Essential:

• Bachelor's degree in Public Health / Health Education / Anthropology / Social Science / Nursing (Bachelor of Science in Nursing) / Medicine (Bachelor of Medicine and Bachelor of Surgery – MBBS) from UGC-approved university or a government-recognized institution.

Desirable:

• Master’s degree in public health (MPH)/ Health Promotion / Global Health / Social Sciences / Development Studies.

Responsibilities & Context:

Accountabilities:

• Responsible for the design/development of a regular updated HPCE strategy, hospital- and community-based activities, tools and monitoring system. Accountable for budget planning.

• Follow up and support the HP Supervisor on the implementation of the HPCE strategy (workplan, according to the chronogram; tool creation; training)

• Ensure participatory approaches and patient/community consultation before and during implementation of the HPCE strategy

• Ensuring that the right process is followed for the design of the health education materials and participatory methods. (Pretesting, validation of content, translation)

• Provide technical input and support to situation analysis (Rapid assessments, surveys, rumours-feedback monitoring) and ensure final reporting and information sharing with the project team

• Supervision of the implementation of the community-based surveillance (data collection, active case finding, linkage to care, tracing)

• Support the HP Supervisor on the organization of community meetings

• Contribute to the updated community mapping (community mapping, stakeholders, GIS etc.)

• Ensure and regularly share with the Project Coordinator and medical team on updates regarding community mapping

• Capitalization: document on lessons learned and capitalize on experiences (handover report, end of mission report, capitalization report)

• Ensure regular collaboration with other supervisors / managers (SRH, MH, NAM, MAM, Humanitarian Affairs, WASH, Logistics, HR)

• Collaborate closely with the Patient Support Activity Manager (PSAM) through sharing of community feedback with PSAM, dissemination of facility-related information to community, and support closing of patient/community feedback loop

HPCE capacity building and supervision

• Responsible for the development of HPCE team members, based on learning needs assessment (evaluation) and capacity building through training, coaching, and community of practice events.

• Managing and supervision of the quality of the HPCE activities conducted by the HPCE team at field level (based on a supervision checklist). (e.g. Participatory methods and pedagogical techniques, active listening, use of tools, preparation /organization)

• Responsible for the recruitment and evaluation process for HP profiles (in collaboration with HR department)

• Participating in the monthly reports according to guidelines (SitReps, MMR, statistical reports, etc.)

MSF Section/Context Specific Accountabilities:

HPCE Objectives:

• The Health Promotion and Community Engagement (HPCE) program aims to (1) strengthen community health and well-being through regular engagement with community leaders, influencers, and affected populations; (2) Promote health education, available services, and positive health-seeking behaviors; (3) Raise awareness of MSF Patient Charter, safeguarding principles, confidentiality, informed consent, and respectful, non-discriminatory care; (4)stay connected to the camp communities to understand their health needs and issue and analyse general health context and (5) Contribute to ongoing situational analysis through continuous field-level monitoring to inform timely, evidence-based medical and operational interventions.

Role of HPCE Manager:

• The HPCE Manager is responsible for leading, coordinating, and ensuring the quality implementation of Health Promotion and Community Engagement activities linked to Kutupalong (KTP) Secondary Hospital. The role strengthens communication between the hospital, communities, and medical and humanitarian affairs teams to improve awareness of available services, promote timely access to care, and support positive health-seeking behaviors.

• The HPCE Manager provides technical guidance and supervision to the HPCE team, ensuring effective community outreach, health education, patient support, and engagement activities. The role ensures integration of HPCE approaches with clinical services, while promoting person-centered care, patients’ rights, safeguarding, feedback mechanisms, and inclusive communication with the community.

Key Responsibilities:

Leadership, Strategy, and Coordination:

• Lead the strategic development, implementation and monitoring of HPCE activities for KTP Project.

• Act as the technical referent for the HPCE Supervisor, HPIEC Officers, Community Health Educators, Cultural Mediators, and Head of Community Health Worker and Community Health Worker

• Update the HPCE Strategy based on contextual changes, epidemiological trends, and project/medical priorities.

• Ensure all HPCE activities are aligned with MSF values and person-centered care principles.

Human Resource Management and Capacity Building:

• Build the capacity of HP team members through coaching, training, and supervision.

• Support HP Supervisor in identifying CME and capacity building needs and arranging relevant training.

• Conduct staff performance review following the MSF performance management framework.

• Organize and co-facilitate training for HP team to improve quality of care and community engagement.

• Coordinate learning and development (L&D) activities related to health promotion.

