Experience:

• Minimum Requirement: Bachelor’s degree in Statistics, Economics, Development Studies, Population Sciences, Public Health, Social Sciences, or a related field.

• Preferred: Master’s degree or professional certification in Monitoring and Evaluation, Data Science, or Project Management.

• Age At least 25 years

• Professional Experience: At least 3 to 5 years of progressive professional experience in designing and implementing M&E systems for development or humanitarian projects.

• Contextual Experience: Prior experience working with urban poverty, climate change adaptation, internal migration, or NGO projects in Bangladesh (experience working in southern coastal city contexts like Barishal and Khulna Division is a strong asset).

• Technical Proficiency: Proven hands-on experience with mobile data collection software (KoboToolbox, ODK) and statistical/data analysis packages (SPSS, Stata, R, or advanced MS Excel/Power BI dashboards).

Technical Skills & Knowledge

• Strong understanding of quantitative and qualitative research methodologies, sampling techniques, and indicator tracking.

• Familiarity with urban vulnerability metrics, climate displacement indicators, and community-based monitoring frameworks.

• Excellent technical report writing skills in both English and Bengali.

Behavioral & Soft Skills

• High attention to detail and strong analytical mindset.

• Outstanding interpersonal communication skills for interacting effectively with diverse slum communities, field staff, and city authorities.

• Ability to work independently, manage competing deadlines, and adapt to challenging field environments.

Job Purpose: The Technical Officer (MEAL) will be responsible for designing and implementing the project's M&E framework to track progress, measure impact, and ensure accountability for climate-induced displaced and migrated populations living in the rural communities of Barguna Sadar Upazila of Barguna District. The incumbent will oversee data collection, quality assurance, database management, and learning documentation to ensure evidence-based decision-making and compliance with donor requirements.

Key Responsibilities

• M&E System Design & Implementation

  • Framework Operationalization: Operationalize the project’s Logical Framework (Log frame), Performance Monitoring Plan (PMP), and Detailed Implementation Plan (DIP) indicators.

  • Tool Development: Design and digitize robust data collection tools, surveys, checklists, and scorecards for tracking project outputs and outcomes (e.g., infrastructure improvements, livelihood training uptake, and resilience metrics).

  • Baseline & Assessments: Coordinate and lead baseline, mid-term, and end-line surveys, as well as specific vulnerability assessments for climate migrants in targeted urban slums.

• Data Management & Quality Assurance

  • Data Collection & Tracking: Oversee routine quantitative and qualitative data collection from the field, ensuring regular updates to the project database.

  • Data Verification: Conduct regular Data Quality Assessments (DQA) through spot checks, cross-referencing, and field monitoring to verify accuracy and validity.

  • Digital Integration: Promote and manage mobile data collection platforms (e.g., KoboToolbox, ODK, or CommCare) for efficient, real-time data flow from the communities to the central office.

• Accountability, Learning, and Reporting

  • Accountability (AAP): Implement and monitor feedback and response mechanisms (FRM) to ensure community members, especially vulnerable displaced groups, can safely voice concerns and feedback.

  • Reporting: Prepare high-quality monthly, quarterly, and annual M&E progress reports, including statistical analysis, data visualizations, and indicator tracking tables for donors and management.

  • Learning & Knowledge Sharing: Organize regular reflection sessions, capture lessons learned, and document impact case studies and success stories showcasing project outcomes.

• Monthly Consolidated Salary: 50,000/- as it is a short-term contractual position, so no other benefits are admissible.
