Education:
  • Bachelor`s and Master`s degree in Disaster Management, Disaster Risk Reduction, Climate Change, Environmental Science/Management, Development Studies, Humanitarian Studies, International Relations, Public Administration, Social Sciences or another relevant discipline.

  • Relevant professional qualifications, specialized training or certification in disaster management, emergency management, climate risk management, humanitarian response, anticipatory action or related fields will be an advantage.

  • Candidates with demonstrated experience of working in international, multicultural and multidisciplinary humanitarian or development environments, particularly with international organizations, Red Cross and Red Crescent Movement partners, donors or development agencies, will be given priority

  • Minimum 15 years of relevant professional experience, with substantial experience in disaster risk management, humanitarian response, disaster preparedness, disaster risk reduction, climate resilience, anticipatory action or a closely related field.

  • At least 5 years of experience in a senior managerial or leadership position in a humanitarian, development, Red Cross/Red Crescent, UN, government or other reputable organization.

  • Demonstrated experience in disaster preparedness, emergency response, disaster risk reduction and/or climate change adaptation and resilience.

  • Demonstrated understanding and practical experience of anticipatory action, early warning, contingency planning and emergency preparedness.

  • Strong knowledge of humanitarian principles, disaster risk management systems and humanitarian coordination mechanisms.

  • Experience working with Government authorities, humanitarian organizations, development partners, donors and international organizations.

  • Candidates with demonstrated experience of working in international, multicultural and multidisciplinary humanitarian or development environments, particularly with international organizations, Red Cross and Red Crescent Movement partners, donors or development agencies, will be given priority

  • Demonstrated experience in strategic planning, programme development, partnership management and resource mobilization.

  • Strong leadership, coordination, negotiation and stakeholder-management skills.

Responsibilities & Context:

Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President`s Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster relief, disaster management, responding to public health emergencies, capacity building of the vulnerable population and promoting Red Cross Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Duration of contract: 01 year (with possibility of extension upon satisfactory performance).

Reportable to: Secretary General through Deputy Secretary General.

Duty station: National Headquarters, Dhaka.

Key Responsibilities

A. Strategic Leadership and Planning

  • Provide strategic leadership and technical guidance for BDRCS`s disaster risk management priorities and support the Secretary General and Deputy Secretary General in translating organizational strategies into effective departmental and operational priorities.

  • Lead and coordinate the preparation, implementation, review and updating of departmental development plans, annual operational plans, action plans and budgets in accordance with BDRCS`s approved strategic and operational planning processes.

  • Ensure that disaster risk management planning is based on risk, vulnerability and capacity assessments, emerging hazards, climate risks, lessons learned, operational evidence and changing humanitarian needs.

  • Promote integration of disaster risk reduction, preparedness, early warning, anticipatory action, emergency response, recovery and resilience across relevant BDRCS programmes and operations.

  • Support alignment of disaster risk management programmes with relevant national policies and frameworks and applicable Red Cross and Red Crescent Movement strategies and standards.

B. Disaster Preparedness, Risk Reduction and Anticipatory Action

  • Strengthen institutional and operational preparedness of BDRCS at National Headquarters and, as appropriate, support preparedness and response capacity across BDRCS Units and other operational structures.

  • Provide strategic oversight and guidance for the development, review and institutionalization of contingency plans, preparedness plans, early action protocols, anticipatory action mechanisms, emergency response arrangements and simulation exercises.

  • Promote the use of forecasting, early warning, risk information and anticipatory action to support timely humanitarian action and reduce disaster impacts.

  • Strengthen disaster risk reduction and climate adaptation initiatives aimed at reducing vulnerability and building resilience of communities, volunteers and BDRCS operational structures.

  • Promote integration of climate and other emerging risks into disaster preparedness, response planning, programme design and organizational decision-making.

C. Emergency Response and Operational Readiness

  • Provide strategic oversight and coordination for BDRCS`s preparedness for major disasters, humanitarian emergencies and other crises, in accordance with approved emergency procedures and delegated authorities.

  • Support the effective activation and functioning of appropriate BDRCS emergency coordination and response mechanisms during major disasters and emergencies.

  • Promote effective coordination among relevant departments, Units, volunteers and partners before, during and after emergencies to ensure timely, coherent and accountable humanitarian action.

  • Ensure that lessons learned from emergency operations, simulations, evaluations and reviews are incorporated into preparedness, contingency and response planning.

  • Strengthen organizational readiness for emergency information management, situation reporting, operational coordination and decision-making in collaboration with the relevant departments.

D. Programme Development, Innovation and Resource Mobilization

  • Provide strategic guidance for the development of high-quality, evidence-based and sustainable disaster risk management programmes, including disaster preparedness, risk reduction, climate resilience and anticipatory action.

  • Identify opportunities for innovation, learning, programme expansion and replication of successful disaster risk management approaches within BDRCS.

  • Support resource mobilization by contributing to strategic programme concepts, proposals and donor engagement in coordination with the relevant BDRCS departments and authorized representatives.

  • Promote effective integration of community participation, vulnerability and capacity assessment, inclusion, climate risk and other relevant cross-cutting considerations into disaster risk management programmes.

E. Coordination and External Relations

  • Establish and maintain effective working relationships with relevant Government ministries, departments, agencies and local authorities to strengthen BDRCS`s auxiliary role and disaster risk management coordination.

  • Maintain effective institutional liaison with IFRC, ICRC, other Red Cross and Red Crescent Movement partners and UN and Donar agencies on disaster risk management, preparedness, response, climate resilience and related areas.

  • Facilitate, as authorized, BDRCS representation in relevant national, regional and international coordination mechanisms, technical forums, policy discussions and professional platforms.

  • Promote effective inter-departmental coordination within BDRCS and avoid duplication of functions among departments, programmes and operational structures.

F. Performance, Learning and Accountability

  • Monitor implementation of departmental plans, priorities, targets and budgets and provide timely analysis, reports and recommendations to the Secretary General and Deputy Secretary General.

  • Promote evidence-based decision-making through effective use of monitoring, evaluation, operational data, risk information, lessons learned and programme evidence.

  • Promote systematic documentation and dissemination of good practices, lessons learned and operational experience and ensure that learning informs future planning and programme improvement.

  • Ensure that departmental activities are implemented in accordance with BDRCS policies, Standing Orders, approved plans, budgets, procedures and applicable delegated administrative and financial authorities.

  • Promote transparency, accountability, integrity, compliance and effective stewardship of organizational resources.

G. Leadership and Capacity Development

  • Provide leadership, mentoring, coaching and technical guidance to relevant staff and teams and promote continuous professional development and institutional capacity strengthening.

  • Provide technical and management inputs to relevant senior management committees, working groups and coordination mechanisms on disaster risk management matters, as assigned by the Secretary General or Deputy Secretary General.

  • Perform any other duties and responsibilities assigned by the Secretary General or Deputy Secretary General that are consistent with the approved mandate and responsibilities of the position.
