Youth for Change Bangladesh Foundation (YFC-BD) is a youth-led Non-Government Organization, working in partnership with organizations and governments to create positive change in society. Youth For Change launched in 2015 as a project of Plan International and became an independent entity in 2018. Youth For Change Bangladesh Foundation has been registered as a youth organization under the Dept. of Youth Development, Ministry of Youth and Sports, and the Registrar of Joint Stock Companies and Firms under the Societies Registration Act 1860 of the Govt. of Bangladesh and officially registered under NGO Affairs Bureau (NGOAB Registration no:3444).

About Nari Agragoti:

The Nari Agragoti programme, funded by the Women's Peace and Humanitarian Fund (WPHF) and technical support by UN Women Bangladesh, will run from July 2026 to June 2028 in five climate-vulnerable and conflict-prone districts of Bangladesh. Women in these areas absorb much of the damage when floods, cyclones or river erosion hit, and they are usually first to organise a response, yet they are rarely in the room when decisions about that response are taken. The programme brings women together in community Peace Circles and trains them to mediate the disputes that follow a disaster over land, water and shared resources, then works to give those circles a recognised place in Union Disaster Management Committees and Upazila disaster risk reduction platforms. It also builds public support for women's peace leadership through male allies, faith leaders and community media, and carries the evidence from the districts to national government.

Job Title: Monitoring & Evaluation (M&E) Officer

Vacancy: 1 Position

Job Location: Dhaka, with regular travel to the five project districts

Experience: Minimum 1-2 years

Working hours: 10:00 am to 06:00 pm (Sunday to Thursday)

Reports to: Project Coordinator

Duration of the contract: 24 Months

Major Duties & Responsibilities

·     Develop and operate the project monitoring, evaluation, and learning plan, including the indicator tracking table, baselines, and data collection calendar, within the first two months of the project.

·     Reconcile and lock the project target figures before reporting begins, so that one agreed set of numbers governs every report to the donor.

·     Design data collection tools in Bangla, including participant registers, pre- and post-training self-assessment forms, and focus group discussion guides.

·     Apply the donor counting methodology strictly, counting each direct participant once per group under the maximum rule, and estimating indirect reach using the agreed method.

·     Operate participant registers using anonymous identifiers only, with documented informed consent and full Do No Harm safeguards.

·     Ensure that no data collection reveals a woman peacebuilder's identity, mediation role, or location in a way that could invite retaliation.

·     Conduct regular field monitoring visits and routine data quality assessments in all five districts, and correct the errors found.

·     Verify the results reported by the co-implementing partner against source evidence before those results enter YFC-BD reporting.

·     Specify, commission, and manage the developer contracted to build the participatory M&E dashboard, and train district focal points and Peace Circle representatives to upload quarterly data.

·     Produce the quarterly PeacePulse bulletin in Bangla and English and distribute it through the agreed channels.

·     Draft the monitoring sections of all donor narrative reports, and build the evidence base underpinning the policy recommendation package and the Sustainability Roadmap.

·     Facilitate mid-term and end-of-project reflection sessions with women peacebuilders, and see that the findings change how the work is done.

·     Support the Organizational Capacity Assessment (OCA) process by developing tools to track institutional capacity, measuring progress against OCA improvement benchmarks, and producing periodic OCA progress reports for the management team.

·     Contribute to strengthening YFC-BD's organizational monitoring and learning systems, including developing standardized templates, organizational-level indicators, and knowledge management practices that serve the organization's overall learning and accountability needs.

General Duties

·     Ensure effective planning, coordination, and implementation of all assigned project activities in alignment with organizational standards, donor requirements, and agreed timelines.

·     Maintain regular communication and coordination with the co-implementing partner, local government bodies, women-led CSOs, and community stakeholders to ensure smooth project operations.

·     Provide technical and operational support to project staff, volunteers, and community groups to maintain quality, inclusiveness, and accountability in programme delivery.

·     Promote meaningful participation of women and young women, especially those from ethnic minority, displaced, and other marginalised backgrounds, across all components of the project and ensure a safe, inclusive, and gender-responsive environment.

·     Uphold safeguarding principles and ensure that all project interventions prioritize the safety, protection, and wellbeing of participants and beneficiaries, with particular attention to women who take on public mediation roles.

·     Apply Do No Harm and conflict-sensitive practice at all times, and pause or adjust any activity that risks inflaming a local dispute or exposing a participant to retaliation.

·     Represent YFC-BD in coordination meetings, workshops, and external forums to promote collaboration and strengthen institutional visibility.

·     Support the development of project reports, communication materials, and other documentation required for accountability and knowledge sharing.

·     Perform other relevant duties assigned by the supervisor or management to ensure successful project performance.

·     Actively contribute to YFC-BD's organizational development as a youth-led organization by participating in strategic planning, institutional strengthening, governance improvement, and internal capacity-building initiatives.

·     Take ownership of assigned areas within the Organizational Capacity Assessment (OCA) framework and contribute to the continuous improvement of organizational systems, governance structures, and operational standards.

·     Represent and promote YFC-BD's identity, mission, and values in all professional interactions, networks, and platforms, contributing to building the organization's reputation and positioning as a credible youth-led development actor in Bangladesh.

Educational Qualification

·     Bachelor's or Master's degree in Statistics, Development Studies, Economics, Social Sciences, Public Health, or any relevant discipline from a recognized university.

·     Additional training in Monitoring & Evaluation, MEAL, statistics, or data management will be considered an advantage.

Experience Requirements

·     Minimum 2-3 years of monitoring and evaluation experience on donor-funded projects, including responsibility for indicator tracking and donor reporting.

·     Experience applying sex and age disaggregation and counting rules that avoid double-counting.

·     Practical experience with qualitative methods, including designing and facilitating focus group discussions.

·     Experience of ethical data collection with vulnerable participants, covering informed consent, anonymisation, and safe referral.

·     Experience of reporting against UN Women or WPHF results frameworks will be considered an advantage.

Required Skills-

• Strong monitoring, evaluation, accountability, and learning (MEAL) skills.

• Proficiency in KoboToolbox, ODK, or equivalent digital data collection tools.

• Advanced Microsoft Excel; working knowledge of Power BI, SPSS, or STATA is an advantage.

• Data analysis, visualization, and dashboard management skills.

• Good documentation, reporting, and analytical skills in both Bangla and English.

• Ability to train and coach field staff and community members in data collection.

• Commitment to safeguarding, data protection, accountability, and integrity.

Aptitude Required:

• Strong analytical and problem-solving skills with high attention to detail and accuracy.

• Ability to distinguish what the data supports from what the report would prefer to say, and to say so.
