Context :

The EMAP Officer is responsible for the day-to-day delivery of GBV prevention activities, particularly the EMAP (Engaging Men through Accountable Practice) approach, at both camp and host-community level. This includes mobilizing community and religious leaders, men and boys, and women and girls to take part in awareness sessions and dialogue on GBV; facilitating community-level training; supervising community outreach facilitators; and managing budget lines for prevention activities. The post-holder works closely with site management, sector partners and other project staff to identify GBV risks, share findings regularly, and inform advocacy efforts, under the direct supervision of the GBV Project Manager.

Job Responsibilities

Program planning and implementation of   project activities under the area of operation

•     Oversee the field-level team and ensure timely rollout of assigned activities.

•Support emergency-preparedness and response measures ahead of the monsoon and cyclone seasons, including training staff and volunteers and keeping the Contingency Plan up to date

•Represent the GBV prevention programme in relevant coordination, protection and GBV meetings at Cox's Bazar and field level, and share updates promptly with technical partners.

•  Guide outreach facilitators and community mobilisers in preparing work plans and carrying out programme activities

•Contribute to shaping project-level implementation strategies

•Capture lessons learned and gaps from field implementation and feed them back into programme planning

•Propose ideas for Information, Education and Communication (IEC) materials.

• Lead day-to-day delivery of the EMAP module and other GBV prevention/awareness activities at camp and host-community level, working closely with the Camp-in-Charge (CiC), camp management agencies, Union Parishad, service providers and community leaders.

• Ensure the prevention activities follow inter-agency and organizational standards on GBV in emergencies and gender mainstreaming.

Staff Development and Management

• Build staff capacity through regular training, coaching and on-the-job mentoring (e.g., EMAP, Facilitation skills, leadership, team building)

•Supervise outreach workers and protection staff, supporting their performance and career growth

•Organize orientation and discussion sessions as part of staff development

•Ensure staff understand and apply relevant policies in their work with colleagues and project participants.

• Foster a supportive, equitable work environment for male and female staff alike.

Monitoring and Evaluation of the project activities.

• Plan and carry out monitoring of activities against the project plan and needs

• Review monitoring results with staff and apply corrective actions based on findings

• Maintain monthly, quarterly and annual tracking of beneficiary reach and budget utilization.

• Support pre-distribution activities (e.g., NFI distribution) through beneficiary assessment and sensitization.

  Liaison/coordination/partnership with all concern.

Establish and maintain an effective, transparent coordination system within the camps where the GBV programme operates, including coordination of multi-sectoral services.

•Liaise with other GBV-in-emergencies partners to align work plans and field implementation

•Coordinate with service providers and partners at District and Upazila level so information, assistance and services reach beneficiaries through the appropriate channels

•Follow up with service providers, community support groups and survivors to ensure timely, appropriate support

•Strengthen and maintain networks with community and women leaders, service providers and camp management to support survivors and encourage referrals

• Take part in inter-agency assessments and relevant sector coordination meetings.

Documentation and Preparation of different project reports.

• Submitting Train women, men, boys and girls on GBV prevention and response, including through EMAP sessions

 Safely refer to survivors who wish to disclose to GBV case management services

•     Inform community members how and where to report GBV incidents, and encourage reporting

• Document key GBV risks identified during implementation and share them to inform programming and advocacy

•  Engage communities in developing context-specific IEC materials and awareness messages

• Help communities identify priorities, resources and opportunities for GBV prevention, response and psychosocial support

•Organize awareness-raising campaigns and events at camp and host-community level with relevant stakeholders

•Provide technical guidance to prevention and response teams on activity delivery

• Build the capacity of related project personnel through training and guidance.

Safeguarding and PSEA

Support the achievement of the organization’s safeguarding and PSEA objectives, helping to ensure team members are protected from harm, abuse, neglect, harassment, and exploitation.

• Promote and model safeguarding standards across all areas of work, and support team members to practice, advocate for, and uphold the organization’s safeguarding policy.

To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. Serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.

Other Duties

Continuously monitor the safety and security of field teams and promptly report concerns to the Project Coordinator/GBV Manager, liaising with community leaders and other external parties as needed

•Undertake other duties assigned by the supervisor to support and strengthen GBV-in-emergencies programming

• Remain willing and able to travel to various locations within the Cox's Bazar refugee response as required
