Responsibilities & Context:

The SMART Survey Manager will lead the coordination and management of SMART Survey activities in the FDMN response in Cox’s Bazar. Working closely with the Regional SMART Consultant, the role ensures high-quality survey implementation, supervision, and compliance with SMART methodology. The position supports the Regional SMART Consultant for survey planning, team capacity building, team composition, data collection planning, field team mobilization, data validation, analysis, dissemination, and report writing. The Manager will coordinate with relevant stakeholders, including the Nutrition Sector, Task Force, and AIM TWG, to organize planning sessions, team meetings, and feedback workshops. The role also maintains regular communication with the Head of Department, provides operational updates, supports activity adjustments, and represent ACF in external coordination related to the survey.

1: Survey planning, development and implementation

• Collection of demographic data for the surveys and surveillance plan

• Development of retro planning in coordination with ACF programme team, Regional SMART Consultant and Nutrition Sectors

• Support in developing and translation assessment questionnaires into bangla in coordination with  ACF programme team, Regional SMART Consultant and Nutrition Sectors

• Supporting and supervising MEAL team to KOBO tools design for data collection

• Ensure data quality through plausibility checks, supervision and monitoring of the assessment teams

• Overall supervision to data collection, data entry, plausibility check and closely work with Regional SMART Consultant for feedback session and update sharing to task force/AIMTWG/NS.

• Support Regional SMART Consultant for data analysis, report writing and dissemination event

• Ensure adherence between field activities and Government of Bangladesh procedures / protocols / guidelines designed for assessments: respect of methodology, reporting process, etc

2: Human Resource Management and administration

• Management of survey teams

• Facilitate training for all surveys in collaboration with Regional SMART Consultant and NS

• Carry out supportive supervision and monitoring of survey teams

• Supporting HoD in survey budgets, expenditure and report on sharing progress update

3: Ensure collaboration with other ACF departments and partners

• Implementation of the surveys in collaboration with the local government authorities and UN Agencies/ international /national partners

• Collaboration and collection of information from other potential partners in the field

• Collaboration with NS, HS, FSS, ACF Health Nutrition and MHPSS, FSL & DRR proramme team  & Head of Departments.  

• Collaboration with logistic and finance department for supplying different materials for the survey and field movement

• Represent ACF in meetings and thematic forums related to surveys and assessments

4: Reporting and Dissemination

• Assist to SMART Consultant for drafting and final report writing

• Support in preparing the presentation and dissemination, including action planning of the final approved report to all partners and relevant stakeholders.
