Responsibilities & Context:
∎ In coordination with BDRCS counterparts and under the supervision of the Project Manager/ Programme Coordinator, the Officer should ensure and maintain effective communication and liaison with project related counterparts and other relevant stakeholders.
∎ Facilitate capacity-building activities, training and awareness campaigns on disaster preparedness, response, and recovery.
∎ Support the PM/PC in the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project in Cox’s Bazar.
∎ Conduct assessments to identify risks, vulnerabilities, and capacities of communities in relation to disasters.
∎ Design interventions that address the root causes of vulnerability and promote resilience.
∎ Should be able to take lead or provide technical support to BDRCS on various field level activities such as community mobilisation, community consultation, anticipatory actions to be agreed with targeted unions/wards and camps.
∎ The Officer-DRR should be able to organise government (camp, ward, union, upazila, etc.) and non-government (humanitarian actors, development workers, private sector, academe, etc.) meetings in the targeted areas of Cox’s Bazar
∎ The Officer-DRR should be able to build liaison with project stakeholders and develop programme briefs and share with PM/PC on monthly basis and as required.
∎ Officer-DRR should be able to develop daily updates and submit monthly reports based on the project progress and report any implementation constraint /challenges/opportunities/solutions in the field.
∎ Maintain necessary communication to facilitate effective coordination for project delivery with volunteers and BDRCS counterparts on regular basis.
∎ Monitor and supervise technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met;
∎ Lead the team along with BDRCS counterparts in organizing workshops, meetings/ sessions, trainings, rallies, awareness raising and competitions, etc. at various levels or anywhere as required by the PM/PC in Cox’s Bazar;
∎ Support organizing risk assessments, planning, drills and simulations at ward level in coordination with BDRCS and relevant authorities;
∎ Able to assist in designing, implementing and monitoring small scale mitigation measures;
∎ Work with Disaster Management Committees, Camp authorities, camp focal, and other relevant stakeholders for defined project activities and to ensure a linkage between different stakeholders of the project;
∎ Collaborate with other Partners of the project (IFRC, BDRCS, etc.) at field level and work in synergy
∎ Effectively participate in coordination meetings with government and other DRR actors as directed by the PM/PC
∎ Build strong interface and liaison with key departments of Cox’s Bazar such as, Upazila Niribahi/Mayor’s office, Project Information Office, etc.; and
∎ Provide technical and administrative support to other GRC interventions in Cox’s Bazar as required.
∎ Purpose:
∎ The Officer -DRR is responsible for leading and coordinating project aimed at reducing the impact of disasters to camp and host communities. He has the responsibility of implementation of Project activities in coordination with the other team members and in close coordination with BDRCS counterparts (Cox’s Bazar Unit, Population Movement Operation [PMO] and Myanmar Refugee Relief Operation [MRRO]) in Cox’s Bazar.
∎ The Officer-DRR will work closely with BDRCS counterparts in PMO and Cox’s Bazar Unit and in consultation with Project Manager/Programme Coordinator and be responsible for implementation of the project DRR activities in Cox’s Bazar and implementing strategies to enhance preparedness, mitigation, and resilience to natural and man-made hazards. The incumbent will work closely with stakeholders to develop and execute DRR initiatives that address the specific needs and vulnerabilities of the target population.
∎ The Officer-DRR will ensure adherence to GRC, IFRC and BDRCS standards, policies and regulations. He/she is responsible for day-to-day progress and implementation of the project, ensuring that work plan is well understood and implemented accordingly with the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running of the project.
