Job Purpose

The Project Officer, Quality Assurance and Monitoring, Early Childhood Development, HCMP is responsible for supporting field-level quality assurance and monitoring of programme implementation under the BRAC–LEGO strategic partnership. The role ensures adherence to programme standards, supports data validation, and contributes to continuous quality improvement of play-based Early Childhood Development (ECD) interventions.

Key Responsibilities:

  • Conduct regular field monitoring visits to programme sites (HPL centres and home-based interventions) to assess adherence to quality standards and implementation guidelines

  • Apply quality assurance tools, checklists, and monitoring frameworks to ensure programme fidelity

  • Collect, verify, and validate both quantitative and qualitative data from field activities

  • Conduct spot checks and supportive supervision to ensure quality service delivery

  • Identify implementation gaps, risks, and deviations from standards and provide timely feedback

  • Ensure accurate and timely documentation of monitoring findings and field observations

  • Support data quality processes including data cleaning, validation, and cross-verification

  • Assist in preparing monitoring reports, summaries, and dashboards for programme management

  • Support beneficiary feedback and accountability mechanisms by capturing community perspectives

  • Assist in baseline, midline, and endline data collection processes as required

  • Work closely with MERL and MIS teams to ensure consistency between monitoring data and reporting systems

  • Contribute to documentation of lessons learned, case studies, and best practices

  • Facilitate coordination with programme teams to ensure timely corrective actions

Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
