Experience:

• At least 2 years

Bachelor’s degree in public health, health sciences, nutrition, epidemiology, statistics, or another relevant field. Master's degree from a recognized institution in the relevant field will be an advantage. Relevant public health, statistical or surveillance experience is an advantage.

Experience – Essential

• At least 2 years of relevant experience in disease surveillance, public health, epidemiology, data analysis, or a related field.

• Good understanding of epidemiological concepts, disease surveillance, disease trends, basic statistical analysis, research methods, data collection, and reporting.

• Knowledge of Bangladesh disease surveillance and Health Sector reporting systems.

• Strong writing and reporting skills, including preparation of situational reports, technical updates, and other communication products.

• This role requires advanced proficiency in Microsoft Excel and other relevant data-analysis tools.

• Strong computer literacy and proficiency in Microsoft Office applications.

• Good organizational, time-management, and prioritization skills.

• Ability to manage multiple tasks and report deadlines.

• Willingness and ability to travel frequently to field locations and work in challenging settings.

• Good knowledge of English and Bangla, both written and spoken.

Open to learning.

Desirable

• Experience working in a hospital, clinic, PHCC, MCH, field hospital, or public health programme.

• Experience with NGOs, INGOs, humanitarian, or development programmes.

• Experience in the Rohingya Response or other humanitarian settings.

• Experience with DHIS2, EWARS, HIS/HMIS, KoboToolbox, ODK, or similar systems.

• Experience supporting outbreak investigation and response.

• Experience using STATA/ R/ SPSS/ Power BI, or equivalent statistical/data-analysis software will be an advantage.

Position Summary

The Surveillance Officer plays an important role in systematic collection, verification, analysis, interpretation, reporting, and follow-up of health information and disease surveillance. This position involves implementing routine disease surveillance activities to identify, investigate, and monitor disease patterns, outbreaks, emerging health threats, and other public health risks. The Officer is responsible for ensuring timely, accurate, and complete surveillance reporting and sharing information with the Epidemiologist and relevant stakeholders to support early warning, preparedness, response, and disease prevention and control.

The Surveillance Officer will work closely with the Epidemiologist, Health Information Systems (HIS) team, MEAL Manager, Project Coordinator, health facility departments, Community Health Workers (CHWs), and relevant government, Health Sector, humanitarian, and partner stakeholders to strengthen surveillance systems, data quality, reporting, and timely public health action.

Key Responsibilities

KEY AREAS OF ACCOUNTABILITY:

• Disease Surveillance, Outbreaks, Epidemiological Analysis & Data Management

• Implement routine disease surveillance activities at assigned health facilities and ensure timely verification, reporting, and follow-up of surveillance information to identify trends, patterns, potential outbreaks, and priority public health concerns.

• Monitor priority diseases, syndromes, unusual health events, emerging threats, and other reportable conditions through EWARS, DHIS2, HIS/HMIS, and other relevant reporting systems.

• Provide verified surveillance data for programme, management, donor, and humanitarian reporting.

• Maintain regular communication with relevant programme, technical, government, Health Sector, partner, and stakeholders regarding surveillance findings and emerging health threats.

• Perform any other duties as assigned by the supervisor.

Research, Monitoring, Evaluation, and Reporting

• Prepare surveillance summaries, which includes, however not limited to, situational analyses, epidemiological briefs, updates, tables, charts, graphs, and dashboards to support programme and management decision-making.

• Assist in the preparation of technical briefs, bulletins, reports, research outputs, and publications.

• Support data collection, analysis, documentation, and field-level implementation of epidemiological and public health research. (Active data collection might be required)

• Conduct field investigations, rapid assessments, active case findings, and other epidemiological investigations when required.

• Monitor surveillance implementation, data quality, reporting practices, and compliance with surveillance procedures and follow up on action points.

• Maintain documentation of surveillance, outbreak investigation, response activities, findings, and follow-up actions.

Health Information Systems & Coordination

• Conduct routine data quality checks and verify consistency between source documents, surveillance databases, health information systems, and submitted reports in coordination with HIS/ MEAL team.

• Identify and follow up data gaps, inconsistencies, delays, and reporting issues with responsible departments.

• Participate in relevant surveillance, health, epidemiology, outbreak, and coordination meetings and contribute surveillance findings as required.

Field Support, Capacity Building & Knowledge Management and Knowledge Translation

• Provide orientation and technical support to health facility staff (technical/ non-technical) on surveillance tools, case definitions, reporting procedures, information requirements and data requirements.

• Disseminate key surveillance findings, trends, alerts, and public health concerns to relevant health facility and programme teams.

• Promote awareness of priority diseases, surveillance requirements, and timely reporting among relevant health facility and community-level staff.

Emergency Preparedness & Response

• Maintain readiness to support disease surveillance and information management during outbreaks and other humanitarian emergencies.

• Support rapid surveillance, data collection, analysis, reporting, and information management during disease outbreaks and other public health emergencies.

• Provide timely surveillance information to support emergency decision-making, response planning, and risk communication.

• Remain flexible and responsive to urgent surveillance and public health requirements during emergencies.

• Monthly Gross Salary: BDT 60,000 /= (Only)

• Bonus and other benefits: 10% of the monthly gross salary.
