Education:
  • Bachelor/Master's degree in Statistics, Development studies, anthropology, social Science, Humanitarian Affairs, Public Health, Demographics or related areas with Strong knowledge in statistics.

  • Knowledge in MEAL systems in emergency and development contexts; Knowledge of evaluation methods.

TO BE SUCCESSFUL IN THIS ROLE, YOU SHOULD HAVE:

Experience:

  • Minimum 5 years of proven work Experience of working in a MEAL department, special preference to work experience in INGO;

  • At least 3 years of experience in Senior Level role in INGOs.

  • At least 3 years of experience in data collection and management.

Skills:

  • Good leadership skills

  • Have ability to set objectives in changing context to reach organization's goal

  • Word. Outlook, Excel, ODK, SPSS, PSPP, QGIS

  • ENGLISH: Professional level in writing and speaking

  • Knowledge in GIS software is a plus

  • Good analytical and presentation skills

  • Excellent communication and coordination skills

  • Team-building and training skills

  • Ability to work under limited supervision & have capacity to work under pressured condition

Responsibilities & Context:
  • DURATION: Up to December 31, 2026, with possibility of extension

  • CONTRACT TYPE: FIXED TERM

  • START DATE: 15-August-2026

The MEAL Manager will support the effective management and implementation of MEAL systems of all programs grams and projects, both new and on-going, providing accountability and ensuring efficiency in project deliverables. The MEAL Manager will be responsible for planning of MEAL related activities in the field. S/he will also support continuous activity monitoring to identify bottlenecks, lessons and opportunities for programming, in coordination with the project and technical teams. The MEAL Manager will be the focal point for the management of the Feedback and Complaints Response Mechanism (FCRM) at country office level. Lastly, the MEAL Manager will be the in-charge of designing database and manage project information in the dedicated platforms and software in place at country office level.

Objective 1: Manage the MEAL team and budget and represent ACF MEAL externally

  • Manage or provide technical advice to MEAL staff

  • Manage dedicated MEAL budget

  • Represent ACF MEAL in any relevant external networks

Objective 2: Support Program teams in monitoring the quality of the projects

  • Support the Program Manager in developing the Detailed Implementation Plan (DIP) aligned with the project logical framework.

  • Assist in organizing inception meetings with local authorities.

  • Facilitate beneficiary targeting in line with selection criteria, ensuring inclusion of women, PWDs, and disadvantaged groups.

  • Provide technical guidance to staff on eco-friendly entrepreneurship and GFIS activities.

  • Coordinate with logistics, finance, partnership, audit, and MEAL departments for smooth implementation.

Objective 3: Lead the design and supervision of learning and evaluation exercises

  • Manage the learning and evaluation work plan

  • Support the Program team identifying learning and evaluation questions relevant to the project

  • Lead the coordination to develop evaluation terms of reference

  • Lead the evaluation steering committee to manage the selection process for the evaluation team

  • Supervise the implementation of the evaluation, ensure that it matches the need of the project

  • Disseminate the evaluation report

  • Organise and facilitate lessons learnt workshops

  • Share a learning and evaluation recommendations tracking tool

Objective 4: In collaboration with CD and Program teams, manage complaints and feedback mechanisms

  • Ensure the setting up the Feedback and Complaints Response Mechanism in relevant project locations

  • Build staff awareness and commitment to a feedback and complaints mechanism, ensuring that all SOPs and ACF core policies are respected

  • Ensure that confidentiality of complaint data is respected

  • Supervise data entry of all feedback, complaints and response in the FCRM database, coming from all channels

  • Ensure regular maintenance of complaints and feedback database, and ensure information is shared on a regular basis

  • Refer program specific complaints to relevant program managers for resolution

  • Ensure trainings of external stakeholders on accountability principles (vendors, community volunteers, health workers, etc.)

  • Ensure orientation on accountability principles for newcomers within Action Against Hunger

  • Ensure regular refresher trainings for all existing staff.

Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary

  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries

  • Ensure the incorporation of gender equity principles in all policies and activities

  • Encourage the participation of all genders in meeting and on committee;

  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Additional responsibilities

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task

  • The employee should be flexible and adaptable with regards to the implementation of the daily work/activities and requirement from MEALHOD, DCD and Area/Field Coordinator

  • The employee is expected to conduct all duties in a professional manner following ACF mission staff regulations and charter
