Responsibilities & Context:

The Workforce Mobilizer will mobilize, orient and support eligible youth, young women and workers to access skills development, employment pathways, workplace support services and other opportunities under the “Ensure Decent Employment through building Capacity, Equality, Networks and Transitions (DECENT) project. The position will serve as an important link between workers, communities, participating enterprises, training providers and employment opportunities.

Key Responsibilities

Workforce Mobilization

• Identify and mobilize eligible youth, young women, workers and sponsored-family members from target communities and participating enterprises.

• Conduct outreach and orientation sessions on project opportunities and services.

• Support participant registration, screening, profiling and database management.

• Maintain regular communication with participants throughout their engagement with the project.

Skills and Employment Linkages

• Support worker skills mapping and profiling.

• Facilitate career counselling, training enrolment, skills recognition and employment referrals.

• Connect workers and youth with participating factories, employers, training providers and relevant institutions.

• Follow up with trainees and jobseekers after training or placement to track employment and retention.

Worker Support

• Provide orientation on decent work, workplace safety, worker rights, health protection and available support services.

• Support implementation of the Worker Health Security & Insurance Access initiative, including participant orientation, enrollment and follow-up.

• Identify barriers faced by workers in accessing employment, training or workplace services and refer them to appropriate support.

Workplace Engagement

• Maintain regular coordination with factory focal points.

• Support worker feedback and workplace improvement mechanisms.

• Assist with worker-management dialogue, mentoring/buddy initiatives and other worker engagement activities.

• Support gender-responsive and youth-friendly workplace interventions.

Monitoring and Documentation

• Maintain accurate participant records and tracking information.

• Collect participant feedback and field-level information.

• Document success stories, employment transitions and learning.

• Provide regular field updates to the Project Officer and Assistant Project Manager.

Safeguarding and Inclusion

• Ensure participant engagement follows safeguarding, confidentiality, gender equality and non-discrimination principles.

• Maintain respectful and professional relationships with workers, employers and community members.

• Ensure vulnerable participants are appropriately referred to relevant services where required.
