Education:
  • Master's with four years Bachelor's degree in Social Science, Sociology, Gender Studies, Statistics, Development Studies, Economics, or a related discipline from any recognized university.

  • Specialized training or certification in GBV prevention, monitoring & evaluation, participatory learning approaches, or child/gender protection will be considered an added advantage.

  • Minimum 5 years of relevant professional experience in the NGO/development sector, preferably in GBV prevention, protection, education, or community mobilization projects.

  • Demonstrated experience in designing learning tools, pre/post assessments, knowledge-attitude-practice (KAP) surveys, or behavior change monitoring frameworks.

  • Prior experience working with Rohingya refugee and host community populations in Cox's Bazar is highly preferred.

  • Experience in facilitating training sessions, community awareness sessions, or capacity-building activities for field-level staff/volunteers is desirable.

Technical Skills:

  • Sound knowledge of GBV concepts, prevention approaches, community mobilization methodologies, and behavior change communication (BCC).

  • Proficiency in designing assessment tools (pre-test/post-test, surveys, FGD/KII guides, learning trackers).

  • Strong data collection, data entry, and basic data analysis skills (Excel, KoBoToolbox, ODK, or similar platforms).

  • Ability to prepare learning briefs, case studies, success stories, and evidence-based reports.

  • Familiarity with humanitarian standards and guiding principles (CHS, IASC GBV Guidelines, Do No Harm, PSEA).

    Other Skills :

  • Excellent written and verbal communication skills in Bangla and English.

  • Strong analytical, documentation, and report-writing abilities.

  • Good interpersonal and facilitation skills to work with diverse community groups.

  • Ability to work independently as well as collaboratively within a multidisciplinary team.

  • Willingness to travel frequently to camp/field locations and work in a challenging environment.

  • Sound computer skills (MS Word, Excel, PowerPoint) and comfort with digital data collection tools. 



Responsibilities & Context:

Job Context

Mukti Cox's Bazar is going to implementing the project "Preventing Violence against Women and Girls through Community Mobilization Approach", which aims to reduce the prevalence of gender-based violence (GBV) and promote gender equality through community-led mobilization, awareness-building, and behavior change interventions. The project engages community groups, adolescents, women, men, and local stakeholders through structured sessions, campaigns, and participatory learning activities.

To ensure the quality, effectiveness, and evidence-based improvement of these interventions, the organization is seeking a qualified and experienced Learning & Assessment Officer. The incumbent will be responsible for designing and implementing learning frameworks, conducting assessments, tracking behavior change indicators, documenting lessons learned, and generating evidence to inform project adaptation and donor reporting. The position requires close coordination with the project team, community facilitators, and the MEAL (Monitoring, Evaluation, Accountability, and Learning) unit to ensure that project learning is systematically captured and utilized for continuous improvement.

Job responsibilities :

Monitoring, evaluation, data management, survey/studies :

  • Project Learning and Assessment Officer (L&A Officer) will be responsible for developing the monitoring system for the project activities through developing monitoring tools for the project. 

  • L&A Officer will develop relevant tools for process and progress monitoring of planned activities of the project.

  • L&A Officer Will be responsible for all monitoring data management in both soft and hard forms. Will be responsible for data collecting from KOBO Toolbox system as weekly basis and end of the month compilation data and prepare monthly and quarterly progress report maintaining timeline of donor agency of IOM.

  • L&A Officer will support GBVIMS data and keep all GBVIMS report incident recorder (IR) with very anonymously & maintaining confidentiality followed   information sharing protocol (ISP).

  • L&A Officer will be responsible for process and progress monitoring at WGSS and SASA! Together interventions level. 

  • L&A Officer will guide and orient the relevant project staff regarding KOBO collect and troubleshooting for smooth data collection.

  • L&A Officer will monitor the activities of the field level staff and report to the management for smooth functioning of WGSS and SASA interventions.

Documentation and reporting :

  • Will be responsible for producing the project reports as per schedule/project documents and assist PC to ensure the same.

  • Will assist the PC to prepare monthly, quarterly and annual reports of the project following the instructions and guidelines by donor (IOM) agency.

  • Will maintain Training log and need assessment for capacity building of project staff.

  • Will be responsible to document all the events conducted in the field.

  • Will attend training session and monitor the training program and report to the management for further improvement.

  • Will take lead role in case of any survey/study in the project, evaluation for the project and similar activities for the project.

  • Collect all relevant good practices of the project activities and document through photographs and narrative reports.

Coordination :

  • Will be responsible for coordinating with donor agency through PC for ensuring monitoring activities and relevant reports submission meeting with deadline.

  • Should have good coordination with all project staff, stakeholders for data authentication, validation and submission, spot check, against all indicator using relevant means of verification (MOV).

Safeguarding and PSEA :

• Promote and model safeguarding standards across all areas of work, and support team members to practice, advocate for, and uphold the organization’s safeguarding policy.

• Support the achievement of the organization’s safeguarding and PSEA objectives, helping to ensure team members are protected from harm, abuse, neglect, harassment, and exploitation.

  • To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. Serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
