Experience:
Master’s or equivalent degree in Business Administration, Supply Chain Management, Finance, Public Administration, Procurement, or a related discipline from a reputed university or institute.
Professional training or certification in procurement, supply chain management, contract management, or donor compliance will be an advantage.
Ability to maintain procurement software will be an added advantage.
Work experience:
At least five years of relevant procurement, supply chain, administration, or operations experience with a reputed development organization, INGO, donor-funded project, or multinational organization.
Demonstrated experience managing procurement processes, vendor selection, bid analysis, contract documentation, and compliance requirements in a donor-funded or policy-driven environment.
Skills:
Strong knowledge of procurement planning, solicitation processes, vendor due diligence, bid analysis, contract documentation, and procurement filing requirements.
Good understanding of INGO and donor-funded procurement compliance, including transparency, competition, segregation of duties, conflict of interest, and value for money.
Strong communication, negotiation, market research, documentation, and interpersonal skills with the ability to work effectively with program, finance, grants, operations, and external stakeholders.
Proficiency in MS Office, particularly Excel and Word; experience with procurement, finance, or enterprise systems will be an advantage.
High standard of integrity, confidentiality, accountability, and respect for safeguarding, diversity, equity, inclusion, and organizational culture.
Ability to plan, prioritize, work under pressure, meet deadlines, and manage multiple procurement activities with attention to detail.
Job Summary: The Senior Procurement Officer will support the procurement of goods and services for TAF Bangladesh’s office and program activities. The role will ensure transparent, competitive, timely, and compliant procurement in line with TAF policies, donor requirements, and value-for-money principles. The position will also maintain procurement records, support vendor management, coordinate payment documentation, and assist with inventory and asset records.
Reports to: Director – Finance, Grants & Administration
Reportees / Supervision: N/A
Working days / hours: 37.5 hours per week
Main duties and responsibilities
Maintain an updated vendor database and complete vendor due diligence.
Support procurement planning for office operations and program activities.
Review procurement requests for specifications, budget confirmation, and approvals.
Prepare RFQs, RFPs, purchase requests, and other procurement documents.
Collect quotations or proposals and prepare comparative statements.
Support bid evaluation and procurement committee documentation.
Issue purchase orders, work orders, and service contracts after approval.
Verify delivery of goods and services against agreed specifications.
Process payment requests with complete procurement documents.
Maintain complete procurement files for audit readiness.
Support inventory, asset tagging, handover records, and physical verification.
Maintain professional communication with vendors and service providers.
Follow TAF policies, donor rules, and conflict-of-interest requirements.
Perform other tasks assigned by the Country Representative or supervisor.
