Education:
  • Bachelor’s in Agriculture is required. A Master’s in Agricultural Science (Horticulture) is preferred.

  • Candidates with a Master’s in other fields may also be considered if they have proven experience in homestead gardening, mushroom production, aquaculture, poultry rearing, seedling/sapling production, as well as beneficiary selection, training, and input distribution.

  • Minimum 5 years of experience in agricultural livelihood and skills development programming, market-based approaches, and enterprise development.

  • Proven expertise in program planning, implementation, budgeting, financial management, staff management, report writing, and monitoring & evaluation.

  • Strong management skills with the ability to provide strategic guidance, technical oversight, mentor staff, build effective teams, develop workplans, and manage budgets.

  • Candidates with prior experience working in the Rohingya refugee camps will be given preference.

  • Ability to work under pressure, particularly during emergencies.

  • Good communication skills and experience in working with community people.

  • Proficient in MS Word, Excel, PowerPoint, and other relevant software.

  • Excellent English communication and report-writing skills.

Scope of the Role: CARE Bangladesh, as an implementing partner of WFP, is implementing the Green Skills Development (GSD) in Camps project to enhance supplementary food security, improve household nutrition, and promote environmentally sustainable livelihoods among Rohingya refugee communities in Cox’s Bazar. The project supports nutrition-sensitive agriculture through homestead gardening, community-managed aquaculture, mushroom cultivation, seasonal agricultural input assistance, nutrition-sensitive cooking demonstrations, and inclusive cash-based transfers.
The project aims to expand homestead gardening to 10,500 households, community-managed aquaculture to 500 households, and mushroom cultivation to 50 households across Rohingya camps in Ukhiya. It promotes climate-smart and resource-efficient agricultural practices, including sack and vertical gardening, poultry rearing, seedling and sapling production, kitchen composting, ginger and turmeric cultivation, hydroponics, aquaponics, and Tricho-compost production. In addition, the project pilots and scales up innovative agricultural technologies and sustainable livelihood solutions to strengthen household resilience, improve dietary diversity, and foster environmental stewardship within the refugee camps.
The Technical Officer is responsible for the overall planning, coordination, technical oversight, and quality implementation of all Green Skills Development (GSD) project interventions within the assigned Camp. The position provides technical leadership and capacity building to project staff, community participants, and youth volunteers while ensuring effective coordination with Camp Administration, WFP, different sector, and other stakeholders. The incumbent leads beneficiary mobilization and the transparent implementation of agricultural input and cash-based transfer (CBT) distributions in accordance with approved SOPs. The role also ensures timely planning, monitoring, reporting, documentation, and compliance with organizational and donor requirements, while promoting innovation, teamwork, accountability, and sustainable, nutrition-sensitive agricultural practices. He/she needs to move to Camp households regularly.
