Responsibilities & Context:

Samaj Kalyan O Unnayan Shangstha (SKUS) envisions a peaceful, prosperous, and poverty-free society that ensures everyone's basic needs and rights. Since the 2017 Rohingya refugee influx, SKUS has worked in Cox's Bazar district with children and adolescents. SKUS works to provide access to learning opportunities in a safe and protective environment, offer quality teaching/learning and increase refugee/host community participation and engagement in children's education. Based on children’s and adolescents’ rights, SKUS has established quality learning and protection centers with support from different international donors, including UN agencies.  SKUS has an agreement with UN WOMEN for the Women’s Peace & Humanitarian Fund (WPHF) project for Rohingya and host communities in Ukhiya and Teknaf Upazila under Cox's Bazar District.  This project aims to strengthen the leadership, participation, and protection of marginalized Rohingya and host community women in Cox’s Bazar who face vulnerabilities due to climate-induced disasters, climate-related conflict, displacement, and systemic gender inequalities.

Description of the Work Assignment

1.     Monitoring System Development

  • Develop and regularly update the project's program monitoring framework/Monitoring and Evaluation framework, indicator tracking matrix, Risk register, and data management plan in consultation with the project team and management.

  • Design and standardize data collection tools, reporting templates, and beneficiary tracking systems to support quality implementation.

  • Establish clear data flow mechanisms and reporting pathways to ensure timely collection, verification, and use of information at all levels.

  • Develop and maintain standard operating procedures and guidelines for monitoring activities in line with donor and organizational requirements.

  • Ensure that all project indicators, targets, and monitoring methodologies are aligned with project objectives and donor expectations.

  • Support the integration of accountability and learning components within the overall monitoring system of the project.

2. Data Collection and Management

  • Ensure the timely, accurate, and systematic collection of quantitative and qualitative data from field locations according to approved monitoring plans.

  • Provide technical guidance and regular support to project staff and field teams on data collection methodologies and reporting procedures.

  • Maintain and regularly update project databases, beneficiary records, attendance sheets, and activity tracking systems to ensure data integrity.

  • Conduct routine data verification, validation, and cleaning exercises to maintain the accuracy and reliability of project information.

  • Ensure proper filing, storage, confidentiality, and security of all monitoring and operational data in accordance with organizational standards.

  • Support the use of digital data collection platforms and information management systems whenever applicable.

3. Data Analysis and Reporting

  • Compile and prepare monthly, quarterly and final reports for internal management and donor submission purposes.

  • Analyze project performance data and compare achievements against established targets, indicators, and implementation plans.

  • Identify implementation gaps, operational challenges, and emerging trends, and provide recommendations for program improvement.

  • Share analytical findings and lessons learned with project staff and management to improve project effectiveness and efficiency.

  • Ensure timely submission of all reports while maintaining compliance with donor and organizational reporting standards.

4. Assessments, Surveys, and Evaluations

  • Support the design, planning, and implementation of baseline, midline, and end-line assessments for measuring project outcomes and impact.

  • Coordinate beneficiary satisfaction surveys, needs assessments, and post-distribution monitoring activities as required by the project.

  • Analyze findings from assessments and evaluations and disseminate key recommendations to relevant stakeholders.

  • Ensure that lessons learned from evaluations are incorporated into future project planning and implementation processes.

5. Documentation and Knowledge Management

  • Prepare high-quality case studies, beneficiary stories, and success stories highlighting project achievements and impacts.

  • Document best practices, lessons learned, innovations, and challenges encountered during project implementation.

  • Coordinate with communication and program teams to produce visibility materials and project learning products.

  • Maintain an organized archive of reports, datasets, assessment findings, and project documentation for future reference.

  • Support the preparation of presentations, briefing notes, and information products for management, donors, and partners.

  • Promote knowledge sharing and institutional learning across project teams and organizational departments.

6. Capacity Building and Technical Support

  • Conduct regular training sessions and orientation programs for project staff on monitoring tools, indicators, and reporting procedures.

  • Provide continuous technical support and mentoring to field teams to strengthen their understanding of M&E concepts and practices.

  • Build staff capacity on data quality assurance, data analysis techniques, and evidence-based programming approaches.

  • Facilitate workshops, refresher sessions, and learning events related to monitoring, evaluation, and accountability systems.

  • Support project teams in interpreting data and using findings for adaptive management and program improvement.

  • Encourage a culture of learning, accountability, and continuous improvement within the organization.

 

7. Coordination and Representation

  • Participate in internal coordination meetings and provide regular updates on project progress, achievements, and challenges.

  • Present monitoring findings, analytical reports, and recommendations during meetings, workshops, and technical forums.

  • Coordinate closely with program teams, partners, and stakeholders to improve the quality and effectiveness of interventions.

  • Support donor visits, monitoring missions, audits, and evaluation exercises by providing necessary documentation and information.

  • Liaise with external stakeholders and sector coordination groups on matters related to monitoring and evaluation.

  • Represent the M&E function of the project in relevant meetings and events as assigned by management.

8. Additional Responsibilities

  • Carry out any additional tasks and responsibilities assigned by the Project manager or senior management in support of project objectives.

  • Provide support during emergency responses and rapid assessments whenever organizational priorities require additional assistance.

  • Contribute to organizational learning initiatives and strategic planning exercises through evidence generation and analysis.

  • Ensure compliance with donor regulations, organizational policies, and reporting requirements throughout project implementation.

  • Promote teamwork, collaboration, and effective communication among project staff and different organizational departments.

  • Undertake any other responsibilities deemed necessary for the successful implementation of the project.

 Working Condition: 

  • The  MEAL and Reporting Officer is based at the Project Office in Ukhiya, Cox's Bazar district.

  • Will spend approximately 70% of his/her time in the field.

  • May have contact with dissatisfied or abusive individuals.

  • Will have to work to ensure a conducive participatory approach in the center.
