Experience:
6-8 years overall experience in the development sector, spanning agriculture, fisheries, livelihoods and programme development.
Of that, a minimum of two years in a technical supervisory role with direct responsibility for field staff.
Demonstrated experience of pond-level aquaculture practice at homestead or semi-commercial scale. Experience designing or running field trials will be considered a strong advantage.
Sound knowledge of fisheries development and sustainable aquaculture practice, including pond preparation, stocking density, water quality management and disease prevention.
Working knowledge of feed types and feeding regimes for carp, tilapia, pangas, catfish and shrimp, and of the cost implications of commercial versus locally available feed.
Knowledge of climate adaptation technologies, water management, soil health and nature-based solutions.
Knowledge of government fisheries and agricultural policies, extension systems and relevant development programmes.Strong technical expertise, analytical ability and problem-solving skills.
Proven ability to train, mentor and technically supervise junior staff.
Excellent communication, reporting and stakeholder coordination abilities.
Ability to work independently under tight deadlines and manage multiple priorities simultaneously.
Sound computer literacy, including MS Office. Familiarity with digital data-collection and monitoring applications is preferred.
Ability to travel frequently and work independently in the field.Willingness to be based in, and relocate to, any location in Bangladesh.
A valid motorcycle driving license will be considered an added advantage.
Technical Leadership — Fisheries
Serve as the technical expert for fisheries across the Agriculture Unit, providing advanced diagnosis, guidance and problem-solving support to members, programme participants, TSS officers and Microfinance field staff as necessary.
Maintain thorough working knowledge of the wider agriculture portfolio, so that aquaculture advisory is delivered in the context of the borrower’s whole household enterprise.
Conduct field visits and pond assessments, and handle complex or escalated technical cases referred by TSS Officers.
Develop and refine technical standard operating procedures, protocols and best-practice guidelines for the fisheries discipline.
Coordinate with the Technical Specialist – Agriculture and the Technical Specialist – Livestock where borrower needs span more than one discipline.
Project Design and Business Development
Serve as technical focal for the Fisheries segment and design and run trials on cost-effective feed combinations suitable for homestead and semi-commercial water bodies; conduct species viability trials and report on profitability at homestead and semi-commercial scale.
Develop training modules and deliver practical aquaculture training for TSS officers and Microfinance field staff on basic aquaculture indicators. Host monthly field days and peer learning sessions, building a pipeline of pre-qualified farmers.
Portfolio Development and Data Integrity
Lead field verification of the fisheries loan portfolio, and report findings with a clear statement of sample coverage and borrower contactability.
Support the selection, development and technical mentoring of Fishery Entrepreneurs to act as demonstration leaders in pilot regions.
Assist in the development of curated financial products for fisheries enterprise development, including repayment structures aligned to culture cycles.
Team Supervision and Capacity Building
Mentor, train and provide technical supervision to TSS Officers and field staff assigned to fisheries activity.
Build practical aquaculture capability within TSS Officers and MF field staff.
Planning, Monitoring and Reporting
Conduct and ensure planning, monitoring and quality assurance of fisheries technical projects and sub-projects and enterprise development.
Analyse field data and prepare technical reports, recommendations and periodic performance reports for management.
Identify technical challenges, implementation gaps and emerging risks, and recommend practical solutions to improve programme quality and effectiveness.
Partnerships and External Coordination
Coordinate with local government offices, including the Department of Fisheries and Upazila Fisheries Officers, together with research institutions and other stakeholders, on technical partnerships and knowledge-sharing.
Facilitate enrolment of selected borrowers into learning programmes run by established hatcheries and technical partners.
Provide technical input on fisheries input packages developed under corporate partnerships, and validate their suitability for SAJIDA’s homestead and semi-commercial borrower profile.
Represent the Agriculture Unit in technical forums, training sessions and stakeholder meetings as required.
Build and maintain effective working relationships with programme participants, community representatives, government extension services, private-sector actors and other programme stakeholders.
Programme Integrity
Ensure that no technical support service, input package or partner-linked activity is delivered in any branch designated as a research control area. Ensure all programme objectives are met.
Maintain objectivity in trial design and reporting, including where results do not support a partner’s commercial product or the programme’s original assumptions.
Mobility
Travel extensively within the assigned area and, where required, support other locations across Bangladesh.
