About the Project: BRAC’s Climate and Environmental Innovation Programme (CEIP) is implementing an integrated plastic waste management and circular economy initiative in Cox’s Bazar, in collaboration with Cox’s Bazar Municipality and local stakeholders. The initiative connects community-level behaviour change, source segregation and plastic recovery with municipal waste management systems and a dedicated Municipal Plastic Recycling Facility (PRF) for processing low-value and hard-to-recycle plastics. CEIP works closely with municipal authorities, government agencies, youth organisations, communities, informal waste actors, private-sector actors and academic as well as technical partners to strengthen the plastic recovery and recycling value chain. CEIP aims to strengthen government engagement, policy advocacy and multi-stakeholder collaboration to institutionalise the Cox’s Bazar model and explore opportunities for wider replication.

Position: Deputy Manager, Advocacy and Collaboration; Climate and Environmental Innovation Programme (CEIP).

Project Location: Cox’s Bazar.

Contract Duration: The initial contract will be from joining date to June 30, 2027. The contract may be extended subject to satisfactory performance and availability of budget.

Job Purpose: The Deputy Manager, Advocacy and Collaboration will be responsible for leading community engagement, advocacy, coordination, and partnership-building initiatives to strengthen inclusive and sustainable waste management systems under the Climate and Environmental Innovation Programme (CEIP). The role focuses on mobilizing communities, youth, municipal stakeholders, and civil society actors to co-create, implement, and scale ward-level and municipal waste management solutions with strong emphasis on social inclusion, behavioral change, and policy integration.

Key Responsibilities:

• Engage and coordinate project officers and community volunteers for community mobilization and awareness activities.

• Organize and facilitate co-creation workshops with municipal authorities, ward representatives, NGOs, private actors, and communities to develop comprehensive plastic and solid waste management plans for Cox’s Bazar Municipality.

• Support the scaling-up of the waste management interventions in different wards of Cox’s Bazar Municipality.

• Conduct structured consultations with Ward Somaj Committees, conservancy staff, and municipal bodies to incorporate community priorities into planning.

• Responsible to activate and strengthen Somaj Committees and Ward Waste Management Committees for effective community-led waste management.

• Support the development of ward-level waste management plans in collaboration with municipality and community stakeholders.

• Facilitate voluntary waste collection drives in low-income communities.

• Engage youth groups in community-level waste management services and behavioral change campaigns on littering and green living, in coordination with designers and consultants.

• Identify, onboard, and formalize youth groups through MoU signing.

• Facilitate monthly coordination, planning meetings, and youth-led campaigns or social dialogues.

• Coordinate medical camps for waste workers and recyclers in collaboration with health partners.

• Support maintenance and coordination related to existing floating barriers.

• Lead communication, campaigns, and observance of key national days.

• Participate in staff meetings, exchange visits, internal planning, budgeting discussions, and coordination with external stakeholders.

• Perform any other duties assigned by the supervisor.

Safeguarding Responsibilities:

• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
