Responsibilities & Context:

Position Summary

The Clinical Coordinator will be responsible for coordinating, supervising, and ensuring the effective delivery of safe, high-quality, timely, and patient-centered clinical services at the Primary Health Care Centre (PHCC) in the Rohingya Response.

The position holder will provide overall clinical coordination and day-to-day technical oversight of PHCC services, ensuring adherence to national clinical guidelines, organizational protocols, standard operating procedures (SOPs), patient safety standards, and Infection Prevention and Control (IPC) requirements.

The Clinical Coordinator will work closely with Medical Officers, Clinical In-Charge/Medical Coordinator, Senior Staff Nurses, Staff Nurses, Midwife Lead, Midwives, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, MEAL, and other relevant teams to ensure integrated and continuous healthcare services.

The position holder will support clinical planning, staff coordination, quality improvement, patient safety, referral systems, emergency preparedness, clinical reporting, and coordination with relevant internal and external stakeholders.

Duty Station: Camp 5 & 12 Ukhiya, Cox’s Bazar

Key Responsibilities

Clinical Service Coordination & Management

  • Coordinate the day-to-day delivery of clinical and healthcare services at the PHCC.

  • Ensure safe, timely, accessible, respectful, and patient-centred healthcare services.

  • Support effective coordination among outpatient, emergency, nursing, maternal health, laboratory, pharmacy, nutrition, MHPSS, and other relevant services.

  • Ensure smooth patient flow and appropriate coordination between different service points.

  • Monitor daily clinical activities and identify service delivery gaps or operational challenges.

  • Support the development and implementation of clinical service plans and daily operational arrangements.

  • Ensure continuity of essential healthcare services.

  • Communicate significant clinical and operational issues to the appropriate supervisor.

  • Support the implementation of organizational and programme priorities within the PHCC.

Clinical Supervision & Technical Oversight

  • Provide day-to-day clinical supervision and technical guidance to assigned healthcare staff.

  • Support Medical Officers, Senior Staff Nurses, Staff Nurses, Midwives, and other clinical personnel in maintaining quality standards.

  • Monitor adherence to approved clinical guidelines, protocols, SOPs, and professional standards.

  • Conduct supportive supervision and provide constructive feedback to clinical staff.

  • Identify clinical knowledge, skills, and performance gaps and arrange or recommend appropriate support.

  • Support orientation and induction of newly recruited clinical staff.

  • Promote teamwork, professional behaviour, accountability, and respectful communication.

  • Escalate significant clinical, performance, staffing, or patient safety concerns to the appropriate supervisor.

Clinical Quality & Quality Improvement

  • Ensure clinical services are delivered in accordance with national guidelines, organizational policies, and recognized clinical standards.

  • Support the implementation of clinical quality assurance and quality improvement initiatives.

  • Participate in clinical audits, case reviews, mortality and morbidity reviews, and supportive supervision.

  • Identify gaps in service quality and develop appropriate corrective actions in coordination with relevant teams.

  • Monitor the implementation of agreed action points and quality improvement plans.

  • Promote evidence-based clinical practices.

  • Support regular review of patient care processes and clinical outcomes.

Patient Safety & Clinical Risk Management

  • Promote and monitor patient safety practices across all PHCC clinical services.

  • Identify clinical risks, unsafe practices, and patient safety concerns.

  • Ensure appropriate reporting and management of adverse events, clinical incidents, near misses, and other patient safety concerns.

  • Support investigation and follow-up of significant clinical incidents.

  • Ensure appropriate corrective and preventive actions are implemented.

  • Promote safe identification, assessment, treatment, medication administration, referral, and follow-up practices.

  • Ensure patient confidentiality, dignity, privacy, and non-discriminatory care.

  • Escalate serious clinical risks or incidents immediately through appropriate organizational channels.

Clinical Assessment, Triage & Patient Management

  • Support the implementation of appropriate patient assessment and triage systems.

  • Ensure patients are prioritized according to clinical urgency.

  • Monitor the management of patients with severe illness, danger signs, or emergency conditions.

  • Ensure appropriate escalation of critically ill or deteriorating patients.

  • Support clinical teams in managing complex cases within the scope and capacity of the PHCC.

  • Ensure appropriate continuity of care, follow-up, and coordination between service providers.

  • Monitor patient flow and identify barriers affecting timely access to care.

Referral & Continuity of Care

  • Coordinate and strengthen patient referral and transfer systems.

  • Ensure appropriate referral pathways are followed for patients requiring higher-level care.

  • Support communication and coordination with referral facilities and healthcare providers.

