Context & Responsibilities:

The Project Officer – Monitoring & Evaluation will support the implementation of the LEGO Foundation-funded project "Play to Learn 2.0: Advancing Scalable Solutions to Transform the Lives of Children on the Move" by ensuring effective monitoring, data management, reporting, accountability, and learning systems. The position will be responsible for maintaining project databases, generating reports, supporting evidence-based decision-making, and ensuring compliance with donor and organizational requirements.

 Main Responsibilities:

 Monitoring, Evaluation and Data Management

  • Design, manage, and maintain project databases and Management Information Systems (MIS).

  • Develop and update digital and paper-based data collection tools.

  • Ensure timely, accurate, and complete collection, entry, validation, and storage of project data.

  • Coordinate field-level data collection activities in collaboration with project staff and partners.

  • Conduct routine data quality checks and verification exercises.

Reporting and Documentation

  • Prepare daily, weekly, monthly, quarterly, and annual project reports.

  • Generate regular and ad hoc reports for project management, donors, and organizational leadership.

  • Maintain accurate project documentation and reporting archives.

  • Support preparation of donor reports, factsheets, presentations, and project updates.

  • Track project achievements against indicators and targets.

Data Analysis and Learning

  • Clean, process, analyze, and interpret quantitative and qualitative data.

  • Develop dashboards, visualizations, and performance tracking tools.

  • Identify trends, gaps, lessons learned, and opportunities for program improvement.

  • Support learning, reflection, and adaptive management processes.

  • Produce knowledge products, case studies, and success stories based on project findings.

Project Performance Monitoring

  • Monitor project progress against approved work plans, indicators, and budgets.

  • Support expenditure tracking and budget-versus-burn-rate analysis.

  • Monitor procurement and implementation progress and identify performance gaps.

  • Provide evidence-based recommendations to improve project effectiveness.

Coordination and Support

  • Work closely with the Project Manager, Project Officers, Psychologist, Field Facilitators, Finance, HR, Procurement, and MEAL teams.

  • Provide technical support to field teams on data collection, reporting, and information management.

  • Participate in coordination meetings and learning events.

Accountability and Data Protection

  • Ensure compliance with data protection, confidentiality, and information-sharing protocols.

  • Support beneficiary feedback and accountability mechanisms.

  • Maintain the integrity and security of project information and databases.

Safeguarding and PSEA

  • Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. Serve as a major resource for help, direction, and knowledge on safeguarding for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.

  • Ensure implementation of safeguarding and PSEA standards in all monitoring and reporting processes.

  • Promote awareness of safeguarding policies among staff and volunteers.

  • Follow safeguarding reporting procedures and support safe programming practices.

  • Contribute to maintaining a safe and inclusive working environment.

Other Duties

  • Perform any other tasks assigned by the Project Manager or organizational management related to project implementation, monitoring, reporting, and learning.
