Responsibilities & Context:
∎ The IRC is aiming to explore and incorporate the views of children from Rohingya refugee camps in broader aspect of Cox’s Bazar district. The consultant should use GEDI lens by understanding the context, system, and significant violations and barriers that hinder the enjoyment of the rights.
∎ Consultancy Period: 15 day (15days) including data collection and report submission.
∎ Work Location: Cox’s Bazar (Ukhiya & Teknaf)
∎ Duties and Responsibilities
∎ ·      Establish progress in the fulfilment of the rights of children in different camps in Ukhiya and Teknaf area with respect to four pillars of child rights (survival, education and development, protection, and participation) and incorporate all findings with existing CRSA report.
∎ ·      Analyse gaps in policy frameworks in line with the four pillars and opportunities for policy advocacy.
∎ ·      Provide specific recommendations on key gaps/findings for the duty bearers for improving the state of Rohingya children camps in Ukhiya and Teknaf and bringing together the three dimensions that need to be addressed in order to improve child wellbeing and in accordance with SDG & 8th five year plan.
∎ ·      Identify the correlation of child protection risks, and disaster related risks for Rohingya children because of climate change and disasters.
∎ ·      Identify the gaps in local disaster management planning to reduce the risk of child protection and manage child protection services due to climate-induced disaster in Cox’s Bazar
∎ The Consultant is expected to produce the following deliverables:
∎ The consultant will be responsible for submitting the revised final report with all the relevant data collected and the analysis done to produce the report. This will include the primary data as well as secondary data review. Reevaluate and enhance the designated sections of the current report in accordance with the following requirements. Adhering to recommendations from the IRC, meticulously revise the methodology section. Ensure alignment with IRC suggestions for a comprehensive approach. The other deliverables will include:
∎ Chapter 1: Review introduction and objectives part
∎ Chapter 2: Review methodology
∎ Chapter 3: Key Findings
∎ -         Review the existing report, incorporate the views of children from Rohingya camps and well encompass specific recommendations enlightened with gaps/findings under 4 pillars (survival, education and development, protection, and participation), child protection, and with DRR and GEDI mainstreamed.
∎ -         Collect qualitative data using FGD, KII/IDI methods pertaining to child rights issues within the Rohingya context.
∎ -         Analyze and integrate the acquired qualitative data into the report.
∎ Others:
∎ -         Present the findings distinctly for both the Host and Rohingya contexts, categorizing them under the relevant pillar to ensure clarity and relevance.
∎ -         Well-encompassing IRC requirements within the time frame
∎ -         Conduct required FGDs, KII, and other methodologies/techniques the consultant wants to apply within the agreed timeline.
∎ Period, performance, target group, sample size, and protocol:
∎ ·      The total number of days for this consultancy service will be 15 (fifteen) days from 25th January to 10th February 2024,
∎ ·      Boys, and girls (children and adolescents) from the Rohingya camps in Teknaf and Ukhiya
∎ ·      Risk assessment will be conducted prior to the child’s participatory activity and will be validated during the training with the enumerators.
∎ ·      Child Safeguarding and Disclosure protocols and enumerators will receive child safeguarding and child participation training by IRC ahead of the child engagement assessments.
∎ ·      A protocol to be set up for potential disclosures during FGDs or KIIs on child safeguarding issues.
∎ ·      Protocols for referrals should be in place prior to child participatory activities.
∎ ·      Use child participation tools in line with evolving capacity of children to generate data within the agreed timeline.
∎ ·      Consultancy fee will be provided in their bank account after submitting the final report within timeframe.
∎ ·      Present findings in 2 validation meetings/workshops with different stakeholders including CPSS and district/sub district level key persons.
∎ ·      Handover all hard and soft copies of collected data.
∎ Experience
∎ Desired Experience and Qualifications
∎ ·      Minimum 5 years of relevant working experience in humanitarian and development context.
∎ ·      Post-graduate degree in research studies, social work, anthropology, gender studies, development Studies and/or related field
∎ ·      The contract requires a combination of national and international expertise in child protection, gender and disaster risk reduction and management.
∎ ·      Good understanding of the UN Convention on the Rights of the Child (UNCRC), national and international monitoring and reporting mechanisms.
∎ ·      Clear understanding on child act-2013, child rights system strengthening and associated national frameworks.
∎ ·      Thorough understanding of child participation tools, PAF (protection analytical framework) and Risk analysis process in protection.
∎ ·      Previous experience conducting Child protection situation analysis in Bangladesh.
∎ ·      Expertise in Qualitative and quantitative data/information collection, analysis, and reporting.
∎ ·      Experience in working with government, donors, children, parents/caregiver, civil society and being able to interact with a variety of stakeholders at different levels.
∎ ·      Knowledge of both humanitarian and development contexts in Cox’s Bazar.
∎ Language
∎ ·      Fluency in English and Bangla.
