Experience:
Bachelor’s or master’s degree in GIS, geography, remote sensing, spatial planning or a related discipline.
At least 4–6 years of professional GIS experience, preferably in humanitarian/development programmes.
Strong proficiency in QGIS and/or ArcGIS, spatial databases and geospatial analysis.
Experience with GPS, mobile data collection, field mapping and data visualisation.
Demonstrated ability to translate complex spatial information into practical programme decisions.
Experience in Cox’s Bazar/Rohingya response or complex displacement settings is an advantage.

HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. GENERAL CONTEXT AND BACKGROUND:
HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox’s Bazar and field offices in camps.
Since 2017, HEKS/EPER has been implementing humanitarian projects in response to the Rohingya crisis in Bangladesh. The Humanitarian Aid Office, based in Cox’s Bazar, directly implements Shelter and WASH projects in Ukhiya and Ramu upazila, supporting both FDMN camps and host communities.
HEKS/EPER has also implemented flood response interventions in Khagrachari to support communities affected by natural disasters.
Currently, the International Organization for Migration (IOM) provides in-kind support to HEKS/EPER for the implementation of shelter projects in the FDMN camps.
Duty station: Cox’s Bazar, Bangladesh; regular travel to selected programme locations including Bhasan Char as required.

ROLE PURPOSE:
Provide consortium-wide geospatial analysis and mapping to strengthen evidence-based planning, targeting, monitoring, risk analysis and operational decision-making for integrated Shelter & Site Improvement, WASH and Protection interventions.
MAIN RESPONSIBILITIES AND TASKS:
Main responsibilities
Consortium GIS, Mapping & Information Management Develop and maintain common consortium GIS standards, databases and mapping protocols.
Maintain updated maps of programme locations, infrastructure, services, facilities and intervention coverage.
Produce rapid maps for planning, field operations, emergencies and changing operational conditions.
Support site-level planning for Shelter & Site Improvement and WASH and protection-sensitive spatial analysis where appropriate.
Map programme coverage, service gaps, overlaps and underserved locations.
Support GPS/mobile data collection and integrate relevant spatial datasets.
Provide GIS technical support, training and coaching to all six consortium members.
Ensure spatial data quality, consistency, metadata and appropriate data security.
Participate in relevant GIS/IM/humanitarian coordination forums as authorised.
Produce maps and spatial evidence for donor reporting, advocacy, coordination and consortium decision-making.

The post serves all six consortium members through professional, impartial and timely Secretariat support. It is expected to strengthen partner capacity, facilitate cross-partner learning and avoid creating unnecessary parallel implementation structures.
