Scope of the Role:

• Cox’s Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Ukhia, and Teknaf. Despite limited resources, the local host community population welcomed the arriving refugees during the fall of 2017, sharing food, shelter, and supplies. However, the refugees’ extended presence has strained the community’s already scarce resources. Within the sub-region, the residents of Ukhia and Teknaf have been particularly affected, with 336,000 residents directly impacted by the refugee influx, leading to a deterioration of relations between these host community members and the refugees. The region is highly prone to natural disasters; it experiences regular cyclones, floods, and landslides with triple global average precipitation. Both individual homes and community shelters are weak and in disrepair. Over 40% of households do not meet Sphere standards; they are overcrowded, weak and highly susceptible to damage and destruction by strong winds, rain, and flooding. Land degradation, including the removal of over 700 metric tons of firewood daily from the area, has led to a loss of topsoil, coupled with the heightened risk of flash flooding, has increased the potential resulting destruction. The accumulation of improperly disposed waste and poor pre-existing drainage systems aggravate these risks and increase the likelihood of damage to host communities’ houses. Furthermore, community response plans and structures are ill-equipped to safeguard or offer substantive protection.

• CARE Bangladesh is providing life-saving NRM/DRR services and site improvement and shelter infrastructure to forcibly displaced Myanmar nationals in Camp’s, Ukhia sub-district, Cox's Bazar. With support from IOM, CARE Bangladesh has acted as the Site Management Support Agency (SMSA) for Camp 16 since November 2017. Since then CARE has undertaken various Site Management (SM) and Site Development activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC), to ensure a safe and dignified life for the people residing in multiple camp. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to different service providers, camp operations, Disaster Risk Reduction (DRR), and site improvement works.

• The Construction Engineer will be responsible for the planning, implementation, supervision, and quality assurance of CCCM-DRR-related infrastructure and shelter activities in the Rohingya refugee camps. This includes the construction and improvement of small bridges, roads, pathways, stairs, slope stabilization works, drainage systems, drainage cleaning, tree plantation, shelter construction, and distribution of shelter materials. S/he will conduct comprehensive shelter needs assessments and support site planning and site development for upgraded CCCM-DRR interventions and community infrastructure. The Construction Engineer will directly supervise construction works and ensure that all activities are implemented in accordance with approved technical specifications, guidelines, drawings, and humanitarian standards for upgraded and durable/mid-term shelters and other infrastructure facilities at both camp and household levels. In addition, s/he will be responsible for proper planning, monitoring, follow-up, and reporting of shelter and site improvement activities, while ensuring a high standard of workmanship, safety, and quality throughout all construction interventions.

II. Responsibilities and Tasks: % of Time

Responsibility # 1: Supervision of Construction Activities: 40%

• Oversee the design and construction of CCCM-related infrastructure, such as: constructing Slope Protection/Stabilization, Pedestrian Pathway, Bamboo bridges, Stair, small retention walls, drainage, Drainage cleaning, Tree plantation, Shelter construction, Shelter materials distribution(SUM), Conduct Community-Based Multi-Hazard Awareness and Preparedness Sessions etc

• Ensure work follows approved designs, technical drawings, and environmental guidelines.

• Coordinate labor, equipment, and materials to maintain efficient workflow.

• Address on-site issues and provide solutions to construction challenges.

• Provided technical support on pre-position of contingency shelter Kits & NFI to address upcoming monsoon and Cyclone hazard

• Implement technical direction and ensure high technical quality of projects matched with ISCG shelter and site improvement guide line;

• Liaise and collaborate with relevant local authorities and other key stakeholders.

• Prepare detailed designs, drawings, specifications, bills of quantities (BoQ), Tender documents and material lists for all shelter, NFIs and infrastructure related works.

• Prepare a detailed implementation work plan in consultation with project staff and line management and maintain regular tracking with necessary adjustments to ensure timely completion of all shelter and site improvement infrastructural related projects.

• Work with other sectors staff to promote integrated programming across sectors in order to maximize the impact of the CARE response and recovery programming and avoid knowledge and performance gaps.

Responsibility # 2: Quality Control & Compliance: 30%

• Coordinate and supervise construction works of shelters, site improvement and other infrastructures related projects.

• Follow up, inspect and ensure project materials are delivered in field in a timely manner.

• Activities which are implemented by contractors are monitored for quality assurance/control.

• Inspect construction materials (cement, soil, gravel, timber) to ensure quality and sustainability.

• Conduct site inspections and audits to verify adherence to technical standards.

• Ensure compliance with environmental regulations, donor requirements, and local construction laws.

• Identify and correct defects or inconsistencies in construction.

Responsibility # 3: Safety & Risk Management: 10%

• Implement health, safety, and environmental (HSE) standards to protect workers.

• Ensure proper use of PPE, scaffolding, and construction safety measures.

• Conduct regular safety briefings and emergency drills for workers.

• Identify and mitigate hazards such as landslides, soil erosion, or structural instability.

• Engage with community members to ensure participation and long-term ownership of infrastructure.

• Incorporate local knowledge and traditional building methods where applicable.

Responsibility # 4: Coordination & Reporting: 15%

• Maintain accurate records of materials, workforce productivity, and project milestones.

• Prepare daily or weekly progress reports for the Project Engineer and stakeholders.

• Communicate with Community, contractors, suppliers, and government agencies for project updates.

• Address construction delays by coordinating timely material delivery and workforce management.

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults: 5%
