Job Context:
∎ The Community Outreach Officer will, directly and through technical support to health teams, support implementation of community engagement activities in COVID-19 preparedness and response activities. The Community Engagement Officer will be actively present in IRC-supported facilities and surrounding communities, facilitating community dialogues, participatory feedback mechanisms, and providing mentorship to field teams. In addition, the Community outreach Officer will be responsible for maintaining contact and coordinating with other partners delivering community engagement activities, including the Ministry of Health, UN agencies, and other NGOs.
∎ Work Location: Shamlapur Isolation Centre in Camp 23, Teknaf, Cox`s bazar
∎ Contract Length: Till December 31, 2021
Job Responsibilities:
∎ Direct support to IRC COVID-19 Preparedness and Response programs:
∎ Facilitate an ongoing context analysis (age, gender, diversity, and disability), including stakeholder mapping, social network analysis, and analysis of barriers and enablers to positive health-seeking behaviors.
∎ In coordination with health field teams, facilitate active listening sessions and community dialogues in partnership with community focal persons, that address the questions, concerns, and feedback received from community members, based on their information needs and preferences.
∎ In coordination with health teams, organize and facilitate focus group discussions with women, men, girls, boys, and other representative community groups to seek their feedback and perspectives on IRC activities, and ensure that actions and decisions relative to their feedback or concerns are communicated back to communities.
∎ Support the development of diverse and varied Information, Education, and Communications (IEC) materials that is age-appropriate, gender-sensitive, and based on the information needs and preferences of targeted communities.
∎ In coordination with health teams, support the facilitation of IPC committee meetings at health facilities, in order to ensure that feedback is provided to and addressed by health facilities, and that decisions and actions are communicated back to affected communities.
∎ Support the collection and analysis of data from patient exit surveys at IRC-supported health facilities
∎ In coordination with health teams, promote the use of interagency Feedback, Referral in refugee settlements and other accountability and complaints mechanisms, in IRC-supported communities.
∎ Coordinate with health teams to maintain up-to-date service mappings and referral pathways for both health and protection concerns.
∎ Serve as a bridge between the IPC and HEALTH teams to ensure that community engagement interventions and EVD awareness raising messages are inclusive, harmonized and technically sound.
∎ Work closely with the health teams to ensure that they are incorporating inclusive community engagement activities into their work, and to ensure that sufficient community engagement and information activities precede IPC work in new locations.
∎ Maintain up-to-date awareness of community perceptions of and feedback on COVID-19 preparedness and response efforts, particularly those led by the IRC. This may involve secondary document reviews, carrying out community meetings, etc.
Additional Requirements:
∎ At least 1-year experience in an International NGO/ UN.
∎ Working experience with the Rohingya Response Program will be an asset.
∎ Demonstrated attention to details, ability to follow procedures, meets deadlines and work independently and cooperatively with team members.
∎ Negotiating skills.
∎ Team-working skills.
∎ Flexibility under pressure and in response to changing needs.
∎ Practical experience with Microsoft Word, Excel, Power Point, Outlook.
∎ Good Written & Spoken in English.
∎ Ability to speak and understand Local Language.
