Academic Qualifications:
Master’s degree in Development Studies, Business Administration, Management, Economics, Labour Studies, Industrial Relations, Social Sciences or a relevant discipline.
Additional training in enterprise development, decent work, labour standards, HR, skills development, gender or productivity will be an advantage.
Experience:
Minimum 5 years of relevant professional experience in enterprise development, private-sector engagement, decent work, workforce development, labour/HR, skills development or development projects.
Experience working with RMG, light engineering, food processing/F&B or other manufacturing enterprises is highly desirable.
Experience in management engagement, capacity building, assessments, action planning and stakeholder coordination.
Direct working experience at the national level, particularly engagement with the Bangladesh Technical Education Board (BTEB) and the National Skills Development Authority (NSDA) on decent work and labour rights issues, will be considered an added advantage.
Experience with donor-funded projects is an advantage.

The Assistant Project Manager will provide technical and operational leadership for enterprise engagement, decent work, workforce development, and workplace improvement interventions under the “Ensure Decent Employment through building Capacity, Equality, Networks and Transitions (DECENT) project. The position will work closely with enterprise/factory owners, management, HR/compliance teams, workers, and relevant institutions to promote practical, gender-responsive, youth-friendly, climate-resilient, and environmentally responsible workplace systems within Dhaka South City Corporation (DSCC).
Key Responsibilities:
Project Planning and Implementation
Support the Project Manager in overall planning, implementation, and monitoring of DECENT Project activities.
Lead the development of enterprise engagement plans and support onboarding of approximately 10 participating factories.
Onboard enterprise considering the concept of the project and support to the senior management of Sajida Foundation to execute the MoU signing process.
Ensure project interventions are implemented according to approved work plans, budgets, quality standards, and donor requirements.
Identify implementation risks and recommend timely corrective actions.
Enterprise Development and Decent Work
Lead enterprise-level needs, capacity and risk assessments covering decent work, OSH, gender equality, safeguarding, climate risks, resource efficiency and workforce development.
Develop practical enterprise improvement plans in consultation with factory management and relevant stakeholders.
Provide technical support on decent work, responsible business practices, worker wellbeing and workplace relations.
Promote practical workplace improvements that can contribute to productivity, worker retention, reduced absenteeism and improved workplace efficiency.
Support factories in identifying low-cost opportunities for resource efficiency, waste reduction and environmental improvement.
Gender, Youth and Workplace Systems
Support development of gender-responsive HR practices and youth-friendly workplace approaches.
Provide technical guidance on prevention of workplace harassment and GBV, grievance mechanisms and worker feedback systems.
Support initiatives promoting women's participation in supervisory and leadership roles.
Promote inclusive workplace practices for young workers and women workers.
Skills and Employment
Lead skills mapping, career pathway and workforce development initiatives with participating enterprises.
Facilitate linkages between employers, skills providers, NSDA and other relevant institutions.
Support skills recognition, RPL, training and employment transition initiatives.
Promote employer-led training and skills-upgrading approaches.
Climate Resilience and Business Continuity
Support factories to identify workplace climate risks, particularly heat stress and operational disruptions.
Facilitate practical climate-resilience, resource-efficiency and business-continuity measures.
Support environmentally responsible workplace practices.
Capacity Building and Knowledge Management
Design and facilitate capacity-building sessions for management, supervisors and workers.
Develop or contribute to training materials, tools, workplace scorecards and guidance materials.
Document good practices, case studies, lessons learned and scalable enterprise solutions.
Coordination and Reporting
Maintain constructive relationships with factory owners, management, HR, compliance personnel, workers and external stakeholders.
Represent the project in relevant industry, skills and decent-work forums when delegated.
Contribute to donor reports, project reviews, budgets, monitoring and learning activities.
