Responsibilities & Context:
  • DURATION: 31-December-2026

Ensure end-to-end HR management for both Country Offices (Bangladesh & Nepal): policy governance and legal compliance, recruitment & staffing, contracts & payroll administration, performance management, learning & development, HR data & reporting, and safeguarding culture-harmonised across both countries to support programme delivery.

Objective 1: Ensure country offices' application, understanding and compliance with ACF policies and local labour frameworks across two countries

  • Keep up-to-date on ACF global HR policies (Internal Regulations, Social Benefits, Code of Conduct, Safeguarding/Child Protection, Anti-Modern Slavery, etc.) and contextualise them to Bangladesh & Nepal with legal addenda.
  • Monitor local labour, social security and tax laws in both countries; identify policy gaps; draft/align local HR policies for validation by Head of Support and Regional HR Advisor.
  • Participate in staff/SMT meetings; sensitise managers and staff on HR Regulations & Policies; run inductions and annual refreshers.
  • Maintain organograms and grading/classification aligned with approved financial planning; advise on staffing structures for ongoing and planned programmes.
  • Support safeguarding compliance and act as HR focal for audits (document readiness, timely responses).

Objective 2: Lead recruitment, contract management and staff retention; ensure accurate HR administration and payroll in line with ACF and local regulations (two countries)

  • Plan and run recruitment cycles for both COs (posting, shortlisting, tests, interview grids, references), ensuring complete and archived recruitment files.
  • Oversee onboarding (briefings, induction packs) and offboarding (exit interviews, clearances) across Bangladesh & Nepal.
  • Manage contracts & amendments; monitor probation periods and end dates; maintain accurate staff files in each country.
  • Ensure monthly national payroll in HOMERE/HRIS (salaries, allowances, social contributions, taxes), collect timesheets, and coordinate statutory filings with authorities and Finance.
  • Administer benefits & insurance for national staff; assess risks related to compensation & benefits policy changes.

Objective 3: Implement and follow up a performance management system across both countries

  • Drive the performance cycle (objective setting, mid-term, annual appraisals) and coach line managers for timely and fair evaluations.
  • Sensitise staff and managers on roles & responsibilities in performance management; prepare an annual PM report feeding the L&D plan.
  • Provide advice on disciplinary matters in line with ACF policies and local laws; mediate conflicts & grievances and lead/coordinate inquiries when required.

Objective 4: Identify and monitor staff training, development and learning needs (bi-national scope)

  • Register all staff on ACF's learning platforms; flag mandatory and relevant trainings; track completion and archive certificates.
  • Build a bi-national annual training plan aligned with mission strategy and compliance (safeguarding, anti-fraud, etc.).
  • Identify local/regional/international training opportunities; facilitate access and measure impact (L&D KPIs).

Objective 5: Supervise and manage staff under your responsibility; organise HR function across two countries

  • Provide day-to-day management to HR staff under direct supervision in both countries; set objectives and appraise performance.
  • Standardise HR tools/calendars (payroll cut-off, reporting, audits) and organise business continuity (back-ups) across sites.
  • Coordinate closely with Logistics & Finance on HR-related suppliers (insurers, recruitment platforms, travel/accommodation) and on payroll compliance.

Objective 6: HR data, dashboards and management support

  • Consolidate HR indicators (BD+NP): workforce, recruitment, turnover, diversity, payroll, leave, disciplinary, training; produce
  • dashboards for Head of Support, CDs/DCD-Programs and HQ.
  • Contribute to SMT/coordination meetings and strategic reviews (structure, headcount, HR costs) with DCD-Programs and HoDs.
  • Prepare HR documentation for donor visits/audits and ensure traceability.

Objective 7: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure the incorporation of gender equity principles in all policies and activities
  • Encourage the participation of all genders in meeting and on committee;
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
