Experience:
Educational Requirement:
Master’s degree in Disability Studies, Social Work, Developmental Studies, Inclusive Education, Human Rights, or B. Sc in Physiotherapy/Occupational Therapy with 5 years’ working experience in a developmental or Humanitarian Context. Preferred expertise in a humanitarian context and Disability Inclusion. Required Competencies and Experience: • Extensive knowledge and demonstrated experience in Disability Inclusion, Inclusive Humanitarian Action, and disability mainstreaming. • Proven experience in providing technical leadership, mentoring teams, and coordinating with multiple stakeholders. • Strong facilitation and capacity-building skills, including designing and delivering training on disability inclusion, accessibility, and inclusive programming. • Sound knowledge of humanitarian architecture, cluster coordination mechanisms, Humanitarian Inclusion Standards, IASC Guidelines, and disability-inclusive programming. • Experience in project planning, implementation, monitoring, target tracking, quality assurance, and team management. • Strong analytical and problem-solving skills with the ability to develop innovative solutions for complex humanitarian challenges. • Experience in advocacy, networking, and representation with government authorities, humanitarian actors, OPDs, and donors. • Excellent understanding of accessibility standards, reasonable accommodation, disability-disaggregated data collection, and the Washington Group Questions. • Ability to work independently, prioritize competing demands, and manage multiple tasks under pressure. • Excellent interpersonal, communication, negotiation, and conflict-resolution skills. • Excellent report writing and documentation skills, including the development of learning products, case studies, and donor reports. • Excellent command of written and spoken English and Bangla. Project Management:
Contribute to planning, implementing, and monitoring consortium project interventions in coordination with IRC, other organizations and CDD teams.
Support DFAT-AHP consortium partner to develop a detailed action plan for implementation of advocacy/ technical advisory strategy with partner mainstream actors.
In collaboration with IRC and other organizations, implement and monitor the action plan and complete narrative reporting as required.
Lead the implementation of all disability inclusion activities under the project.
Provide technical guidance to consortium partners on disability-inclusive programming.
Conduct accessibility assessments and support implementation of accessibility improvements.
Develop and facilitate training on disability inclusion, accessibility, safeguarding, and inclusive humanitarian action.
Strengthen referral pathways for persons with disabilities.
Support the formation and capacity building of Disability Support Committees (DSCs).
Ensure meaningful participation of persons with disabilities in project activities and decision-making processes.
Coordinate with government authorities, humanitarian actors, OPDs, and relevant stakeholders.
Organize capacity-building initiatives for OPD/DSC or persons with disabilities and support them to raise their voice in different platform.
Prepare project reports, success stories, case studies, and donor documentation.
Ensure compliance with donor, organizational, and humanitarian standards.
In collaboration with CDD finance officers, monitor project expenditure against budget and financial reporting on disability mainstreaming activities.
Support MEAL team to capture important learning milestones in the advocacy strategy and present the same to relevant mainstream stakeholders.
Develop and implement monitoring and evaluation frameworks that assess the impact of project activities on marginalized groups. Monitoring different activities with quality benchmarks.
Continuously review progress and make adjustments based on findings.
Collaborate closely with the CDD's Rohingya response program to promote disability inclusion and mainstreaming within the program's objectives.
Align inclusion strategies with the specific requirements/needs and challenges faced by Rohingya communities, including persons with disabilities.
Develop mechanisms for resolving conflicts related to inclusion and discrimination. Ensure that disputes are addressed fairly and equitably.
Support persons with disabilities in getting the appropriate assistive devices.
Technical expertise and support:
Coordinate the planning, execution, and monitoring of the program, prioritizing age, gender, and disability inclusion.
Collaborate on consortium and mainstream projects, with a strong emphasis on inclusive initiatives in protection, Education.
Develop a comprehensive action plan for the effective implementation of inclusion activities across the program.
Offer technical guidance to mainstreaming, consortium partners, sectors, and working groups, ensuring that the inclusion and mainstreaming of diverse groups are integral to their efforts.
Conduct organizational capacity assessment on disability inclusion.
Capacity Building:
Based on the Humanitarian Inclusion Standards and IASC Guidelines, work with targeted mainstream organizations to incorporate disability inclusion into MEAL frameworks and develop implementation plans to meet indicators.