  • Ensure appropriate clinical documentation accompanies referred patients.

  • Monitor referral processes and identify challenges or delays.

  • Support follow-up and continuity of care for referred patients where applicable.

  • Ensure patients and caregivers receive appropriate information and counselling regarding referral procedures.

Infection Prevention & Control (IPC)

  • Ensure the implementation of Infection Prevention and Control procedures across the PHCC.

  • Promote adherence to hand hygiene, standard precautions, appropriate PPE use, waste management, cleaning, and disinfection procedures.

  • Conduct routine monitoring of IPC practices and identify gaps or risks.

  • Work closely with relevant staff to address IPC concerns and improve compliance.

  • Ensure appropriate IPC measures are implemented during disease outbreaks and public health emergencies.

  • Support training, orientation, and awareness activities related to IPC.

  • Report significant IPC breaches or risks through appropriate channels.

Emergency Preparedness & Clinical Response

  • Support preparedness for disease outbreaks, fires, natural disasters, mass casualty incidents, and other humanitarian emergencies.

  • Ensure clinical teams understand emergency roles and responsibilities.

  • Support the development and implementation of emergency preparedness plans.

  • Participate in emergency drills, simulations, and preparedness activities.

  • Coordinate clinical service delivery during emergency situations.

  • Support the mobilization and appropriate deployment of clinical staff and resources during emergencies.

  • Ensure continuity of essential healthcare services during humanitarian emergencies.

  • Coordinate timely communication and escalation during major clinical incidents.

Staff Coordination & Duty Management

  • Support the coordination of clinical staff schedules, duty rosters, and shift arrangements.

  • Ensure appropriate staffing coverage across relevant PHCC service areas.

  • Monitor staff attendance and availability in coordination with relevant supervisors.

  • Support effective allocation of clinical staff according to service needs.

  • Identify staffing gaps and communicate them promptly to management.

  • Support coordination between different clinical cadres and service points.

  • Promote effective handover between shifts and clinical teams.

  • Support appropriate workload distribution among staff.

Medicines, Medical Supplies & Equipment

  • Coordinate with Pharmacy, Laboratory, Supply Chain, and relevant teams to ensure the availability of essential clinical supplies and equipment.

  • Monitor potential shortages, stock-outs, damaged equipment, and other service delivery constraints.

  • Ensure appropriate storage, handling, and use of clinical equipment and supplies.

  • Support routine checking of emergency equipment and essential clinical supplies.

  • Promote rational and accountable use of medicines and medical supplies.

  • Report critical shortages or unsafe equipment immediately.

  • Support forecasting and planning of essential clinical requirements.

Clinical Documentation & Health Information

  • Ensure accurate, complete, timely, and confidential clinical documentation.

  • Monitor the quality and completeness of patient records, clinical registers, treatment records, referral documentation, and other required records.

  • Support staff in addressing documentation gaps and errors.

  • Ensure appropriate data confidentiality and patient information protection.

  • Coordinate with relevant teams to ensure accurate recording and reporting of clinical service data.

  • Support regular review of clinical information for completeness, accuracy, and consistency.

Reporting & Programme Monitoring

  • Support the preparation of daily, weekly, monthly, and other required clinical and programme reports.

  • Review clinical data and service delivery information for completeness and accuracy.

  • Monitor key service delivery trends and identify significant changes or concerns.

  • Report unusual disease patterns, public health concerns, clinical incidents, or other significant issues through appropriate channels.

  • Support the use of clinical data for programme improvement and decision-making.

  • Coordinate with MEAL and programme teams regarding relevant health information and reporting requirements.

  • Ensure timely submission of required reports.

Multidisciplinary Coordination

  • Work closely with Medical Officers, Senior Staff Nurses, Staff Nurses, Midwife Lead, Midwives, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, MEAL, and other relevant teams.

  • Promote integrated and multidisciplinary patient care.

  • Participate in clinical coordination meetings, case discussions, programme meetings, and review meetings.

  • Facilitate communication between different PHCC service areas.

  • Address clinical and operational challenges through collaborative problem-solving.

  • Support coordination with external healthcare facilities and relevant health sector stakeholders when required.

  • Promote effective teamwork and respectful professional relationships.

Capacity Building & Professional Development

  • Identify training and capacity-building needs among clinical staff.

  • Support the planning and delivery of clinical orientations, refresher training, and on-the-job coaching.

  • Facilitate case discussions and knowledge-sharing sessions.

    • Monthly Gross Salary: BDT. 43,637 /= (Only)

    • Bonus and other benefits: 10% of the monthly gross salary.
