the public and private spheres with actors engaged in governance supporting activities that align with Global Affairs Canada’s current International Assistance priorities
Provide expert input in developing (providing technical advice on proposals and experience-informed analysis), implementing, and evaluating interventions
Draft technical reports, case studies, and learning documents
Support the review and provide strategic advice on national strategies and policies
Facilitate collaboration among NGOs, UN agencies, and government bodies, and contribute to knowledge products, technical briefs, and learning events
Conduct field visits to assess program implementation, gather qualitative and quantitative data, and provide on-site technical support and recommendations.