• Hold regular team meetings to review achievements, challenges, and implementation progress.

• Lead recruitment of HPCE staff in collaboration with the HR department.

• Ensure that all administrative tasks related to HPCE activities are completed.

Community Engagement and Two-Way Communication:

• Maintain proactive, regular dialogue with community leaders, influencers, and key actors to understand community concerns.

• Establish and maintain two‑way communication platforms between MSF, Rohingya, and host community leaders.

• Map and regularly update community stakeholders (Majhis, Head Majhis, Imams, TBAs, CHWs, Host community leaders.

• Conduct monthly community dialogue and engagement sessions in each camp within the KTP catchment area.

• Facilitate structured feedback meetings to share service updates, address rumours, and receive community input.

• Maintain a community feedback log and ensure follow‑up actions are taken.

• Community Understanding of MSF Services and Referral Pathways:

• Strengthen community understanding of MSF’s role, services, and limitations as a secondary healthcare facility.

• Conduct awareness sessions explaining services available at KTP hospital and appropriate referral to PHC facilities.

• Engage Imams to include referral and health messages in mosque announcements.

• Develop and distribute culturally adapted IEC materials (visual, oral, Rohingya language.

• Coordinate quarterly meetings with NGOs, INGOs, UN agencies to align referral pathways and messaging.

• Disseminate updated service information to CHWs, Majhi’s, and community volunteers.

• Conduct patient exit interviews to assess understanding of services and referrals.

Health Education and Health Promotion:

• Supervise and ensure quality delivery of community- and facility-based health education sessions on priority health issues, including hygiene, disease prevention, MCH, family planning, SRH, SGBV, mental health, AMR, and other emerging concerns.

• Ensure health promotion activities are conducted in health facilities, community settings, and through outreach platforms to improve awareness and health-seeking behaviors.

• Support and guide CHWs in community outreach, early identification of health risks, referrals, and follow-up of vulnerable individuals.

• Review health information and trends to adapt health education topics and messages based on community needs and program priorities.

• Support health awareness campaigns, including community mobilization activities and coordination with health facility teams.

• Provide technical guidance on HPCE strategies, communication approaches, and support the development and adaptation of IEC materials.

DAMA/LAMA Reduction and Patient Health Literacy:

• Ensure structured DAMA counselling for patients at risk of leaving against medical advice.

• Supervise bedside education for patients and caregivers on diagnosis, treatment, and danger signs.

• Conduct monthly DAMA root‑cause analysis and share findings with medical teams.

• Support defaulter tracing activities in collaboration with CHWs and the Mental Health department.

• Use patient satisfaction surveys and exit interviews to improve service quality and health literacy.

Patients’ Rights, Safeguarding, and Feedback Mechanisms:

• Ensure patients’ charter is displayed in Rohingya and Bengali across the facility.

• Ensure patients and caregivers receive patients’ charter orientation within 24 hours of admission.

• Promote awareness of patient rights, informed consent, and safeguarding at facility and community levels.

• Ensure feedback and complaint mechanisms are visible, accessible, and anonymous.

• Ensure that any safeguarding concerns identified or raised by BKL and KTP CHWs are reported and escalated immediately through the appropriate safeguarding channels to enable timely action and support.

• Support Humanitarian Affairs in monitoring and reporting Red Flags.

Collaboration, Monitoring, and Reporting:

• Ensure good coordination between the Balukhali and Kutupalong Projects. Work closely with the Balukhali Clinic teams (Mental Health, Sexual and Reproductive Health, Sexual and Gender-Based Violence, Vaccination, and Hepatitis C), as well as the Humanitarian Affairs, Operations, and WASH teams, to maintain effective communication, collaboration, and reporting.

• Build and maintain good working relationships with relevant stakeholders, including national and international NGOs and local authorities involved in health promotion and prevention activities. Coordinate efforts, share information, and support advocacy to improve the reach and impact of health promotion messages.

• Contribute to the Monthly Medical Report (MMR) by providing analysis of achievements, challenges, lessons learned, and planned activities.

• Use program data and feedback to review, improve, and adapt HPCE strategies and activities to increase program quality and impact.

Person-Centred Care and Quality of Care:

• HPCE Manager will support quality‑of‑care initiatives through community feedback and patient satisfaction surveys.

• Facilitate focus group discussions (FGDs) and assessments to understand health seeking behaviour and barriers to care.

• Monitor community awareness of SGBV messages and strengthen HP responses when gaps are identified.

    This is a Permanent Contract with an indefinite contract duration.
