Education:
  • Bachelor’s degree and Master’s in Law (LL.B/LL.M) from a recognized university.

  • Specialization in Human Rights Law, Gender Studies, or International Law is an added advantage.

  • Training or certification in GBV case management, Referral System, Protection, or Humanitarian law preferred.

  • Minimum 5 years of experience in legal aid, case management, or protection programming, preferably in humanitarian or NGO settings.

  • Proven knowledge of Bangladesh’s legal framework on women’s rights, child protection, and GBV.

  • Experience in coordination with justice-sector stakeholders (courts, police, and legal aid committees, bar associations).

  • Strong skills in advocacy, negotiation, and stakeholder engagement.

  • Familiarity with humanitarian standards (Sphere, IASC GBV Guidelines, safeguarding policies).

  • Proficiency in case management data systems and monitoring/reporting tools.

  • Excellent communication skills in Bangla and English (written and verbal).

  • Ability to work in multi-cultural, camp-based environments under pressure.

Policy Development & Compliance      

  • Contribute to drafting organizational policies and guidelines on legal aid and GBV case management.     

  • Ensure compliance with national laws, humanitarian principles, and donor regulations.

    Capacity Strengthening     

  • Design and deliver training modules for staff, partners, and community volunteers on legal rights, referral pathways, and survivor-centered approaches.      

  • Mentor junior staff and interns engaged in legal aid and protection activities.

    Documentation & Knowledge Management      

  • Develop case studies, briefing notes, and legal analysis reports to inform advocacy and programming.      

  • Maintain updated resource materials on laws, rights, and justice mechanisms relevant to GBV survivors.

    Coordination & Representation     

  • Represent the organization in legal aid coordination forums, protection cluster meetings, and justice-sector working groups.     

  • Strengthen linkages with bar associations, legal aid committees, and human rights organizations. 

    Community Outreach & Awareness      

  • Facilitate awareness campaigns on women’s and children’s rights, access to justice, and prevention of GBV.     

  • Support community-based legal literacy initiatives to empower survivors and at-risk groups.

    Risk Management & Safeguarding      

  • Identify gaps in legal referral systems and propose improvements.      

  • Ensure safeguarding standards are integrated into all legal aid and case management activities.

    Monitoring & Evaluation     

  • Contribute to developing indicators for legal aid effectiveness and survivor satisfaction.

Responsibilities & Context:

Job Context:

 The Legal Coordinator leads field-level legal aid, referral and case management support for women, children and other survivors of gender-based violence (GBV), sexual harassment and related protection concerns across the Rohingya camps and host communities in Cox's Bazar. The post-holder coordinates legal referral mechanisms and case management data systems, drives advocacy and engagement with government, camp authorities and justice-sector stakeholders, and produces communication and knowledge products to support evidence-based programming. S/he works closely with community structures, service providers, camp management and consortium/partner organizations, under the direct supervision of the Project Manager/Protection Response Manager. S/he ensures the quality and timeliness of integrated protection services for women, men, children, and youth. The role includes providing technical guidance and hands-on support to the Legal Officer, supporting monitoring, data management, and reporting systems. The Project Coordinator also promotes capacity building for staff and partners, facilitates community engagement, and ensures adherence to safeguarding standards and donor requirements to strengthen protection outcomes.

Job responsibilities:

Legal aid and referral coordination

•  Build and strengthen referral pathways with CBOs/CSOs, camp management, government institutions and service providers so that women, children and other survivors of GBV, sexual harassment and technology-facilitated violence receive timely legal assistance

• Coordinate legal support, mediation and community-based legal service activities across assigned camp and host-community areas

• Convene regular coordination meetings with relevant stakeholders to strengthen referral mechanisms and legal-aid delivery

•Maintain accurate case documentation and ensure timely, secure updates in the relevant Case Management System.

  • Document notable referral and mediation outcomes from the field for learning, reporting and communication purposes.

Case management oversight and data systems

•  Ensure legal and protection case management practices align with inter-agency and organizational standard operating procedures, minimum standards and technical guidelines.

• Support the effective use of case management data systems (e.g., GBVIMS+/Primero or equivalent), ensuring accurate data entry, quality reporting and compliance with data-protection and safeguarding standards

•Hold regular supervision and review sessions with case workers/case managers to strengthen the quality and consistency of legal and case management processes

•Track follow-up on referred cases and ensure reporting is completed within required timelines.

  • Ensure files, registers and databases are maintained correctly and that staff follow proper documentation and data-protection protocols.

Policy advocacy and stakeholder engagement

• Organize and coordinate consultation meetings with government bodies (e.g., Ministry of Law, Law Commission, relevant ministries), camp authorities (CiC) and civil society to advocate for stronger legal protections against GBV and sexual harassment

•Support engagement on the implementation of relevant national legal directives and mechanisms relating to sexual harassment and GBV.

  • • Represent the organization in camp-level sector coordination meetings, and during field-level donor and government visits.

  • Maintain transparent, ongoing communication and collaboration with community members, community leaders, GBV/protection focal points and consortium or coalition partners

Communication and knowledge management

• Develop concept notes, Terms of Reference, briefing notes, referral guidelines and other legal/advocacy knowledge products

•Produce Information, Education and Communication (IEC) materials, case stories, infographics and other content to support awareness raising, referral services and advocacy

• Collaborate with programme teams to prepare visual reports and materials highlighting achievements, trends and key results from legal and protection activities

•Support the design and coordination of communication materials such as brochures, event materials and social media content related to legal aid and advocacy work.

  • Take part in inter-agency assessments and relevant sector coordination meetings.

Camp-level coordination and partnership

• Coordinate closely with Camp-in-Charge (CiC) offices, camp management agencies, Union Parishad, service providers and community leaders to ensure effective, well-aligned legal and protection programming

• Ensure internal and external referral mechanisms with other protection and service sectors are functioning, with cases appropriately followed up once referred

• Strengthen links between legal/case management work and community-based protection mechanisms, women- and girl-friendly spaces, and related community structures.

  • Support participation in inter-agency assessments to inform programme and proposal design in line with donor requirements

Training and capacity building

• Design and deliver training and orientation for legal, case management and outreach staff on referral systems, legal standards and relevant data systems

• Provide coaching, mentoring and on-the-job technical support to case workers, legal/prevention assistants and other relevant staff

• Support capacity-building sessions for CBO/CSO representatives on referral mechanisms, service mapping and legal-aid procedures

Contribute to staff recruitment, induction and technical development for legal and case management roles, particularly in emergency contexts.

Monitoring, reporting and documentation

•  Collect, compile and analyse data on legal aid, referral and GBV/sexual-harassment trends within the area of operation

• Prepare timely activity, sector and donor reports, and keep project tracking sheets and monitoring tools up to date

• Support the design team and assessments feeding into new proposals, ensuring alignment with programme objectives and donor requirements.

  • Maintain a systematic archive of legal case documentation, reports and related project records.

  • To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. Serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.

Other duties

• Monitor the safety and security of field teams and promptly report concerns to the supervisor, liaising with community leaders and relevant external parties as required

• Maintain safeguarding compliance in line with organizational policy, including protocols on visitors, media and community/child participation

• Remain willing to travel across assigned camp and host-community locations as required
