Responsibilities & Context:
Accountabilities
• Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
• Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
• Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
• Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
• Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
• Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment
MSF Section/Context Specific Accountabilities
Facility Management
• Under supervision, the staff is expected to accurately use MSF’s asset management tools and software to update asset records, track asset movements, and support routine asset checks, ensuring data accuracy and compliance with MSF procedures.
• Assist in the identification and proper labeling of equipment, following MSF’s equipment management policy and tagging procedures, with guidance from the supervisor.
• Support the filing and archiving of asset-related documents (delivery notes, transfer forms, disposal requests, maintenance and service information) in line with MSF standards, ensuring completeness and accessibility under supervision.
• Ensure E-prep food, logistic items stored & up to date
• Monitor all the property in the base & report immediately if any incident happened
Management of Offices and Workplace Safety
• Under supervision, the staff is expected to identify common safety hazards (e.g., electrical risks, trip hazards, poor ventilation) within MSF premises and support the implementation of basic preventive measures or solutions, such as placing warning signs, reporting unsafe conditions, or using personal protective equipment (PPE) correctly.
• Assist in routine safety checks of facilities and equipment, helping to ensure compliance with MSF safety standards, and report observations or incidents to the supervisor for follow-up.
• With guidance from a supervisor, ensure preventive maintenance related to technical services in buildings, including:
o Electrical systems (e.g., replacing bulbs, checking outlets)
o Plumbing (e.g., unclogging drains, inspecting leaks)
o HVAC or ventilation (e.g., cleaning filters, checking fans)
o Structural upkeep (e.g., small repairs, repainting)
o Assets services and repairs (e.g., Washing machines, A/C, Inverters)
o Ensure Fire extinguishers and smock detectors well functioned & up to date
o Ensure all water tank, filters, pumps are cleaned according to protocols
Transport and Mechanic
• Under supervision, the staff is expected to correctly use MSF standard transport and maintenance documents and tools, including:
o Logbook: Assist in properly filling out daily vehicle usage including fuel monitoring.
o Work Sheet: Support in documenting mechanical work done.
o Daily and Weekly Checks: Participate in basic routine inspections of vehicles (oil, coolant, brakes, lights).
o Service A & B: Assist in performing or documenting routine maintenance tasks, as instructed.
Energy
Apply Basic Safety Principles in Electrical Work:
Under supervision, the staff is expected to recognize and prioritize the three key principles in electrical work:
o Safety: Identifying and avoiding hazards (e.g. exposed wires, overloaded circuits).
o Protection: Ensuring that electrical installations are protected against damage or misuse.
o Continuity of Service: Supporting quick restoration of power supply in case of interruptions.
• Follow a logical step-by-step procedure, under supervision, to detect and report simple electrical issues, such as non-functioning lights, tripped breakers, or voltage fluctuations.
• Demonstrate a working understanding of basic electricity laws, such as:
o The relationship between volts, amps, and watts.
o The difference between AC (Alternating Current) and DC (Direct Current).
o Apply these concepts under supervision during installations and maintenance.
• Under guidance, help to assemble and install basic electrical setups using MSF standard kits, including:
o Lighting kits for rooms or outdoor areas.
o Small generators for emergency or backup supply.
o Basic inverter/charger systems for regulated power supply.
• Assist in performing regular checks on electrical installations and devices (cables, outlets, batteries) and support timely reporting of anomalies.
Log Management
• Ensuring that all record sheets and books related to logistical maintenance are always completed. Prepare necessary reports before and after any repair or required maintenance.
• Providing day-to-day Technical support and presenting MSF standards, policies, protocols and procedures to all users. When needed, liaise with the Technical Logistic Manager for 2nd line support to ensure any incidents or problems that cannot be solved at his/her level are appropriately escalated
• Create a Balance of good relationship with property owners & local authorities
• Maintain record of the expenses incurred by logistics for clear budget plan
• Ensure and promote teamwork to the entire team member in Base (drivers, Watchmans and Maintenance Agent)
• Daily update Job request tools & assign the right executor accordingly as per the job request & following up with the executor, requestor
• Performing any other tasks, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.
Construction and renovation
• Responsible for checking all facilities like Central warehouse, Office & Guest house for maintenance/ renovation work
• Together with logistics manager ensures all construction and rehabilitation activities in offices and houses are done accordingly.
• Help carry out basic renovation or construction tasks for simple structures (such as temporary shelters, small buildings, or basic facility upgrades) by following MSF procedures and instructions from a supervisor.
• Learn and use the MSF construction reference tools and guides under supervision. Follow standard steps for small construction projects, such as preparing foundations, walls, or roofing.
• Be able to explain in simple terms what MSF requires before starting a construction project (such as safety checks, permissions, drawings, and list of materials), with guidance from a supervisor.
• Under supervision, draw basic building layouts or diagrams to show how a room, wall, or structure will look. These sketches should help explain the plan clearly to others.
• Be able to recognize what materials are needed for a construction task (cement, wood, nails, roofing sheets, etc.) and help prepare a simple materials list under the guidance of a supervisor.
• Always follow safety rules on construction sites, including wearing the correct safety gear (helmet, gloves, boots) and reporting any hazards or problems to the supervisor.
Safety
• Applies MSF safety policies and tools with few mistakes, under regular supervision and guidance.
• Be able to describe in simple terms what safety means for MSF protecting staff, patients, property, and ensuring a secure working environment.
• Help put into action the safety plan for the project (e.g., emergency exits, fire extinguishers, communication protocols). Follow instructions to make sure safety rules are respected at all times.
• Know the basic actions to take during an emergency (like evacuation or shelter-in-place) and be able to explain these steps to others with support from supervisors.
• Ensure Fire extinguishers well functioned & up to date
• Ensure Fire service number, authority number always up to date posted in notice boards
• Ensure E-prep food, logistic items stored & up to date

WATSAN
• Applies MSF policies and tools, implements processes with few mistakes. Works under regular supervision and support.
• Be able to explain in simple words how clean water, good hygiene, and proper waste management help prevent diseases and protect the health of patients, staff, and the community.
• With guidance, learn how to calculate the basic amount of water and latrines needed for health facilities or temporary camps, using MSF tools and standards.
• Under supervision, assist in setting up a basic water network using MSF standard kits. This includes:
Setting up motorized pumps
Connecting bladders (large water storage tanks)
Laying simple pipelines for water distribution
Know the steps to safely mix chlorine with water to make it safe for drinking (batch chlorination), using correct measurements, tools, and personal protection.
Monitoring & ensure the water quality in all the locations
Ensure all water tank, filters, pumps are cleaned according to MSF standard
Ensure the enough drinking water reserve in all facility in the Base
Reporting
• Providing regular technical activity reports for the sites under his/her responsibility to the Technical Logistic Manager
• Immediately informing the line manager of any problems that arise in the course of the work, particularly with regard to damage, loss, theft or attempted break-ins
Monthly reporting about all of the Logistic activity to the line manager in time.
