Education:

Required Qualifications:

  • Diploma/Certificate in Nursing, Midwifery, Medical Assistant, Paramedical Science, Community Health or other relevant health-related discipline from a recognized institution.
  • Recognized professional registration/certification where applicable.
  • Valid EPI/vaccination training certificate will be an advantage.
  • Candidates with relevant government EPI training and practical vaccination experience will be preferred.

Experience:

  • Preferably 2 years of relevant experience in EPI, immunization, primary health care or community health services.

  • Previous experience in Cox's Bazar, Rohingya response, hard-to-reach, coastal/island or disaster-prone areas will be highly desirable.

Project Background

Partners in Health and Development (PHD) is implementing the MOMENTUM Integrated Health Resilience (MIHR) project to strengthen maternal, newborn, child health and nutrition (MNCH-N) services and health system resilience in fragile and hard-to-reach areas of Cox's Bazar. The project has been working in geographically challenged and hard to reach areas with limited access to timely and quality health services, particularly during adverse weather, sea-related transportation disruptions, and other emergencies. Women and newborns requiring emergency obstetric and neonatal care may face delays in reaching higher-level facilities.

Job Purpose

The Vaccinator will support the delivery of safe, effective and equitable routine immunization services at fixed facilities, outreach sites and community level. The position will contribute to improving immunization coverage, identifying and reaching zero-dose, partially immunized and dropout children, maintaining vaccine potency and cold-chain requirements, ensuring accurate EPI documentation, and strengthening community awareness and demand for vaccination.

The Vaccinator will work closely with government EPI personnel, Health Assistants, Community Health Workers, facility staff and community leaders to ensure that eligible children and pregnant women receive vaccines according to the national EPI schedule.

Key Responsibilities

Routine Immunization Services

  • Provide routine immunization services according to the Bangladesh National EPI schedule and approved guidelines.
  • Administer vaccines safely and correctly according to age, dose, route and schedule.
  • Verify the vaccination status of every eligible child before vaccination.
  • Ensure that children receive due and missed vaccine doses.
  • Provide vaccination services to pregnant women and other eligible groups where applicable.
  • Follow all national and project-approved immunization protocols.
  • Ensure respectful and client-friendly vaccination services.
  • Explain the purpose, benefits and possible minor side effects of vaccines to caregivers.

Zero-Dose and Under-Immunized Children

  • Identify zero-dose and under-immunized children through facility records, community registers, outreach and household/community-level information.
  • Track children who have missed scheduled doses.
  • Maintain and update due-list and dropout lists.
  • Coordinate with Community Health Workers, Health Assistants, Family Welfare Assistants and community volunteers to trace missed children.
  • Support targeted interventions for hard-to-reach and underserved communities.
  • Follow up children who miss vaccination appointments.
  • Document successful tracing and vaccination of missed children.

EPI Outreach and Community Mobilization

  • Participate in fixed-site, outreach and satellite immunization sessions.
  • Support microplanning for immunization outreach activities.
  • Participate in household/community mobilization before and during EPI sessions.
  • Conduct awareness sessions on the importance of vaccination.
  • Engage parents, caregivers, community leaders, schools, religious leaders and other influential groups where appropriate.
  • Address common vaccine-related concerns and misinformation using approved communication messages.
  • Encourage caregivers to maintain vaccination cards and complete the vaccination schedule.
  • Support community-based identification of children who have never received vaccines or have incomplete vaccination.

Vaccine and Cold-Chain Management

  • Maintain vaccines within the recommended temperature range throughout the vaccination process.
  • Properly use vaccine carriers, cold boxes, ice packs, refrigerators and other cold-chain equipment.
  • Check and document vaccine temperature according to applicable procedures.
  • Ensure appropriate vaccine arrangement and handling.
  • Monitor vaccine expiry dates, VVM status and vaccine condition.
  • Follow open-vial and vaccine wastage policies.
  • Report cold-chain equipment malfunction, temperature excursions or vaccine damage immediately.
  • Maintain proper vaccine stock and issue records.
  • Ensure safe transport of vaccines to outreach sites.

Safe Injection and Infection Prevention

  • Follow standard immunization safety and infection prevention procedures.
  • Perform appropriate hand hygiene before vaccination.
  • Use sterile, single-use syringes and needles as required.
  • Follow safe injection practices.
  • Maintain a clean vaccination area.
  • Dispose of used needles and syringes immediately in safety boxes.
  • Ensure proper segregation and disposal of healthcare waste.
  • Report needle-stick injuries and other occupational incidents promptly.

Immunization Documentation and Data Management

  • Maintain accurate EPI registers and vaccination records.
  • Record every administered vaccine dose on the appropriate register/card/system.
  • Ensure vaccination cards are completed correctly.
  • Maintain due lists, dropout lists and defaulter tracking records.
  • Support data entry into relevant EPI/HMIS/e-tracker systems where applicable.
  • Reconcile daily vaccination figures with vaccine utilization and stock records.
  • Ensure timely submission of routine immunization reports.
  • Participate in data quality assessments and verification exercises.
  • Identify and report data discrepancies to the supervisor.

Immunization Microplanning and Performance Monitoring

  • Support development and updating of local EPI microplans.
  • Identify hard-to-reach settlements, mobile populations and underserved communities.
  • Assist in mapping eligible children and priority communities.
  • Support calculation of vaccination targets and outreach requirements.
  • Monitor session attendance, vaccination coverage, dropout and missed-dose trends.
  • Participate in monthly EPI review meetings.
  • Support development and implementation of corrective actions for low-performing areas.

Coordination with Government EPI System

  • Work closely with the Upazila EPI Supervisor, Health Assistants, Family Welfare Assistants and other government EPI personnel.
  • Participate in government-led EPI meetings, campaigns and outreach activities when assigned.
  • Coordinate with facility managers and project staff to avoid duplication and improve service coverage.
  • Support implementation of national EPI campaigns, catch-up vaccination and special vaccination activities.
  • Maintain effective communication with the relevant government health authorities.

Emergency and Outbreak Response

  • Participate in emergency vaccination campaigns and outbreak response activities when assigned.
  • Support rapid immunization activities during vaccine-preventable disease outbreaks.
  • Maintain readiness for deployment to hard-to-reach areas.
  • Support continuity of immunization services during cyclones, floods, landslides, disease outbreaks and other emergencies.
  • Follow emergency preparedness and response plans.

Safeguarding and Professional Conduct

  • Maintain respectful and professional behavior with children, caregivers and community members.
  • Follow PHD's safeguarding, PSEA and Code of Conduct requirements.
  • Protect the privacy and confidentiality of beneficiaries.
  • Report safeguarding concerns through established reporting channels.
  • Ensure equitable access to vaccination services regardless of gender, socioeconomic status, disability, location or other circumstances.

Working Conditions

The Vaccinator may be required to work at fixed facilities, outreach sites and community locations, including remote, coastal, island and hard-to-reach areas.

The position may require:

  • Frequent community/outreach visits.
  • Travel to remote communities.
  • Work during weekends and public holidays according to EPI schedules.
  • Participation in vaccination campaigns and emergency response.
  • Working during outbreaks and public-health emergencies.
  • Carrying and transporting vaccines using approved cold-chain arrangements.
  • Working under difficult weather, transportation and communication conditions.
