Additional Requirements:
  • Age 30 to 40 years
  • 6-8 years’ overall experience in the development sector, spanning agriculture, livestock, livelihoods and programme development.

  • Of that, a minimum of three years in a supervisory or technical leadership role with direct responsibility for field staff.

  • Demonstrated experience of field-level technical service delivery to smallholder farmers, ideally within a microfinance, agricultural extension or rural development setting.

  • In-depth knowledge of common livestock diseases, including PPR, FMD and mastitis, together with vaccination schedules, deworming protocols, biosecurity practice and emergency first aid for cattle, goats and poultry.

  • Working knowledge of feed formulation fundamentals, mineral supplementation, breeding cycles, the basics of artificial insemination, and neonatal care.

  • In-depth knowledge of the correct usage, dosage and precautions for vaccines, antibiotics, anthelmintics and supplements, including awareness of withdrawal periods.

  • Knowledge of government agricultural and livestock policies, extension systems and relevant development programmes.



Responsibilities & Context:

Technical Leadership — Livestock and Veterinary

  • Serve as the lead technical expert for livestock and veterinary services across the Agriculture Unit, providing advanced diagnosis, guidance and problem-solving support to TSS Officers and programme participants.

  • Maintain thorough working knowledge of the wider agriculture portfolio, so that livestock advisory is delivered in the context of the borrower’s whole farming system rather than in isolation.

  • Oversee animal health across the portfolio, including disease prevention, treatment protocols, vaccination and deworming programmes for cattle, buffalo, goats and poultry.

  • Develop and refine technical standard operating procedures, protocols and best-practice guidelines for the livestock discipline, and ensure consistent application across all clusters.

  • Ensure the quality of technical and veterinary services delivered to members, including disease prevention, treatment protocols and productivity support.

  • Coordinate with the Senior Area Manager – Fisheries and the Senior Area Manager – Agriculture where borrower needs span more than one discipline.

Field Service Delivery and Escalation

  • Conduct regular field visits, farm and livestock assessments and branch monitoring across the assigned cluster.

  • Receive and resolve complex or escalated technical cases referred by Technical Specialists/TSS Officers, and ensure proper monitoring, reporting and quality assurance.

  • Ensure compliance with organisational and technical standard operating procedures across all branches in the cluster.

  • Train smallholder farmers and micro-enterprises on good agricultural practice and climate-resilient technologies.

Team Supervision and Capacity Building

  • Supervise, mentor and build the capacity of the Senior TSS Officer and TSS Officers assigned to the cluster, across assigned programme interventions.

  • Build practical livestock and veterinary capability within TSS Officers in order to meet programme.

  • Develop training module and deliver practical training and orientation for programme participants and Microfinance field staff on basic livestock health and husbandry indicators.

  • Support the recruitment, induction, training and performance evaluation of TSS Officers within the cluster.

Planning, Targets and Reporting

  • Lead planning, monitoring and quality assurance for livestock activities under the Agriculture Unit and related bilateral projects.

  • Set and monitor cluster-level targets for livestock services, member coverage and programme key performance indicators, and ensure timely and accurate reporting against them.

  • Analyse field data and prepare technical reports, recommendations and periodic performance reports for management.

  • Prepare and present monthly, quarterly and annual performance reports to the Portfolio Lead.

  • Manage the cluster-level livestock budget, coordinate procurement and allocate resources within approved limits.

  • Identify technical challenges, implementation gaps and emerging risks, and recommend practical solutions to improve programme quality and effectiveness.

Partnerships and External Coordination

  • Coordinate with the Department of Livestock Services, local government and other stakeholders on partnerships and technical alignment.

  • Connect dairy and livestock producers with veterinary services, feed suppliers and processing markets.

  • Support the Agri-Insurance team on livestock-related insurance product design, enrolment and claims verification.

  • Provide technical input on livestock and poultry input packages developed under corporate partnerships, including feed, animal health products and housing, and validate their suitability for SAJIDA’s borrower profile.

  • Organise and coordinate issue-based workshops and seminars, and represent the Agriculture Unit in technical forums, training sessions and stakeholder meetings.

  • Build and maintain effective working relationships with programme participants, community representatives, government extension services, private-sector actors and other programme stakeholders.

Programme Integrity

  • Ensure that no technical support service, input package or partner-linked activity is delivered in any branch designated as a research control area. The programme’s comparative research design depends on this boundary being maintained without exception.

  • Verify that borrower and activity records maintained by TSS Officers are accurate and correctly classified in the management information system, and escalate discrepancies between field observation and system records.

 Mobility

  • Travel extensively within the assigned cluster and, where required, support other locations across Bangladesh.

  • Support the implementation of other agriculture projects in the working areas as required.
