Experience:

• Bachelor’s degree or Diploma in Medical Technology (Laboratory) from a recognized institution. Preference will be given to candidates holding a Bachelor’s degree.
• Valid professional registration or certification from the relevant Government of Bangladesh authority, where applicable.

Experience – Essential

• Minimum 3 years of relevant experience working in a clinical, Field hospital, diagnostic, or primary healthcare laboratory.
• Experience in specimen collection, laboratory testing, result documentation, and quality control.
• Experience in operating and maintaining common laboratory equipment.
• Experience in laboratory inventory management and monitoring reagents and consumables.
• Good knowledge of laboratory biosafety, IPC, and medical waste management.

Desirable

• Previous experience working in a PHCC, hospital, clinic, Field Hospital, or humanitarian health programme.
• Experience working with NGOs, INGOs, or humanitarian organizations.
• Previous experience in the Rohingya Response or other humanitarian settings.
• Experience supporting disease surveillance, outbreak response, or emergency health services.
• Experience working within a multidisciplinary and multicultural healthcare team.
• Familiarity with electronic health information or laboratory reporting systems.

Job Description: Laboratory Technologist – PHCC, Camp 5 & 12, Ukhiya, Cox’s Bazar

Reports to: Clinical Coordinator

Accountable to: Deputy Project Coordinator

Position Summary

The Laboratory Technologist will be responsible for providing safe, accurate, timely, and quality laboratory diagnostic services at the Primary Health Care Centre (PHCC) under the Rohingya Response in Cox’s Bazar. The position holder will perform laboratory tests, collect and process specimens, operate and maintain laboratory equipment, ensure quality control, maintain accurate records, and follow Infection Prevention and Control (IPC), biosafety, and waste management procedures.

The Laboratory Technologist will work closely with the Clinical In-Charge, Medical Officers, Nurses, Pharmacy, Midwives, and other relevant healthcare teams to support timely diagnosis, treatment, patient management, disease surveillance, and referral services in a camp-based humanitarian setting.

Key Responsibilities

Laboratory Diagnostic Services

• Perform routine and assigned laboratory tests in accordance with approved protocols, standard operating procedures (SOPs), and quality standards.
• Receive and verify laboratory test requests and ensure appropriate identification of patients and specimens.
• Collect, label, process, store, and dispose of specimens according to approved laboratory procedures.
• Conduct hematology, biochemistry, urinalysis, stool examination, rapid diagnostic tests, microscopy, and other tests within the scope and capacity of the PHCC laboratory.
• Ensure laboratory results are accurate, timely, complete, and properly documented.
• Immediately communicate critical or abnormal test results to the responsible healthcare provider according to established procedures.
• Support repeat testing or further verification when results are questionable or inconsistent.

Specimen Collection & Management

• Collect blood and other appropriate specimens safely and respectfully according to laboratory procedures.
• Ensure correct patient identification before specimen collection.
• Properly label and document all specimens to prevent misidentification.
• Ensure appropriate handling, storage, transportation, and processing of specimens.
• Reject unsuitable or improperly collected specimens according to established procedures and communicate with the relevant healthcare provider.
• Maintain proper records of specimen collection, receipt, testing, and disposal.

Quality Assurance & Quality Control

• Conduct routine internal quality control procedures as required.
• Monitor the accuracy and reliability of laboratory testing and equipment performance.
• Identify errors, inconsistencies, or unusual results and take appropriate corrective action.
• Maintain records of quality control activities and corrective actions.
• Participate in external quality assurance, proficiency testing, laboratory assessments, and supervision when required.
• Ensure laboratory procedures are performed according to approved SOPs and relevant national guidelines.
• Support continuous improvement of laboratory quality and diagnostic services.

Laboratory Equipment & Maintenance

• Operate laboratory equipment safely and according to manufacturer instructions and approved procedures.
• Conduct routine cleaning, calibration, maintenance, and performance checks of laboratory equipment as assigned.
• Maintain equipment maintenance and calibration records.
• Identify equipment malfunction or performance issues and report them promptly to the appropriate supervisor.
• Coordinate with relevant technical or logistics teams for equipment repair and maintenance.
• Ensure laboratory equipment is properly stored and protected when not in use.

