PRANTIC Unnayan Society (PRANTIC) has been implementing th Pooled Fund Project in Education- by the Bangladesh-Rohingya Humanitarian Response and Localization Program, funded by the Department of Foreign Affairs and Trade (DFAT) and managed by BRAC. Under this initiative, PRANTIC is working to strengthen access to quality, inclusive, safe and relevant education for Rohingya children in the refugee camps.
PRANTIC is seeking a highly competent, experienced and motivated Senior Project Officer (SPO) who can provide strong technical leadership and expert support in education programming within the Rohingya humanitarian response.
The position requires an individual with sound knowledge of the Rohingya response context, Education in Emergencies (EiE), CBLF-based education programming, humanitarian standards, coordination mechanisms, project quality assurance, monitoring and reporting. The selected candidate will play a key role in ensuring that programme implementation is technically sound, evidence-based, accountable and aligned with donor, sector and organizational requirements.
Immediate availability to join will be highly preferred.
Serve as a technical focal person and resource person for education programming under the Rohingya humanitarian response.
Provide technical leadership for the effective implementation of education activities across 28 Community-Based Learning Facilities (CBLFs).
Ensure programme approaches are aligned with Education in Emergencies (EiE) principles, INEE Minimum Standards, relevant Education Sector guidance, donor requirements and PRANTIC policies.
Provide technical advice on learning quality, teaching-learning practices, classroom management, assessment, inclusive education, child safeguarding, PSEA, gender and protection mainstreaming.
Support the adaptation of programme strategies and approaches based on emerging needs, contextual changes, monitoring findings and lessons learned from the Rohingya response.
Represent PRANTIC in relevant technical discussions, coordination meetings and education-related forums when required.
Lead the preparation and implementation of monthly and weekly action plans, ensuring timely achievement of project targets and outcomes.
Oversee the day-to-day operation of all 28 CBLFs and ensure quality implementation against the approved project design, DIP, work plan and indicators.
Conduct regular field visits and technical monitoring to identify gaps, provide immediate corrective guidance and strengthen programme quality.
Ensure that activities are implemented in a participatory, child-centred, inclusive, safe and accountable manner.
Review programme performance and provide recommendations to improve effectiveness and learning outcomes.
Provide technical supervision, mentoring and guidance to project staff, Teaching Volunteers and other relevant personnel.
Assess staff capacity gaps and develop appropriate training plans, modules, manuals, coaching and mentoring approaches.
Facilitate and monitor refresher training, coaching sessions and professional development initiatives.
Conduct staff performance reviews and provide constructive technical feedback to improve individual and team performance.
Strengthen the capacity of Teaching Volunteers on pedagogy, classroom management, assessment, inclusive education, safeguarding and low-cost/no-cost teaching-learning materials.
Maintain effective coordination with BRAC, Education Sector/Working Group, CiC offices, RRRC authorities, UN agencies, INGOs, LNGOs, community representatives and other relevant stakeholders.
Represent PRANTIC professionally in relevant coordination and technical meetings.
Maintain strong working relationships with camp authorities and community structures to facilitate effective and accountable programme implementation.
Contribute to inter-agency coordination, joint assessments, technical discussions and response planning where appropriate.
Ensure timely, accurate and quality data collection from all project locations.
Review, validate and analyse programme data to assess progress against indicators and targets.
Prepare and review weekly, monthly, quarterly and donor reports, ensuring that reporting is evidence-based and outcome-focused.
Ensure proper documentation of success stories, case studies, good practices, lessons learned and programme innovations.
Use monitoring and assessment findings to support evidence-based programme decisions and adaptive management.
Monitor project expenditure and resource utilization against the approved budget and work plan.
Ensure efficient, transparent and accountable use of project resources.
Coordinate with Finance, HR, Procurement and MEAL teams to ensure timely operational support to programme implementation.
Identify potential budgetary or operational gaps and recommend appropriate corrective measures.
Identify operational, programmatic and contextual risks affecting project implementation and recommend practical mitigation measures.
Ensure compliance with PRANTIC policies, donor requirements, humanitarian principles and relevant government and coordination mechanisms.
Ensure that PSEA, Child Safeguarding, Gender, Protection, Accountability and Do No Harm principles are integrated into all project activities.
Promote a safe, inclusive and respectful learning environment for all children and staff.
Immediately escalate serious safeguarding, compliance or operational concerns through the appropriate organizational mechanisms.
Contribute to project proposal development, concept notes, budgets, work plans, DIP revisions and programme strategies.
Identify emerging education needs and opportunities within the Rohingya response and provide technical recommendations to management.
Document and share good practices, innovations and lessons learned for future programme development.
Support PRANTIC management in strengthening its technical positioning and programme quality within the humanitarian education response.
The ideal candidate should demonstrate:
Strong practical knowledge of the Rohingya humanitarian response in Cox’s Bazar.
Proven technical expertise in Education in Emergencies (EiE) and humanitarian education programming.
Strong understanding of INEE Minimum Standards, Education Sector coordination and humanitarian principles.
Experience managing CBLF, non-formal education, community-based education or similar education programmes.
Strong programme management, team leadership, monitoring and reporting skills.
Excellent stakeholder coordination and communication skills.
Ability to analyse programme data and translate findings into practical programme improvements.
Strong understanding of PSEA, Child Safeguarding, Gender, Inclusion, Accountability and Protection mainstreaming.
Ability to work effectively in a challenging humanitarian environment and manage multiple priorities.
Strong report writing, presentation and documentation skills.
Ability to provide technical leadership rather than only administrative/project management support.
The Senior Project Officer will be expected to function as a technical expert and programme leader within PRANTIC's Rohingya education response, ensuring that the project goes beyond activity implementation and consistently delivers quality, inclusive, accountable and evidence-based education services for Rohingya children.
The position will require strong field presence, analytical thinking, technical problem-solving, staff mentoring and proactive engagement with humanitarian coordination structures.
