Tally/QuickBooks certification (widely available via Dhaka training centers); NGO Affairs Bureau compliance orientation. Training in NBR income tax/VAT deduction-at-source procedures, Bangladesh Labour Act 2006 compliance (e.g., Bangladesh Employers' Federation), and donor sub-grant financial management (PACT Bangladesh-style training) is preferred. Familiarity with donor procurement guidelines and internal audit preparedness is an asset. Ideally have prior experience managing development partner funded project finances.

Youth For Change Bangladesh is looking for a committed and enthusiastic Finance & Admin Officer

Youth for Change Bangladesh Foundation (YFC-BD) is a youth-led Non-Government Organization, working in partnership with organizations and governments to create positive change in society. Youth For Change launched in 2015 as a project of Plan International and became an independent entity in 2018. Youth For Change Bangladesh Foundation has been registered as a youth organization under the Dept. of Youth Development, Ministry of Youth and Sports, and the Registrar of Joint Stock Companies and Firms under the Societies Registration Act 1860 of the Govt. of Bangladesh and officially registered under NGO Affairs Bureau (NGOAB Registration no:3444).

About Nari Agragoti:

The Nari Agragoti programme, funded by the Women's Peace and Humanitarian Fund (WPHF) and technical support by UN Women Bangladesh, will run from August 2026 to July 2028 in five climate-vulnerable and conflict-prone districts of Bangladesh. Women in these areas absorb much of the damage when floods, cyclones or river erosion hit, and they are usually first to organise a response, yet they are rarely in the room when decisions about that response are taken. The programme brings women together in community Peace Circles and trains them to mediate the disputes that follow a disaster over land, water and shared resources, then works to give those circles a recognised place in Union Disaster Management Committees and Upazila disaster risk reduction platforms. It also builds public support for women's peace leadership through male allies, faith leaders and community media, and carries the evidence from the districts to national government.

Job Title: Finance & Admin Officer

Vacancy: 1 Position

Job Location: Dhaka, with periodic travel to the five project districts

Experience: Minimum 1-2 years

Age Limit: 22-35 Years

Working hours: 10:00 am to 06:00 pm (Sunday to Thursday)

Reports to: Project Coordinator, with a functional line to the Finance lead, YFC-BD

Duration of the contract: Approximately 23 months

Major Duties & Responsibilities

·     Maintain accurate books of account, vouchers, cash and bank records, and supporting documents for the project, coded to the correct donor expenditure category.

·     Prepare payment vouchers, verify bills and payment requests, and process payments following organizational procedures.

·     Prepare monthly budget-versus-actual reports with variance commentary, and flag over- or under-spend to the Project Coordinator while there is still time to act.

·     Prepare financial reports for the donor in the required format and on schedule, reconciled to the general ledger.

·     Track indirect support cost recovery against the approved ceiling and keep ineligible costs off the grant.

·     Complete financial due diligence on the co-implementing partner before the first disbursement, and administer the sub-grant agreement through disbursement, expenditure reporting, and liquidation.

·     Conduct documented financial spot checks and field verification of partner expenditure at least twice a year, and withhold or escalate disbursement where reporting is incomplete or unsupported.

·     Coordinate all procurement in line with organizational and donor procurement policy, with documented competition, evaluation records, and conflict-of-interest declarations.

·     Manage contracting for the digital platform and dashboard developers, media and radio partners, consultants, and the solar installation vendor, with payments linked to deliverables.

·     Manage office administration, logistics, and travel arrangements for training cohorts, District Peace Assemblies, caravans, and the national festival and roundtable.

·     Maintain the fixed asset register, inventory, advances and settlements, payroll preparation, and statutory deductions.

·     Ensure compliance with NGO Affairs Bureau requirements for foreign-funded projects, the Bangladesh Labour Act 2006 (as amended), and correct deduction and deposit of income tax and VAT at source.

·     Support internal reviews and the annual external audit by preparing the complete supporting documentation file.

·     Support the Organizational Capacity Assessment (OCA) process by strengthening and documenting YFC-BD's financial management systems, administrative procedures, and internal controls to meet OCA benchmarks and institutional readiness standards.

·     Contribute to organizational development by improving and standardizing financial policies, procurement guidelines, HR administration practices, and compliance frameworks that build YFC-BD's institutional capacity as a growing youth-led organization.

General Duties

·     Ensure effective planning, coordination, and implementation of all assigned project activities in alignment with organizational standards, donor requirements, and agreed timelines.

·     Maintain regular communication and coordination with the co-implementing partner, local government bodies, women-led CSOs, and community stakeholders to ensure smooth project operations.

·     Provide technical and operational support to project staff, volunteers, and community groups to maintain quality, inclusiveness, and accountability in programme delivery.

·     Promote meaningful participation of women and young women, especially those from ethnic minority, displaced, and other marginalised backgrounds, across all components of the project and ensure a safe, inclusive, and gender-responsive environment.

·     Uphold safeguarding principles and ensure that all project interventions prioritize the safety, protection, and wellbeing of participants and beneficiaries, with particular attention to women who take on public mediation roles.

·     Apply Do No Harm and conflict-sensitive practice at all times, and pause or adjust any activity that risks inflaming a local dispute or exposing a participant to retaliation.

·     Represent YFC-BD in coordination meetings, workshops, and external forums to promote collaboration and strengthen institutional visibility.

·     Support the development of project reports, communication materials, and other documentation required for accountability and knowledge sharing.

·     Perform other relevant duties assigned by the supervisor or management to ensure successful project performance.

·     Actively contribute to YFC-BD's organizational development as a youth-led organization by participating in strategic planning, institutional strengthening, governance improvement, and internal capacity-building initiatives.

·     Take ownership of assigned areas within the Organizational Capacity Assessment (OCA) framework and contribute to the continuous improvement of organizational systems, governance structures, and operational standards.

·     Represent and promote YFC-BD's identity, mission, and values in all professional interactions, networks, and platforms, contributing to building the organization's reputation and positioning as a credible youth-led development actor in Bangladesh.

Educational Qualification

·     Bachelor's or Master's degree in Accounting, Finance, Business Administration, Management, or any relevant discipline from a recognized university.

·     Professional training or part qualification in accounting, finance, or procurement (CA-CC, ACCA, CIMA, ICMAB or equivalent) will be considered an advantage.

Experience Requirements

·     Minimum 1-2 years of finance and administration experience in an NGO or INGO, including direct responsibility for donor financial reporting.

·     Experience managing a donor-funded project budget, with responsibility for budget-versus-actual monitoring.

·     Experience administering sub-grants or monitoring partner finances, including verification of partner expenditure.

·     Experience running competitive procurement and contracting from specification through to payment.

·     Working knowledge of NGO Affairs Bureau processes and Bangladesh statutory requirements for NGOs.

 

Required Skills-

• Proficiency in accounting software (Tally, QuickBooks, or similar) and advanced Microsoft Excel.