Design and support humanitarian partners in collecting disability disaggregated data using the Washington Group Short Set of Questions and conducting Capacity Gap Analysis, including focus group discussions inclusive of persons with disabilities.
Conduct a thorough assessment of the organization's or community's training needs related to disability inclusion.
Develop customized training programs and curricula tailored to address identified needs.
In collaboration with IRC partners develop training packages on the Inclusion of Persons with Disabilities in Humanitarian Action (ie. Collection of disability disaggregated data and use of the Washington Group of Questions, Inclusion of persons with disabilities in Protection, Disability inclusive education, Use of disability inclusion standards, guidelines, and tools, etc.).
Work with targeted mainstream organizations to incorporate components on disability inclusion into their existing training materials and programs.
Provide on-site technical support to humanitarian partners to improve the inclusion of persons with disabilities in their projects.
Provide technical support in developing or preparing IEC material that can be used for advocacy and sensitization at cluster level and provide technical guidance on disability inclusion.
Develop mechanisms to monitor the effectiveness of training programs and collect feedback from participants.
Conduct the regular field visit to monitor and identify gaps in the field based on disability inclusion.
Create and maintain a repository of disability inclusion resources, including training materials, guides, and toolkits.
Identify appropriate persons with disabilities among the Host/ Camp population in order to support affected communities’ voices being included in the humanitarian assistance (through either opportunity during various studies carried out by UN agencies and other humanitarian INGO/NGOs or through attending cluster coordination meetings when possible).
Link with any national, regional or local initiatives to support OPD leaders, when possible.
Review existing policies and procedures within the organization or partner organizations or community to identify barriers to disability inclusion and provide recommendations for revisions.
Assess the long-term impact of training on the organization or community's practices, policies, and culture, including changes in attitudes and behavior regarding disability inclusion.
Maintain regular coordination with CDD teams to share information on challenges facing persons with disabilities to access services, develop joint solutions and share information on referrals.
In collaboration with CDD Program Operation Manager and Rehab Manager, develop training sessions for CDD teams to build capacity on disability inclusion and share examples of good practice.
External Representation, Coordination and Advocacy:
Engage with a diverse range of stakeholders, including government agencies, NGOs, and advocacy groups, to foster collaboration and promote disability inclusion.
In coordination with IRC and other organizations, participate in meetings related to the DFAT-AHP project & relevant sectors & cluster coordination meetings to identify opportunities to promote disability mainstreaming.
Advocate for the rights and needs of marginalized groups, both within the project and in the broader community.
Advocate for disability inclusion at a systemic level, working with policymakers and other stakeholders to drive change.
Advocate for accessible services within the Rohingya response program, including the Camp/Host community, promoting reasonable accommodations.
Promote the use of existing guidelines and tools related to age and/or disability inclusive humanitarian action at cluster level.
Collaborate with other organizations to share best practices and resources, fostering coordination in inclusive initiatives. Coordinate with other organizations and agencies working on similar inclusion initiatives.
Engage in relevant networks and forums to share best practices and resources.
Monitor legislative and regulatory developments, provide input to policymakers, and raise awareness about the importance of disability inclusion through education, outreach, and inclusive events.
Participate in other meetings as required.

Promote a safe and secure environment for all participants and stakeholders of the project.
Report any safeguarding concerns promptly and follow the designated reporting procedures.

The Centre for Disability in Development (CDD) is a non-profit organization established in 1996 to develop a more inclusive society for persons with disabilities. CDD simultaneously builds technical capacities of the development stakeholders and the communities in how to be more inclusive whilst also enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports.
CDD is one of the most renowned organizations in the field of disability-inclusive development. CDD’s work in Bangladesh is supported by international and national donor agencies/development partners. CDD offers an inclusive, amicable, and respectable work environment.
The Ramon Magsaysay Award (Asian version of the Noble prize) has been awarded to its former Executive Director in 2010. In 2018, CDD was recognized by the Government of Bangladesh as one of the best organizations working on disability and development issues.
CDD is accepting application for the position of ‘Disability Inclusion Expert’ under a project named ‘Protection-Centered and Locally Driven Response for Rohingya Refugees in Cox’s Bazar’ funded by DFAT-AHP, consortium led by IRC. The duration of the project is till 31 December 2028. The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
