Responsibilities & Context:

Responsibility:

  • Procurement of Goods and services

  • Procurement data record-keeping and reporting.

  • Collaboration with internal and external stakeholders or sectors/CSUs

Activities

  • Receive, review, and process Purchase Requisitions (PRs) to ensure accuracy, completeness, appropriate terminology, and clear specifications of required goods and services.

  • Assist requesters in preparing and refining Purchase Requisitions, including clarification of product specifications, quantities, quality standards, delivery requirements, and other relevant procurement information.

  • Conduct procurement of goods and services from enlisted/approved vendors and through open competitive sourcing in accordance with the organization’s Procurement Policies, Procedures, and Delegation of Authority.

  • Source and collect quotations, bids, and price proposals from approved vendors and open competitive markets, ensuring fairness, transparency, and competitiveness throughout the procurement process.

  • Evaluate and compare quotations based on price, quality, specifications, delivery schedule, payment terms, vendor capability, and other relevant criteria.

  • Prepare Bid/Quotation Comparison Statements and procurement analysis and coordinate with the Procurement Committee or relevant approving authority for evaluation and approval.

  • Prepare, issue, and maintain Purchase Orders (POs) in accordance with approved procurement decisions and ensure copies are shared with suppliers and relevant/requesting departments.

  • Follow up with suppliers regarding order confirmation, delivery schedules, product specifications, and other contractual requirements to ensure timely fulfillment of purchase orders.

  • Maintain complete and accurate procurement records, supporting documents, quotations, approvals, purchase orders, contracts, and correspondence in accordance with organizational policies and audit requirements.

  • Verify suppliers’ invoices/bills against approved quotations, bid evaluations, purchase orders, delivery documents, and agreed terms to ensure accuracy before submitting them to the Finance Department for payment processing.

  • Maintain and regularly update the invoice and procurement database, including procurement records, supplier information, purchase values, and transaction status, and prepare relevant reports and data analysis as required.

  • Coordinate with relevant departments and suppliers to inspect and verify delivered goods/services, ensuring that quantities, quality, specifications, and other requirements are consistent with the approved purchase order.

  • Identify and report any shortages, damages, discrepancies, quality issues, or non-compliance in delivered goods/services and coordinate with suppliers and relevant departments for appropriate resolution.

  • Maintain an up-to-date understanding of procurement policies, applicable legislation, donor requirements, ethical procurement standards, and industry best practices, and support continuous improvement of procurement processes.

  • Support the development and maintenance of an effective supplier/vendor network, including vendor communication, performance monitoring, market research, and identification of reliable and competitive sources.

  • Maintain professional relationships with suppliers, service providers, internal departments, and other stakeholders to ensure efficient procurement operations and support the organization’s objectives.

  • Conduct market research and price analysis to identify competitive pricing, alternative suppliers, new products/services, and opportunities for cost optimization.

  • Ensure procurement activities are conducted with integrity, transparency, accountability, confidentiality, and value-for-money principles.

  • Provide procurement-related information, documentation, and reports to management, auditors, donors, and other authorized stakeholders when required.

  • Assist in resolving procurement-related issues, including supplier delays, specification discrepancies, order changes, and delivery problems.

  • Perform any other procurement-related duties and responsibilities assigned by the Supervisor or Management from time to time.

Educational Qualification:

  • Graduate/Master in any discipline (Graduate with a commerce background will get extra preference)    

Required Experience:

  • Minimum 02 years of working experience in the purchase department.

Skills and Competencies:

  • Good communicative skill in English • MS Office • Email communications • Able to work under pressure
