Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
∎ Since August 2017, the influx of Rohingya refugees into Cox's Bazar has required an emergency response aligned with CARE's humanitarian mandate to support crisis-affected populations. CARE is addressing the crisis across sectors, including Protection , Health , WASH, and SMSD. The AHP Consortium, comprising three INGOs and four NNGOs, aims to enhance the response for both Rohingya and host communities. As the lead agency, CARE oversees program planning, field execution, quality control, monitoring, and strategiccoordination with consortium partnersCARE is recruiting a Team Leader for a DFAT-funded, multi-year project to lead and ensure effective coordination, management, and quality implementation of emergency operations in Cox's Bazar.
∎ Cox's Bazar, one of Bangladesh's poorest districts, faces severe challenges due to frequent natural disasters. cyclones, floods, and landslides increase local vulnerability. The situation worsened in 2017 when over 902,984 refugees (201,150 households) from Myanmar settled in Ukhia and Teknaf. The host community initially showed great generosity, sharing resources with the refugees. However, the prolonged refugee presence has strained already scarce resources, impacting both communities' well-being and livelihoods and leading to deteriorating relations and heightened vulnerability.
∎ The region faces severe disaster risks, with precipitation three times the global average, increasing the likelihood of flash flooding. Over 40% of homes fail to meet Sphere standards, leaving them vulnerable to damage from strong winds, rain, and floods. Land degradation, including the daily removal of over 700 metric tons of firewood, causes significant topsoil loss, while inadequate waste disposal and drainage systems heighten the risks to homes and communities. Local response plans are also insufficient to provide protection. In response, CARE Bangladesh is delivering disaster risk reduction (DRR) services and improving infrastructure for displaced Myanmar nationals in Ukhia, Cox's Bazar, working closely with the Office of Refugee Relief and Repatriation Commission (RRRC) and the Camp in Charge (CiC). With extensive experience in site management and development, CARE aims to ensure a safe and dignified life for both refugees and host communities in this challenging environment.
∎ Therefore, Resilience Officer - DRR will lead disaster readiness, emergency preparedness, and community resilience-building activities under the supervision of the project manager. He/she will supervise all disaster risk reduction (DRR) and resilience-related activities under the project, including conducting risk assessments, developing and implementing disaster preparedness plans, and organizing training sessions and awareness-raising events. He/she will also be responsible for proper documentation, reporting and for, upholding CARE Bangladesh's values and ensuring programming and organizational principles.
