Job Context:
∎ The Senior Protection Officer will be responsible for general protection case management and Individual Protection Assistance, in coordination with other intervention ie. community-based protection, monitoring protection, legal assistance, and awareness among the Rohingya refugee population in a manner that protects the safety, confidentiality, and dignity of the refugee and host communities. The Senior Protection Officer will supervise by the Protection Manager.

Job Responsibilities:
∎ Quality Program Implementation:
∎ Ensure case management interventions adhere to international best-practice standards and guiding principles.
∎ Oversee the development, maintenance, and rollout of case management processes (service mapping, protocols, referral pathways, SOPs, etc.) where necessary.
∎ Provide support to case workers in handling complex cases and, depending on the complexity of the case, seek guidance from the specialist.
∎ Responsible for effective implementation of all case management activities in area of work in accordance with IRC policies, values and Case management SOPs
∎ Lead in the identification of General Protection Case Workers capacity needs and facilitate relevant training, coaching, and mentoring of the team to deliver quality work.
∎ Support the team to follow-up the standard procedure of general protection case management for person with special need.
∎ Facilitate community mobilization for community-based protection for enabling community groups' participation in protection discussions and facilitate community action plan and their community resilience for protection concerns in camps.
∎ Work for Individual Protection Assistance (IPA) program in camp and host according to IRC policies and manual.
∎ Accompany the field teams to ensure protection monitoring activities are done in accordance with standard methodology. Mobilize, mentor, and supervise community volunteers in protection monitoring.
∎ Coordinate and lead awareness program and community engagement and two-way communication on different protection concerns in camp.
∎ Work in emergency e.g., cyclone, monsoon, with discussion with Manager and senior management.
∎ Facilitate need assessment approval and monthly project report to CIC.
∎ Coordinate with project partner(s) in camp if necessary.
∎ Maintain remote communication with volunteers whenever access to camp restricted or during emergency.
∎ Lead the area specific service mapping, ensuring the information is regularly updated and used by the protection needs assessors.
∎ Contribute to the design and implementation of assessments and evaluations to determine program impact.
∎ Assist manager and senior manager to procurement plan and purchase request.
∎ Prepare Volunteer monthly payment request to finance.
∎ Monitoring and Reporting:
∎ Ensure that the case management teams maintain complete, accurate, and confidential-case files.
∎ Compile and produce weekly and monthly protection case management reports.
∎ Support the implementation of monitoring and evaluation tools.
∎ Ensure the data security protocols are in place to ensure that sensitive and identifying information is not shared and that procedures are understood for dealing with security breaches.
∎ Submit weekly reports on field protection concern to protection manager to Protection Manager including success and, challenges.
∎ Assist manager and senior manager in monthly report and donor report.
∎ Engage closely with the MEAL officer to ensure the quality of data entered from the household and community level form is sufficiently detailed and accurate. Support in the verification of data as required.
∎ Staff Support:
∎ Support with the hiring, supervising, and build the capacity of protection officers and volunteers through coaching, training, supervision, and direct mentorship.
∎ Provide technical guidance, on the job mentoring and coaching ongoing training and targeted technical capacity building for the protection team.
∎ Put capacity development plans in place for the protection teams based on documented capacity needs assessments exercise.
∎ Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage ensure monthly, accurate timesheet submission and carry out probationary reviews.
∎ Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
∎ Regular supervision meeting with general protection case workers to mitigate the ongoing challenges faced during case management and promote the high-quality support for the clients.
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
∎ Coordination and Advocacy:
∎ Dedicatedly develop and maintain effective working relationships with other programs, key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors, establishing IRC as one of the leaders in protection.
∎ Participate in local working groups.
∎ Experience and Competencies: Knowledge, Skills & Abilities
∎ Proven practical experience of providing direct case management.
∎ Demonstrated understanding of case-management processes, protocols, service provision and referral systems.
∎ Minimum 2 years of management experience in managing a team and working ideally in protection or a related field.
∎ Previous experience working with an NGO or INGO required, experience with protection programming preferred.
∎ Experienced on represent organization in the protection coordination meeting and camp coordination meeting.
∎ Deep understanding of humanitarian protection principles and standards and demonstrated organizational, management and reporting skills.
∎ Ability to understand and respond to contextual gender dynamics, work well both within a team and independently, strong communication skills, and work under pressure with competing priorities and deadlines.
∎ Strong analytical skills with ability to be flexible, adaptable, and creative in a challenging and dynamic multicultural environment.
∎ Experience on success story and case study writing.
∎ Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
∎ Strong written and verbal communication skills in English and Bangla.
