Experience:
Master's degree in Development Studies, Social Sciences, Rural Development, Public Administration, Business Administration, Economics, or any other relevant discipline.
Experience Requirements –
Minimum 6 years of professional experience in development and/or humanitarian programmes.
At least 4 years of experience in managing donor-funded projects of a similar nature, including supervisory responsibilities.
Demonstrated experience in livelihoods, market systems development, emergency preparedness and response, or resilience programming.
Previous experience in the Rohingya humanitarian response will be considered a strong advantage.
Experience working with international NGOs, UN agencies, DFAT, FCDO, USAID, ECHO, or other major donors will be preferred.

Working Conditions:
The position is field-based in Ukhiya Cox's Bazar, with frequent travel to refugee camps and host community locations. The incumbent may be required to work beyond regular office hours during emergencies, disaster response, or critical project implementation periods.

Organizational Brief: The Center for Natural Resource Studies (CNRS) is a prominent environmental non-governmental organization (NGO) in Bangladesh, established in 1994. Since its inception, CNRS has actively engaged in its mission and has garnered recognition from various local, national, and international stakeholders, including government bodies and funding agencies, by showcasing innovative approaches and delivering significant learning outcomes.
Project Background: CNRS, in partnership with the International Rescue Committee (IRC) and with financial support from the Australian Department of Foreign Affairs and Trade (DFAT), is implementing the "Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox's Bazar" project. The project aims to strengthen the resilience and protection of Rohingya refugees and vulnerable host communities by improving market-oriented livelihood opportunities and enhancing emergency preparedness and response systems. The project adopts an innovative market linkage approach where refugee producer groups are connected with host community enterprises and private sector buyers, while simultaneously strengthening disaster preparedness, community resilience, and locally led humanitarian response.
Job Purpose: The Project Coordinator will provide overall leadership, technical oversight, strategic planning, coordination, implementation, quality assurance, financial oversight, monitoring, partnership management, and reporting for the IRC-DFAT supported project. The incumbent will ensure timely and quality implementation of all project interventions in accordance with donor requirements, CNRS policies, humanitarian principles, safeguarding standards, and Government of Bangladesh regulations. The Project Coordinator will maintain strong coordination with IRC, Camp-in-Charge (CiC) offices, Government departments, humanitarian coordination platforms, private sector actors, community structures, and other stakeholders to ensure efficient implementation of project activities while promoting protection, inclusion, accountability, localisation, and resilience.
Job Description / Key Responsibilities
Project Management and Leadership
Lead overall planning, implementation, supervision, monitoring, and quality assurance of project activities.
Develop annual, quarterly, and monthly implementation plans and ensure timely achievement of project targets.
Supervise project staff and provide technical guidance, mentoring, and performance management.
Ensure compliance with IRC, DFAT, CNRS, and Government of Bangladesh policies and procedures.
Livelihoods and Market Systems Development
Lead implementation of market-driven livelihood interventions for vulnerable refugee and host communities.
Oversee feasibility assessments, beneficiary selection, vocational skills development, establishment of production centres, and business development initiatives.
Strengthen market linkages with private sector buyers and facilitate sustainable business partnerships.
Ensure transparent pricing mechanisms, ethical payment systems, and equitable income distribution.
Promote disability inclusion, women's economic empowerment, and climate-resilient livelihood approaches.
Emergency Preparedness and Response (EPR)
Lead implementation of community-based emergency preparedness and disaster risk reduction activities.
Oversee contingency planning, risk assessments, simulation exercises, evacuation drills, and community preparedness initiatives.
Support development of community-led disaster risk mitigation plans and strengthen emergency response systems.
Coordinate capacity-building programmes for community volunteers, frontline responders, and local institutions.
Coordination and Partnership
Maintain effective coordination with IRC, Camp-in-Charge (CiC) offices, RRRC, Upazila Administration, government departments, humanitarian sectors, and development partners.
Represent CNRS in coordination meetings, technical forums, and stakeholder consultations.
Strengthen collaboration with private sector actors, community organizations, and local service providers.
Monitoring, Reporting and Compliance
Ensure timely preparation of quality narrative reports, work plans, budgets, and donor reports.
Monitor project progress against agreed indicators and recommend adaptive management measures.
Ensure proper documentation of achievements, lessons learned, success stories, and best practices.
Support financial monitoring, procurement planning, audits, and compliance with donor regulations.
Safeguarding and Inclusion
Ensure integration of safeguarding, Protection Mainstreaming, Gender Equality, Disability and Social Inclusion (GEDSI), Accountability to Affected Populations (AAP), and Do No Harm principles throughout project implementation.
Promote safe programming and uphold humanitarian principles and ethical standards.
