Education

• Essential: Technical diploma in Civil Engineering, Architecture, Environmental Engineering, Mechanical Engineering, Electrical Engineering, Water Supply Engineering, or related technical discipline

Experience

• Essential: Minimum 2 years' experience with MSF or similar organization in Water, Sanitation and Hygiene (WatSan) activities, water treatment, water supply systems or operation and maintenance of technical infrastructure and construction activities

• Essential: Supervision and large-team management skills.

• Experience with Reverse Osmosis (RO) systems, water quality monitoring, emergency water supply system, solar systems, generators, and humanitarian settings is desirable

• Previous experience with Teknaf humanitarian context will be an asset.

Training

Specialized training in Reverse Osmosis (RO) systems, desalination technologies, water treatment processes, water quality monitoring, pumping systems, solar power systems, or operation and maintenance of water supply facilities is desirable.

Language

• English, Chittagonian is essential.

• Rohingya is desirable.

Knowledge

• Computer literacy (MS office application) is essential.

• AutoCAD application is desirable

• Other knowledge on water and sanitation software is an asset.

Accountabilities

Ensuring the day-to-day operation and supervision of the Reverse Osmosis (RO) water treatment plant, including water abstraction, treatment, storage and distribution activities;

• Ensuring that the MSF procedures and protocols are followed by the WatSan teams to guarantee the operational quality of the project;

• Supervising RO plant performance and ensuring continuous production of safe drinking water in accordance with MSF and national water quality standards;

• Supervising routine water quality monitoring and testing activities, ensuring proper recording, analysis and reporting of results;

• Ensuring the proper operation, maintenance and monitoring of RO units, intake systems, pumps, filtration systems, chlorination systems, storage tanks and distribution infrastructure;

• Supervising the operation and maintenance of power supply systems supporting the RO plant, including solar photovoltaic systems, batteries and standby generators;

• Ensuring that all operational records, production reports, maintenance records, laboratory records, generator logbooks and stock records are completed accurately and on time;

• Ensuring proper stock management of chemicals, spare parts, laboratory reagents, consumables, PPE and fuel required for RO plant operations;

• Ensuring compliance with Occupational Health and Safety (OHS) requirements, Infection Prevention and Control (IPC) measures and environmental standards within all RO operational areas;

• Ensuring safe storage, handling and use of treatment chemicals according to MSF standards and safety procedures;

• Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of WatSan activities;

• Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);

• Supporting the WatSan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits

• Supporting the WatSan Manager/WatSan Supervisor in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the WatSan Manager in case of any major management or technical issue, and providing all required reporting

• Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
• Participating in data collection and reporting as required

MSF Section/Context Specific Accountabilities

Supervising the daily operation and maintenance of the Reverse Osmosis (RO) water treatment plant, ensuring continuous production of safe drinking water in accordance with MSF standards and operational targets.

• Supervising raw water abstraction from designated sources, including river intakes and/or boreholes, and ensuring compliance with operational procedures and environmental requirements.

• Monitoring the performance of RO units, multimedia filters, cartridge filters, chlorination systems, pumps, storage tanks and distribution systems, and ensuring timely corrective actions when required.

• Ensuring routine monitoring of plant performance indicators, including water production, recovery rates, energy consumption, membrane performance and system efficiency.

• Supervising regular water quality testing activities and ensuring compliance with MSF and national drinking water quality standards.

• Ensuring proper functionality, maintenance and stock management of laboratory equipment, reagents, testing materials and laboratory records.

• Ensuring that all operational records, maintenance logbooks, generator logbooks, laboratory records, stock cards and monitoring reports are accurately completed and submitted on time.

• Supervising the operation and maintenance of power systems supporting the RO plant, including solar photovoltaic systems, battery energy storage systems (BESS), grid connections and standby generators.

• Ensuring proper management of treatment chemicals, including storage, handling, stock control and safe use in accordance with MSF protocols and manufacturer recommendations.

• Supervising membrane cleaning activities (CIP), preventive maintenance schedules and troubleshooting of RO

equipment to maximize operational efficiency and lifespan of assets.

• Monitoring the safe management and discharge of RO reject water (brine), wastewater and operational wastes in accordance with project procedures and environmental requirements

• Supporting the planning, supervision and quality control of RO-related construction, rehabilitation and maintenance works, including follow-up of contractors and service providers.

• Coordinating water supply activities with relevant stakeholders to ensure the continuous provision of safe drinking water to both host communities and refugee populations.

• Supervising data collection, analysis and reporting related to water production, water quality, distribution, maintenance activities and project performance indicators, including the use of digital data collection tools.

• Ensuring implementation of Occupational Health and Safety (OHS), Infection Prevention and Control (IPC) and environmental mitigation measures within all RO operational areas.

• Identifying training needs and providing continuous coaching and capacity building to RO Technicians, RO Agents and other staff under his/her supervision.

• Supporting the WatSan Manager/WatSan Specialist in procurement and contract management processes, including preparation of technical specifications, BoQs, quotations, technical evaluations and work verification.

• Participating in emergency response activities, technical assessments, exploratory visits and other operational activities as requested by the supervisor.

• Perform any other duty assigned by the supervisor.

Contract and Benefit

This is a permanent position.

Salary according to level six (06) of the internal MSF salary grid (BDT 85,500 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
