  • Age At least 25 years
  • Professional Experience: At least 3 to 5 years of progressive professional experience in livelihood programming, poverty reduction, micro-enterprise development, or urban community development.

  • Contextual Experience: Prior working experience with climate-displaced populations, refugees, or urban slum/informal settlement communities in Bangladesh (experience working in coastal city contexts like Barishal, Khulna division, or coastal belts is a distinct advantage).

Technical Skills & Knowledge

  • Deep understanding of urban poverty dynamics, informal labor markets, and the socioeconomic vulnerabilities unique to climate-induced internal migrants.

  • Proven track record in designing and delivering market-driven vocational or business skills training.

  • Familiarity with climate change adaptation (CCA) and disaster risk reduction (DRR) frameworks as they relate to urban livelihoods.

  • Strong knowledge of community mobilization methodologies and participatory appraisal tools.

Behavioral & Soft Skills

  • Excellent interpersonal, negotiation, and cross-cultural communication skills.

  • Fluent in spoken and written English and Bengali (ability to speak the local Barishal regional dialect is an added asset).

  • Proficiency in standard office applications (MS Word, Excel, PowerPoint) and basic digital data collection tools (e.g., KoboToolbox, ODK).

  • High resilience, empathy, and ability to work effectively under pressure in challenging urban slum environments.

Intended Impact of the Project: Reduced climate and disaster-induced risks and losses for vulnerable communities through strengthened, locally led, ecosystem-based adaptation systems that enhance livelihood resilience, restore ecosystems, and improve the effectiveness of local governance and preparedness mechanisms.
Job Purpose: The Project Manager will provide overall leadership, strategic vision, and operational management for the implementation of the Ecosystem-based Coastal Resilience through Local Systems and Livelihoods (ECO-RESOLVE) Project. The incumbent will be responsible for ensuring that the project achieves its distinct 03 expected Outcomes, which are; (a) Community- and youth-led institutional platforms for ecosystem-based adaptation are established and become functional at union and school levels., (b) Households and community actors adopt diversified, ecosystem-based, and climate-resilient livelihood practices that enhance income stability while restoring ecological balance and (c) Local disaster risk governance systems are operational, coordinated, and integrate ecosystem-based approaches into risk assessment, planning, and implementation ensuring stakeholders’ engagement and capitalizing the best practices.

Key Responsibilities

  • Program Design & Implementation

    • Needs Assessment: Conduct participatory and climate resilient livelihood and skills-gap assessments among newly arrived climate-displaced populations and the communities in Barguna Sadar Upazila to identify viable market-driven opportunities.

    • Action Planning: Assist in developing Detailed Implementation Plans (DIPs) and monthly/quarterly activity schedules for urban livelihood interventions.

    • Income-Generating Activities (IGAs): Facilitate the establishment of alternative and climate-resilient livelihoods (e.g., green jobs, micro-enterprises, urban horticulture, vocational trades tailored to the local & regional markets).

  • Training, Skills Development & Capacity Building

    • Vocational & Business Training: Design and coordinate practical and climate resilient skills training, entrepreneurship development, financial literacy, and basic business management workshops for target beneficiaries, prioritizing women and youth.

    • Mentorship: Provide ongoing coaching and mentoring to community-based producer groups, savings/credit groups, and micro-entrepreneurs.

  • Market Linkages & Value Chains

    • Local Market Integration: Map local markets in Barguna and in Barishal Division and build bridges between marginalized producers/workers and local micro-entrepreneurs, trade associations, and formal financial institutions.

    • Enterprise Support: Assist beneficiaries in accessing startup grants, revolving loan funds, or micro-credit facilities to scale up small businesses.

  • Coordination, Monitoring & Reporting

    • Stakeholder Engagement: Maintain active working relationships with the concerned departments and authorities, local ward councilors, NGO networks, financial service providers, and community leaders. Assist the project manager to introduce and establish Metclub, EbA Action Groups.

    • Monitoring & Evaluation (M&E):Track daily/monthly project outputs, monitor the progress of enterprise development, collect disaggregated data, and ensure accountability to affected populations (AAP).

    • Documentation: Prepare high-quality progress reports, case studies, success stories, and documentation of lessons learned for project management and donors.



Job Other Benifits:
    • Monthly Consolidated Salary: 45,000/- as it is a short-term contractual position, so no other benefits are admissible.
