Job Context:
∎ IRC is seeking Government Liaison Officer for its Bangladesh Country Program, based in Ukhiya with very frequent travel to program locations. Government Liaison Officer will closely work with Field Coordinator to ensure the day-to-day functionality of govt. Liaison department.
∎ Under the direct supervision of Field Coordinator, this position is expected to support IRC operations (Rohingya response & Host) in Cox Bazar in terms of managing government relationships (at Camps and different Upazila administrative levels) and ensuring legal compliances set by NGO Affairs Bureau, Cox’s Bazar DC Office & RRRC office, Govt. Intelligence departments.

∎ Workstation : Ukhiya Office

Job Responsibilities:
∎ Camp In-charge and RRRC liaison:
∎ Maintain and establish a good professional relationship with CIC and officials. • Frequent visit with CIC Offices where IRC programs are excised.
∎ Track all approval issues based on FD7, UN-PD.
∎ Process and manage relevant approval issues that are not in mention FD7 & UN-PD.
∎ Facilitate, guide, and strengthen staff capacity following RRRC, DC, UNO, CIC office rules and regulations.
∎ Represent the organization to talk with CIC office/s and mitigate critical issues raise by CIC office.
∎ Support to submit need assessment papers to CIC Office in a timely.
∎ Ensure the documents are prepared and collected from the relevant partners timely.
∎ Ensure to update all Camps approval to CIC office.
∎ Support program team for any kind of approval/recommendation in Camps/UNOs level.
∎ Ensure that IRC operates in Camps following all legal compliances set by CIC, GoB in a timely and quality manner. This includes but is not limited to submitting of (i) Approved FD documents to CIC and UNO; (iii) Support to programs on Project closure formalities from CIC office.
∎ With the support of supervisor, maintain an up-to-date tracking sheet of all legal requirements for every project, timely updating and proactively communicate with Camp focal for pending approvals/issues for camp level.
∎ Will work with RRRC office for any communication or approval issues as per need.
∎ Local Administrations Liaison:
∎ Proactively liaison with the govt. agencies (UNO Office, CS, UFPHO, Upazilla Health Complex, DGFI, SB, DSB) for ensuring different documents submission and approval processes.
∎ Ensure that the documents are prepared and collected from the relevant Partners for required submission to concern places.
∎ Participate NGO coordination meeting with UNO Offices
∎ Ensure update daily relief distribution status to the Govt. bodies and Receive permission of relief materials distribution permission.
∎ Based on the advice from the supervisor, will attend various relevant external meetings in (UZ, Union and camp level) to represent IRC as well as support program and support staff to provide translation services.
∎ Support program team for any kinds of approval/recommendation in UNOs level.
∎ Develop a sound knowledge of IRCs global presence as well as activities and strategy in Bangladesh in order to accurately represent the organization in liaisons with the GoB
∎ With the support of a supervisor, maintain up-to-date tracking sheet of all legal requirements for every project, timely updating and proactively communicate with Camp focal for pending approvals/issues for camp, UNO, Upazila & Union level.
∎ Act as the Teknaf & Ukhiya-based focal point for managing all inquiries from various relevant GoB offices at all levels (UNO, Camps, UZ and Union etc.)
∎ Regular follow-up with UNOs Office for Local Administration Certificate (Project closure certificate).
∎ Build excellent working relationships and maintain regular communication, coordination and
∎ provide updates to UNO, CIC, and relevant GoB offices on the work of IRC.
∎ Documentation and Reporting:
∎ Organize and store all documents in the proper place.
∎ Track all the FD7 and maintain standard documentation for keeping a record of all approval and govt. necessary letters.
∎ Coordinate to collect FD7 activity progress report and take N/A for submitting to the local administrations.
∎ Prepare and collect all FD7 related documents for CLA (Certificate from Local Administrations) purpose.
∎ Support to provide reports for expatriate VISA issues.
∎ Others:
∎ Work closely with Manager-Government Liaison and Administration to ensure all paperwork is completed and submitted in a timely manner
∎ Short term covers the position of Manager (Government Liaison and Administration) in absence in IRC Cox’s Bazar office
∎ Undertake other responsibilities as assigned by the supervisor

Additional Requirements:
∎ Age 18 to 60 years
∎ Minimum of three years of professional experience of working in a similar role with I/NGO.
∎ Preference to those who have worked in a similar role with International NGO.
∎ Have experience in multi program’s coordination.
∎ Practical working experience on FD7, FD6, FC-1 and UN-PD
∎ Excellent and demonstrated knowledge of legal compliances set by CIC, RRRC, DC, and UNO Offices.
∎ Excellent understanding of govt. structure (UZ, Union, and Rohingya camp) relevant to the operation of NGOs in Bangladesh.
∎ Excellent understanding of govt. protocol and communication.
∎ Strong interpersonal skills and ability to act professionally and diplomatically on behalf of the IRC,
∎ Including representation in high-level meetings.
∎ Excellent command of Bangla language (writing, reading, and speaking). • Good communication skills in the English language.
∎ Good command over MS office, especially in Bangla typing skills.
∎ Practical experience in writing letters align with govt. office protocol
∎ Proactive, a good teammate, and ability to work under pressure.
∎ Must be able to work independently and possess good time management skills.
