Education:
  • Bachelor`s degree from a recognized university in Real Estate/Property Management, Business Administration, Finance, Accounting, Management, Civil Engineering, Architecture, Law, Public Administration or another relevant discipline.

  • Master`s degree and/or professional qualification in a relevant field will be an advantage.

  • Relevant professional qualifications or specialized training in Real Estate/Property Management, Valuation, Facilities Management, Project Management, Construction Management, Finance or Contract Management will be an advantage.

Required Experience, Knowledge and Skills

  • Minimum 15 years of progressive professional experience, including at least 7 years of relevant experience in estate, real estate, property, facilities or asset management.
  • At least 5 years of experience in a senior managerial or leadership position in a humanitarian, development, Red Cross/Red Crescent, UN, government, corporate and other reputable organization.
  • Demonstrated experience in managing commercial, institutional, residential or organizational property portfolios.
  • Strong practical experience in property leasing, tenancy management, rental collection and revenue generation.
  • Experience in land/property documentation, title and deed management, lease agreements and property-related legal or regulatory matters.
  • Demonstrated experience in property development, construction, renovation and/or facilities management.
  • Strong experience in contract management, budgeting, financial analysis and commercial negotiation.
  • Experience in managing multidisciplinary teams and coordinating with government authorities, tenants, developers, consultants and contractors.
  • Demonstrated ability to prepare management reports, business cases, financial projections and recommendations for senior management or governing bodies.
  • Experience in the Red Cross/Red Crescent Movement, humanitarian or development organizations, NGOs or other comparable institutions will be an advantage.
  • Strong analytical, planning, negotiation, problem-solving and stakeholder-management skills.
  • Sound knowledge of computerized information, asset/property management and reporting systems.
  • Willingness and ability to work beyond normal office hours and travel to field locations when required.

Responsibilities & Context:

Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President`s Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster relief, disaster management, responding to public health emergencies, capacity building of the vulnerable population and promoting Red Cross Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the mentioned position:

Duration of contract: 01 year (with possibility of extension upon satisfactory performance).

Reportable to: Secretary General through Deputy Secretary General.

Duty station: National Headquarters, Dhaka.

Purpose:

The Director Estate will support the Secretary General in provide effective and efficient management and utilization of BDRCS immovable properties. S/he will carry out such functions as development, utilisation, maintenance and management of BDRCS`s land and buildings. The Director will oversee that all the contract agreements are in adherence to the policies and procedures as outlined in the financial policy of Society, therefore the Director needs not only excellent technical skills but as well very good team management and training skills to manage the technical staff and projects that will be under his/her supervision.

Key Responsibilities:

  • Provide strategic leadership for the effective management, protection, development and utilization of BDRCS land, buildings and other estate assets.

  • Develop and implement estate management plans, annual work plans and budgets in alignment with BDRCS`s strategic and operational priorities.

  • Manage leasing, tenancy, rental collection, occupancy and revenue generation of BDRCS properties.

  • Ensure proper maintenance of property titles, deeds, leases, land records, valuation information and other relevant documentation.

  • Lead and monitor approved property development, redevelopment, construction, renovation and major maintenance projects.

  • Prepare property development proposals, feasibility assessments, financial projections and recommendations for consideration by the competent authority.

  • Manage property-related contracts and maintain effective relationships with tenants, developers, consultants, contractors, government authorities and other stakeholders.

  • Ensure compliance with applicable laws, BDRCS policies, financial and procurement procedures, delegated authorities and approved decisions.

  • Strengthen property asset registers, internal controls, risk management, physical verification and audit compliance.

  • Monitor estate-related expenditure and revenue performance and identify opportunities to improve asset utilization, income generation, cost efficiency and value for money.

  • Provide timely management reports, analysis and recommendations to the Secretary General, Deputy Secretary General and relevant committees.

  • Lead, supervise, mentor and develop Estate Department staff and promote professionalism, accountability and ethical conduct.

  • Perform any other duties assigned by the Secretary General or Deputy Secretary General consistent with the mandate of the position.

  • Provide strategic direction, leadership and oversight to the Estate Department and ensure effective, timely and accountable management of BDRCS properties, including:

  • Regular collection and monitoring of rent from tenants and BDRCS properties.

  • Printing and proper maintenance of money receipt books, rent collection bill books, registers and other necessary records.

  • Publication of advertisements in national dailies for rental/lease of vacant spaces, as and when required.

  • Timely submission of utility bills and other admissible property-related bills for payment.

  • Coordination and supervision of repair, renovation and maintenance activities of BDRCS properties.

  • Maintain effective liaison with the competent authorities and relevant departments on estate and property-related matters.
