About the EARN Project

The Economic Acceleration and Resilience for NEET Youth (EARN) Project supports disadvantaged and NEET youth through skills development, employment, entrepreneurship, and livelihood opportunities. The project is implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports with support from the World Bank.

Job Summary

The Center In-Charge will manage the day-to-day operations of the assigned Vocational and Life Skills Training Center (VLTC), ensuring smooth training delivery, participant attendance, logistics, MIS updates, documentation, safety, discipline, and timely reporting.

Key Responsibilities

  • Manage daily VLTC operations and ensure the center is clean, safe, organized, and ready for training.

  • Coordinate with Trainers, Community Mobilizers, Upazila Manager, Cluster Coordinator, and other project staff.

  • Ensure training schedules, materials, equipment, seating arrangements, and other logistics are properly maintained.

  • Monitor participant attendance, punctuality, dropout risks, and training completion; ensure timely MIS data entry.

  • Follow up with absent participants and support inclusive participation of youth, women, and marginalized groups.

  • Maintain training records, attendance sheets, assessment documents, photographs, inventory, and other center files.

  • Ensure compliance with project guidelines, safeguarding, safety, discipline, and quality standards.

  • Coordinate center-level administrative, logistics, repair, maintenance, and operational requirements.

  • Prepare and submit regular updates and reports on training progress, attendance, MIS, and center activities.

  • Support monitoring, audit, donor, stakeholder, and management visits and perform other relevant duties assigned by management.
