HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people. HEKS/EPER is a member of the ACT Alliance.
GENERAL CONTEXT AND BACKGROUND:
HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox’s Bazar and field offices in camps.
Since 2017, HEKS/EPER has been implementing humanitarian projects in response to the Rohingya crisis in Bangladesh. The Humanitarian Aid Office, based in Cox’s Bazar, directly implements Shelter and WASH projects in Ukhiya and Ramu upazila, supporting both FDMN camps and host communities.
HEKS/EPER has also implemented flood response interventions in Khagrachari to support communities affected by natural disasters.
Currently, the International Organization for Migration (IOM) provides in-kind support to HEKS/EPER for the implementation of shelter projects in the FDMN camps.

ROLE PURPOSE:
Lead the consortium-wide Monitoring, Evaluation, Accountability and Learning (MEAL) and Management Information System (MIS) function so that all three members generate reliable, timely and decision-useful evidence for rapid humanitarian delivery, programme quality, accountability to affected people and adaptive management.
MAIN RESPONSIBILITIES AND TASKS:
Main responsibilities
Consortium MEAL, MIS, Monitoring & Learning Develop and maintain a harmonised consortium MEAL/MIS framework, common indicators, tools, reporting calendars and quality standards.
Establish systems for timely monitoring of outputs, outcomes, coverage, timeliness, quality and implementation bottlenecks.
Develop dashboards and management information products for consortium leadership and partners.
Conduct/support data-quality assessments and ensure corrective actions are followed through.
Strengthen AAP, feedback and complaints mechanisms and ensure findings inform programme adaptation.
Coordinate joint learning, after-action reviews, lessons learned and evidence products.
Provide technical MEAL/MIS support and coaching to all six members and facilitate peer learning.
Identify partner capacity gaps and implement targeted strengthening plans.
Represent the consortium in relevant MEAL, IM and AAP coordination forums when authorised.
Provide credible evidence for donor reporting, coordination, advocacy and strategic decision-making.
Ensure responsible data management, confidentiality and appropriate protection of sensitive information.
Accountability
Accuracy, timeliness and usefulness of consortium MEAL/MIS information;
AAP systems;
Data quality;
Evidence generation; and
Partner MEAL strengthening.
External Relations, Coordination & Representation
Participate in relevant MEAL, IM and AAP coordination platforms;

Common Consortium-Service Principle
The post serves all consortium members through professional, impartial and timely Secretariat support. It is expected to strengthen partner capacity, facilitate cross-partner learning and avoid creating unnecessary parallel implementation structures.
