Experience:

● Have previous experience in camp management. General technical knowledge of camp management, building community resilience, protection of civilians, human rights, health programming, WASH, or education.
● Familiarity with UN and multilateral donors; Previous work experience with UNHCR a plus
● Demonstrated of protection, community resilience or social accountability models of governance, refugee issues, human rights - technical knowledge in any or all of these sectors is an advantage year of experience managing development/relief programs at an international level.
● Strong diplomacy and proactive problem-solving skills required.
● Experience in logistics, planning, procurement, and management of field operations
● Excellent analytical/ problem-solving skills and detail-orientation
● Excellent English communication skills (oral and written)

Purpose:
The Camp Manager is responsible for the overall management of assigned refugee camps, ensuring effective coordination among humanitarian agencies and service providers. The role provides leadership across key sectors, supports emergency response, ensures accountability to affected communities, and maintains strong coordination with the CiC, government authorities, humanitarian partners, and refugees.
Key Responsibilities:
Responsible for overall coordination/management of camp staff and activities, including CCCM, community engagement, infrastructure, WASH, protection, distributions, logistics, finance, and administration. Maintains coordination with stakeholders and open communication with the refugee community.
Camp Management and Coordination
Supervise camp activities and staff across shelter, community mobilization, protection, CCCM, WASH, education, and distributions; establish and oversee camp-level sector coordination in line with policies, standards, and legal requirements.
Serve as the focal point for CiC, UNHCR, service providers, and humanitarian partners to ensure effective coordination and service delivery; participate in government-led camp coordination, advocating for resources, protection, and essential services; conduct regular assessments to identify service gaps and protection needs, and advocate for appropriate action.
Leadership and Team Management
Manage diverse teams, promoting performance, humanitarian principles, and a positive work culture; promote teamwork, inclusion, and compliance with code of conduct and protection standards; build staff capacity in line with global camp management practices.
Represent camp management in local, ISCG, and RRRC forums, advocating for humanitarian priorities.
Emergency Preparedness and Response
Lead camp emergency preparedness, response, early warning, contingency planning, emergency supplies, and disaster risk reduction measures.
Community Engagement and Accountability
Promote community participation and accountability through inclusive governance, feedback mechanisms, and support to refugee-led initiatives.
Core Humanitarian Standards and Quality Assurance
Uphold CHS principles, promoting accountability, respect, inclusion, transparency, and ethical conduct across camp operations.
Monitor service quality and compliance with humanitarian standards, using feedback and M&E to drive continuous improvement.
Operational Oversight and Compliance
Oversee finance, administration, logistics, quality assurance, and procurement, ensuring compliance with organisational and donor requirements; ensure proper maintenance, repair, and construction of camp infrastructure, including effective management of related contracts and services.
Reporting, Documentation, and Communication
Prepare timely and accurate project reports, including narrative, indicator, financial, and donor reports, while maintaining comprehensive camp documentation and communications, including service mapping, beneficiary records, incident logs, and key stakeholder updates, to ensure accountability and effective progress tracking.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