Laboratory Supplies & Inventory Management

• Monitor the availability of laboratory reagents, test kits, consumables, and other essential supplies.
• Maintain accurate stock records, inventory registers, and consumption records.
• Monitor expiry dates and ensure appropriate stock rotation using First Expiry, First Out (FEFO) principles.
• Ensure proper storage conditions for reagents, test kits, and laboratory supplies.
• Identify potential stock shortages, stock-outs, or near-expiry items and report them promptly.
• Submit laboratory supply requirements and requisitions in a timely manner.
• Support regular physical stock counts and reconciliation of laboratory supplies.

Infection Prevention, Biosafety & Waste Management

• Strictly follow Infection Prevention and Control (IPC) and laboratory biosafety procedures.
• Ensure appropriate use of Personal Protective Equipment (PPE).
• Practice standard precautions while collecting, handling, and processing specimens.
• Ensure safe handling, storage, and disposal of infectious materials, sharps, and laboratory waste.
• Follow approved procedures for decontamination and disinfection of laboratory work areas and equipment.
• Report laboratory accidents, spills, exposures, injuries, or other incidents immediately.
• Maintain a clean, safe, and organized laboratory environment.

Documentation & Reporting

• Maintain accurate and complete laboratory registers, test records, quality control records, stock records, and equipment maintenance logs.
• Ensure laboratory results are properly recorded and communicated to authorized healthcare providers.
• Support the preparation of daily, weekly, monthly, and other required laboratory reports.
• Compile laboratory testing data for programme reporting, disease surveillance, and health information management.
• Coordinate with the MIS and programme teams to ensure accurate reporting of laboratory service data.
• Maintain confidentiality of patient and laboratory information at all times.

Clinical Coordination & Patient Support

• Work closely with Medical Officers, Nurses, Midwives, and other healthcare providers to support patient diagnosis and management.
• Ensure timely communication of laboratory results to relevant clinicians.
• Provide appropriate instructions to patients regarding specimen collection and laboratory procedures.
• Support patient flow and ensure respectful and non-discriminatory treatment of all patients.
• Assist with urgent or emergency laboratory investigations within available facility capacity.
• Support referral of samples or patients for tests not available at the PHCC, according to approved procedures.

Disease Surveillance & Outbreak Response

• Support laboratory-based disease surveillance and reporting according to programme and relevant health authority requirements.
• Identify and promptly report unusual laboratory findings or disease patterns through appropriate channels.
• Support specimen collection and testing during disease outbreaks and public health emergencies.
• Assist in implementing outbreak-related laboratory procedures and reporting requirements.
• Coordinate with relevant programme and clinical teams during emergency health responses.

Compliance & Professional Standards

• Ensure all laboratory activities comply with organizational policies, approved SOPs, relevant national guidelines, and professional standards.
• Maintain patient confidentiality and comply with applicable data protection procedures.
• Participate in laboratory audits, assessments, supportive supervision, and quality improvement activities.
• Identify laboratory service gaps, risks, and improvement opportunities and communicate them to the appropriate supervisor.
• Follow all organizational policies, including safeguarding, PSEA, code of conduct, and health and safety requirements.

Emergency Preparedness & Humanitarian Response

• Maintain readiness to provide laboratory services during disease outbreaks, fires, natural disasters, mass casualty incidents, and other humanitarian emergencies.
• Ensure emergency laboratory supplies and equipment are properly maintained and readily available.
• Support rapid diagnostic testing and laboratory reporting during emergencies, within the capacity of the facility.
• Participate in emergency preparedness planning, drills, and response activities.
• Remain flexible to undertake additional responsibilities based on programme and operational requirements.

Working Conditions

• The position will be based at the Primary Health Care Centre (PHCC) in the Rohingya Response, Cox’s Bazar, with regular service delivery within the assigned camp-based health facility.
• The role may involve working on a roster or shift basis, including weekends, public holidays, or emergency duty, depending on operational requirements.
• The position holder will work closely with clinical, nursing, pharmacy, MIS, and other programme teams.
• The role involves working in a challenging and fast-paced humanitarian healthcare environment.
• The position holder may be required to support laboratory services during disease outbreaks, natural disasters, fires, mass casualty incidents, or other humanitarian emergencies.
