Experience:
Master’s degree in Development Studies, Disaster Management, Environmental Science, Public Administration, Geography, Economics or related social science field.
Professional Experience: At least 8 to 10 years of overall professional experience in the development sector, with a minimum of 4–5 years in a senior management / leadership role managing complex, multi-sectoral projects (e.g., Climate Change Adaptation, Climate Resilient Livelihood Development or humanitarian-to-development nexus).
Contextual Expertise: Demonstrated track record working with climate-induced displaced populations, refugees, or urban informal settlements/slums in Bangladesh. Familiarity with the socioeconomic dynamics of southern coastal cities (such as Barishal & Khulna Division) is a strong advantage.
Donor Experience: Proven experience managing projects funded by international donors/INGOs
Technical Skills
Deep understanding of urban vulnerability dynamics, internal migration trends driven by riverbank erosion and cyclones, and municipal governance frameworks in Bangladesh.
Strong grasp of climate change adaptation (CCA) and disaster risk reduction (DRR) mainstreaming into integrated climate resilient development and to introduce and establish Met club, EbA Action Groups.
Familiarity with community-based contracting, infrastructure improvement in low-income settlements, and market-driven livelihood approaches.
Proficiency in project management tools (Logical Frameworks, Budget Tracking, Risk Matrices).
Behavioral & Leadership Competencies
Exceptional leadership, team management, and conflict-resolution skills.
Outstanding communication, negotiation, and diplomatic skills for high-level advocacy with city authorities and government bodies.
Fluent in both written and spoken English and Bengali.

Intended Impact of the Project: Reduced climate and disaster-induced risks and losses for vulnerable communities through strengthened, locally led, ecosystem-based adaptation systems that enhance livelihood resilience, restore ecosystems, and improve the effectiveness of local governance and preparedness mechanisms.
Job Purpose: The Project Manager will provide overall leadership, strategic vision, and operational management for the implementation of the Ecosystem-based Coastal Resilience through Local Systems and Livelihoods (ECO-RESOLVE) Project. The incumbent will be responsible for ensuring that the project achieves its distinct 03 expected Outcomes, which are; (a) Community- and youth-led institutional platforms for ecosystem-based adaptation are established and become functional at union and school levels., (b) Households and community actors adopt diversified, ecosystem-based, and climate-resilient livelihood practices that enhance income stability while restoring ecological balance and (c) Local disaster risk governance systems are operational, coordinated, and integrate ecosystem-based approaches into risk assessment, planning, and implementation ensuring stakeholders’ engagement and capitalizing the best practices.

Key Responsibilities
Strategic Leadership & Project Management
Overall Execution: Lead the end-to-end planning, implementation, monitoring, and closure of project activities in alignment with the Detailed Implementation Plan (DIP) and log frame/DIP (outputs against each out comes).
Operational Oversight: Must be capable/efficient with adequate academic and practical experiences in the relevant field.
Work Planning: Oversee annual, quarterly, and monthly work plans, procurement plans, and financial forecasts.
Stakeholder Engagement & Government Coordination
Institutional Partnerships: Serve as the primary liaison with the District and Upazila Administration, District and Upazilla, and relevant ministries.
Multi-Stakeholder Coordination: Foster strong working relationships with Government respective departments, international/national NGOs working in the same field in Barishal Division, civil society organizations, and academic institutions working on Climate Change Adaptation/Resilience in Barguna, District Education Department, Primary & Secondary School Authorities, Cyclone Shelter Management Committees, Union Parishad, UDMC, Met Clubs, etc.
Community-Led Approaches: Ensure active community mobilization, participation, and accountability to affected populations (AAP) across all project slums.
Team Leadership & Financial Management
Human Resource Management: Lead, mentor, and evaluate a multi-disciplinary team of technical officers (livelihoods, CCA, M&E, and community mobilization).
Financial Oversight: Manage the project budget, monitor burn rates, ensure cost-efficiency, and oversee financial compliance in line with organizational and donor regulations.
Risk Management: Identify operational, environmental, and political risks proactively, and implement effective mitigation strategies.
Monitoring, Evaluation, Accountability & Reporting (MEAL)
Quality Assurance: Collaborate with the MEAL team to track key performance indicators (KPIs), conduct regular field quality checks, and ensure data integrity.
Donor Reporting: Write comprehensive, high-quality narrative and financial progress reports for donors and government stakeholders.
Knowledge Management: Document best practices, lessons learned, and case studies on urban climate displacement to influence wider policy dialogue and future scaling.
Monthly Consolidated Salary: 60,000/- as it is a short-term contractual position, so no other benefits are admissible.
